Mayor Memmesheimer called the meeting to order and Call to Order led in salute to the flag. The Invocation was given by Rev. Paul E. Councilman Solem offered the Resolution entitled: A -RESOLUTION OF THE CITY -COUNCIL OF THE CITY OF AZUSA ORDERING THE VACATION OF A CERTAIN PORTION OF SANTA FE AVENUE SUBJECT TO THE RESERVATION AND EXCEPTION OF 'CERTAIN RIGHTS AND EASEMENTS. A proposed resolution was presented declaring weeds, Res. #5012 rubbish and dirt upon parkways, sidewalks or private Weed Abatement property in the City ofAzusa to be a public nuisance, and as such, should be abated. Councilman Solem offered the Resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING WEEDS, RUBBISH AND DIRT UPON PARKWAYS, SIDE- WALKS OR PRIVATE PROPERTY IN THE CITY OF AZUSA TO BE A PUBLIC NUISANCE, AND AS SUCH, SHOULD BE ABATED. A communication was received from Albert H. Allen, Attorney Albert H. Allen, representing the Leumi Financial Corporation which is now Atty.for Leumi the owner of the Rockvale Apartments located at 385 North Fin.Corp.(Rock- Rockvale Avenue, Azusa, requesting authorization or require- vale Apts.) re: ments,for use of 30 bachelor apartments presently not auth.or require. allowed at 385 N. A communication was received from Los Angeles Councilman Louis Nowell regarding Urban Studies Association. Moved by Councilman Mc Lees, seconded by Councilman Rubio and unanimously carried to receive and file. The Quarterly Report of the Visiting Nurse Association was received. Moved by Councilman Mc Lees, seconded by Councilman Cooney 'and unanimously carried to receive and file. A claim was presented for damage to auto re: accident on 3/29/66 at intersection of Alameda And Santa Fe Avenues. The City Treasurer's Financial Statement for the month of March was received. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to receive and file. A communication was received from Mr. Anthony M. Ortuno re: turn -over of Police Department personnel, with request for investigation of Police Department. Mr. Ortuno requested that employees be investigated re: conditions in Department. Mayor Memmesheimer requested specific areas for investi- gation. Park and Recreation Commision requested a Resolution on swimming admission rates for 1966, including a family season plan. Page 4 Moved by Councilman Cooney, seconded by Councilman Solem to approve the rates as submttted and to have the City Attorney prepare the necessary Resolution. Personnel Board submitted their recommendation for Step Raises and/or Permanent Status for 7 employees. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried to accept`_ the recommendation as submitted. A request was submitted for a change in classification to Equipment Operator for Mr. Luis Miranda, Street Crew Foreman. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried by roll call to accept change and submit to City Attorney for necessary revisions. Personnel Board submitted their recommendation for certain classification revisions. Moved by Councilman Solem, seconded by Councilman Cooney and unanimoustly carried to accept the revisions and refer to the City Attorney for the necessary Resolution. Approval of Plans and specs to furnish and install three 12 -KV OCB's and associated switchboard wiring for substa- tion , and authorizing bid call. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried the City Clerk should advertise for bids. Recommendation by Beautification Committee for construction of curb, gutter and pave -out on 12th Street adjacent to undeveloped area of North Side Park, with transfer of funds requested. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried to transfer funds as requested. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that the City Engineer prepare plans and specs. A report was submitted by the City Administrator re: EYOA meetings. The Mayor appointed Councilman Rubio to act as City repre- sentative with report to Council on activities of organiza- tion. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to approve appointment. A reply was received from the City of Irwindale re: Irwindale Raceway nuisance complaints by Azusa. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the City Administrator and Chief of Police discuss problem with raceway officials. Agreement to provide City employee work clothing. Waive Azusa Municipal Code re: bid requirement not preju- dicial to public. Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried that the Mayor sign agreement as amended by City re: cancellation.
