The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. This meeting was held via teleconference only. Mayor Pro-Tem Macias called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: MACIAS, ALVAREZ, AVILA, MENDEZ ABSENT: COUNCILMEMBERS: GONZALES ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Director of Economic and Community Development Marquez, Director of Administrative Services Johnson, and Chief Deputy City Clerk Garcia. PUBLIC COMMENT None. CLOSED SESSION The City Council recessed to closed session at 6:32 P.M. to discuss the following: 1.CONFERENCE WITH LEGAL COUNSEL – THREAT OF LITIGATION - Pursuant to California Government Code, Section 54956.9(d)(2). Threat of Litigation: Claim of Efraim Parry Estate Companies Re: 975 Foothill Ave – APN: 8605-019-906 and 907. CONSENT ITEM E-1 APPROVED CITY COUNCIL 12/21/2020 REGULAR SESSION Mayor Pro-Tem Macias called the meeting to order at 7:30 P.M. The Pledge of Allegiance was led by Mayor Pro-Tem Macias. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Bertelsen, Director of Economic and Community Development Marquez, Director of Administrative Services Johnson, Director of Utilities Robledo, Director of Public Works/City Engineer Delgadillo, Director of Information Technology and Library Services Graf, Director of Community Resources Carpenter, Deputy City Manager DeAnda-Scaia, and Chief Deputy City Clerk Garcia. CLOSED SESSION REPORT The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session: Mayor Gonzales was absent; Item 1 –No reportable action; Item 2 – No reportable action; Item 3 – No reportable action; and Item 4 – Mayor Pro-Tem Macias did not participate in the discussion of this Item. CEREMONIAL Certificates of recognition were presented to the following retirees: • Sandy Willison - Training Coordinator - 11/16/1983 - 37 years of service • Debbie Ursua - Court Liaison - 11/5/1986 - 34 years of service • Monica Orta - Community Service Officer - 10/27/1986 - 34 years of service • Corporal Jason Kimes - Police Corporal - 3/7/1995 - 25 years of service • Joyce Adams – Customer Service Representative III - 10/10/2000 – 20 years of service • Rosa Scholes – Customer Service Representative III – 11/17/1992 – 28 years of service • Michael Gomez Jr. – Park Maintenance Worker III - 12/2/1985 – 35 years of service • Joetta Velasco – Library Assistant III – 7/11/1994 – 26 years of service PUBLIC COMMENT Arturo Ortega, Azusa Unified School District Superintendent, announced that the District was a recipient of the California Golden Bell Award; provided an update on projects taking place at the high schools; provided information about the School Reorganization Team; provided an update on the new Safer at Home Order as it relates to the School District; and wished everyone Happy Holidays. Yolanda Rodriguez-Pena, Azusa Unified School District Board Member, thanked the community for her reelection to the Azusa Unified School District School Board; complemented the Council on their tree lighting ceremony; and wished everyone Happy Holidays. City Clerk Cornejo announced that the following comment was submitted via email: Margaret A. Hogan, Marsh-JLT Specialty, expressed opposition to the expansion of the DIMC site. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL COVID-19 Update: Positive Cases and Discussion on Current Health Order Restrictions City Manager Gonzalez announced that the virtual tree lighting ceremony took place and was aired on channel 3; stated that Mayor Gonzales is battling Covid-19 and was unable to participate in the ceremony; provided an update on Covid-19 stating that there are 2,445 positive cases and 31 lives lost in the City of Azusa; announced that the State has issued a Regional Stay at Home Order and provided information regarding the Order; and provided information regarding available resources for local businesses and residents. PAGE TWO – 12/7/2020 Ranch 2 Fire Update City Manager Gonzalez stated that all of the measures recommended by the USDA, County Flood Control, and other agencies to prevent major flooding have been installed in Mountain Cove; and thanked Director of Public Works/City Engineer Delgadillo and the Mountain Cove HOA for their assistance with the project. Council Comments Councilmember Avila congratulated the eight retirees and expressed his gratitude for their years of service; wished Mayor Gonzales a speedy recovery; sent thoughts and prayers to all of the individuals that tested positive for the virus and the families of the individuals that lost their lives; and thanked Staff for continuing to serve the community during the pandemic. Councilmember Alvarez congratulated the eight retirees and thanked them for their many years of service; stated that it was Pearl Harbor Remembrance Day; encouraged everyone