HomeMy WebLinkAboutAgenda - December 21, 2020 12/21/2020 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meeting scheduled for Monday, December 21, 2020 at 6:30 & 7:30 p.m. are Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 941 1847 7802 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council meeting agenda 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 926 4791 0189 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. NOTE: You will not be able to hear the meeting live from the call but may access the meeting by clicking the link below or on your local cable access channel. Members of the public may also submit written comment by emailing PublicComment@azusaca.gov by 5:30pm. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED DECEMBER 3, 2020 THROUGH DECEMBER 16, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C71 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 12/21/2020 - 4 - 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. APPROVE ANNUAL MAINTENANCE AGREEMENT WITH MOTOROLA SOLUTIONS. RECOMMENDED ACTION: Approve a maintenance agreement with Motorola Solutions for all current software programs for the period of December 1, 2020 through November 30, 2021 in the amount of $76,713.06; and Authorize the City Manager to execute the maintenance agreement, in a form acceptable to the City Attorney, on behalf of the City. 5. ACCEPTANCE OF “BLAST OFF” GRANT FROM THE CALIFORNIA STATE LIBRARY. RECOMMENDED ACTION: Accept the LSTA Grant award from the California State Library; and Approve necessary budget amendments and adjust the current fiscal year budget accordingl y. 6. AUTHORIZATION TO SOLICIT A REQUEST FOR QUALIFICATIONS FOR ON-CALL PUBLIC WORKS GENERAL SERVICES. RECOMMENDED ACTION: Authorize staff to solicit a Request for Qualifications for on-call public works general services. 7. PURCHASE OF UNDERGROUND COPPER CABLE #500 KCMIL. RECOMMENDED ACTION: Approve the issuance of a purchase order to Consolidated Electrical Distributors, LLC in an amount of $90,568.81 for the purchase of underground copper cable. 8. APPROVAL OF AN INTERNSHIP AFFILIATION AGREEMENT WITH AZUSA PACIFIC UNIVERSITY DEPARTMENT OF KINESIOLOGY. RECOMMENDED ACTION: Approve an Internship Affiliation Agreement with Azusa Pacific University to provide Kinesiology intern(s); and Authorize the City Manager to execute an Agreement with Azusa Pacific University, in a form acceptable to the City Attorney, on behalf of the City. 12/21/2020 - 5 - 9. APPROVAL OF AMENDMENT ONE TO THE LICENSE AGREEMENT FOR USE OF NORTH RECREATION CENTER LOCATED AT 340 N. ORANGE PLACE FOR COVID-19 TESTING BY AND BETWEEN COUNTY OF LOS ANGELES AND CITY OF AZUSA. RECOMMENDED ACTION: Review and approve the amendment to the license agreement for use of city facilities for COVID testing, by and between the County of Los Angeles and the City of Azusa; and Authorize the City Manager to execute Amendment Number One to the License Agreement for use of City Facilities, in a form acceptable to the City Attorney, on behalf of the City. 10. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19). RECOMMENDED ACTION: Adopt Resolution No. 2020-C72: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) 11. CONSENT FOR ASSIGNEMENT OF WATER SUPPLY AGREEMENT TO IBY PROPERTY OWNER LLC. RECOMMENDED ACTION: Authorize the assignment of the Molson Coors USA LLC Amended and Restated Water Supply Agreement dated February 23, 2009 from IBY, LLC to IBY Property Owner, LLC, in a form acceptable to the City Attorney; and Authorize the City Manager to execute the assignment agreement. 12. RECOGNITION OF NEW EMPLOYEE ORGANIZATION - AZUSA POLICE EXECUTIVE ASSOCIATION (APEA) AND APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE AZUSA POLICE EXECUTIVE ASSOCIATION. RECOMMENDED ACTION: Adopt Resolution No. 2020-C73, acknowledging Azusa Police Executive Association (APEA) as the recognized employer organization for Police Captains for the Azusa Police Department; and Approve initial Memorandum of Understanding between the City of Azusa and the Azusa Police Executive Association January 1, 2021 through December 31, 2024.