to patronize Azusa businesses; and announced that Christmas boxes will be shipped to active-duty Azusa military personnel and encouraged everyone to contact him with their names and addresses. Councilmember Mendez wished Mayor Gonzales a speedy recovery; expressed his appreciation of the eight retirees; stated that it was Pearl Harbor Remembrance day and thanked Mayor Pro-Tem Macias and Councilmember Alvarez their service; thanked Staff for the virtual tree lighting ceremony; announced that Santa Claus will be driving through Azusa on December 19; a food giveaway is being coordinated with Assemblywoman Blanca Rubio, details will be available shortly; and encouraged everyone to purchase from local restaurants. Mayor Pro-Tem Macias congratulated the eight retirees on their accomplishments; requested an update regarding status of the 890 Promenade Project; inquired about whether street sweepers are required to use water mist to keep down the dust; wished a Happy 85th Birthday to Julia Aldana; and thanked Director of Community Resources and Staff for the beautiful tree lighting ceremony. City Manager Gonzalez provided an update on the 890 The Promenade project stating that Staff is in the final stages of negotiating a long-term lease with Metro which would provide additional security in the area; upon completion of negotiations, the final lease agreement will be presented to the Council for approval. Director of Public Works/City Engineer Delgadillo responded to the inquiry regarding the street sweeper use of water stating that the street sweepers have access to water and have the ability to connect to fire hydrants to fill up; the lack of water use may be due to a maintenance issue; and he will follow-up with Athens Services to ensure that the street sweepers are being maintained. SCHEDULED ITEMS – CITY COUNCIL ADOPT RESOLUTION APPROVING AN AMENDED CONFLICT OF INTEREST CODE PURSUANT TO THE POLITICAL REFORM ACT OF 1974 Chief Deputy City Clerk Garcia presented the Staff Report stating that the amended Conflict of Interest Code is presented to the Council every two years pursuant to the Political Reform Act; additional positions were added to the Conflict of Interest Code; and Staff recommends approval of Resolution No. 2020-C69 adopting the Amended Conflict of Interest Code. Councilmember Alvarez offered Resolution No. 2020-C69 entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPROVING AND ADOPTING AN AMENDED CONFLICT OF INTEREST CODE PURSUANT TO THE POLITICAL REFORM ACT OF 1974 Moved by Councilmember Alvarez, seconded by Councilmember Mendez and carried by the following vote of the Council to adopt Resolution No. 2020-C69 approving and adopting an amended conflict of interest code pursuant to the Political Reform Act of 1974. AYES: COUNCILMEMBERS: MACIAS, ALVAREZ, AVILA, MENDEZ NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: GONZALEZ CONSENT CALENDAR: Moved by Councilmember Alvarez, seconded by Councilmember Mendez and carried by the following vote of the Council, to approve Consent Calendar Items E-1 to E-9. Resolution No. 2020-C70 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and applicable Memorandum of Understanding(s), were approved as follows: Merit Increases/Regular Appointments: J. Jaimes, M. Perkins, J. Tello, A. Solache, C. Lopez, A. Quijas, B. Bailey, R. Landeros, E. Gutierrez New Class Specifications: Principal Civil Engineer, Human Resources Specialist I (Flex), Human Resources Specialist II (Flex) Class Specification Revision: Court Liaison Officer Reclassifications: B. Munoz, D. Reyes New Appointments: J. Arevalo, R. Saldana Jr., A. Soto, N. Hisey Promotion: V. Vega, E. Estrada Separation/Retirement: J. Adams. . 4. The cancellation of the January 5, 2021 Regular City Council Meeting was approved. 5. The blanket purchase order with the County of Los Angeles for general services was increased from $25,000 to $50,000 for FY 2020-2021. 6. The amendment to the Professional Services Agreement with KJServices Consulting, LLC for administration of used oil and beverage container recycling in an amount not to exceed $20,000 per year from December 18, 2020 to December 18, 2022 was approved; and the City Manager was authorized to execute the agreement on behalf of the City. 7. The second amendment to the California Metro Patrol Agreement for security services was increased to a not to exceed amount of $116,500 including a one (1) year extension was approved; the City Manager was authorized to execute the amendment on behalf of the City; and the necessary budget amendments were approved. 8. A standard form template for a Right of Entry Agreement was approved; and the City Manager was authorized to execute said agreements on behalf of the City. It was the consensus of the Council to adjourn the meeting.
