CORONAVIRUS (COVID-19) ADVISORY
Due to the local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor
Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order
N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does
not need to make a physical location available for members of the public to observe a public meeting and offer
public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and
allows for members of the public to observe and address the meeting telephonically or electronically.
To comply with the recent Health Orders issued by the Governor and Los Angeles County Health
Department, the City Council meetings scheduled for Tuesday, January 19, 2021 at 6:30 & 7:30 p.m. are
Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M.
may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 946 6683 6093
between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council
meeting agenda at 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following
meeting ID # 949 7412 3840 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please
note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak.
NOTE: You will not be able to hear the meeting live from the call but may access the meeting by clicking
the link below or on your local cable access channel. Members of the public may also submit written
comment by emailing PublicComment@azusaca.gov by 5:30pm. Emailed public comments will be provided to
the City Council and will be part of the record but will not be read aloud. (Email Comments shall be limited to
no more than 250 words).

In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the subject
matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda
as an item other than a public hearing item. Members of the audience will have the opportunity to address the
City Council/Agency Board about public hearing items at the time the public hearing is held. Under the
provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but
may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public
comment has been received. Each person or representative of a group shall be allowed to speak without
interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules.
Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker
has completed his/her comments. Public Participation will be limited to sixty (60) minutes.

1. PUBLIC HEARING - FIRST READING OF AN ORDINANCE FOR CODE AMENDMENT NO.
249 ADDING SECTION 88.42.240 TO THE AZUSA MUNICIPAL CODE AND AMENDING
SECTIONS 88.22.065, 88.24.005, 88.26.005, AND 88.70.020 TO REGULATE TOBACCO AND
VAPING SHOPS/RETAILERS.
RECOMMENDED ACTION:
1) Find the requested project exempt from the California Environmental Quality Act (CEQA); and
2) Open the Public Hearing, waive further reading, and introduce by title only Ordinance No. 2021-01:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA
ADOPTING CODE AMENDMENT NO. 249 ADDING SECTION 88.42.240 TO THE AZUSA
MUNICIPAL CODE AND AMENDING SECTIONS 88.22.065, 88.24.005, 88.26.005, AND
88.70.020 TO REGULATE TOBACCO AND VAPING SHOPS AND DETERMINING THE
ORDINANCE TO BE EXEMPT FROM CEQA
2. PUBLIC HEARING – ADOPTION OF UPDATED CITYWIDE SCHEDULE OF FEES AND
CHARGES.
RECOMMENDED ACTION:
1) Receive, review, and file the updated Citywide Fee and Charges Schedule;
2) Open the Public Hearing, receive public testimony, and close the Public Hearing;
3) Adopt Resolution No. 2021-C01, regarding development project services fees, to be effective 60 days
from January 19, 2021 (March 20, 2021); and
4) Adopt Resolution No. 2021-C02, regarding various municipal activities and services, to be effective
on January 19, 2021.

E. CONSENT CALENDAR – CITY COUNCIL/SUCCESSOR AGENCY
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE REGULAR MEETING OF DECEMBER 21, 2020.
RECOMMENDED ACTION:
Approve minutes as written.
2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED
DECEMBER 17, 2020 THROUGH JANUARY 13, 2021.
RECOMMENDED ACTION:
Adopt Resolution No. 2021-C03 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service
Rules and applicable Memorandum of Understanding(s).
4. ADOPTION OF A JOINT RESOLUTION BETWEEN THE BOARD OF SUPERVISORS OF THE
COUNTY OF LOS ANGELES, AS THE GOVERNING BODY OF THE COUNTY OF LOS
ANGELES, THE CONSOLIDATED FIRE PROTECTION DISTRICT, AND THE FLOOD
CONTROL DISTRICT, AND THE GOVERNING BODIES OF THE SAN GABRIEL VALLEY
MOSQUITO VECTOR CONTROL DISTRICT, THE COUNTY SANITATION DISTRICT NO. 22
OF LOS ANGELES COUNTY, AND THE UPPER SAN GABRIEL VALLEY MUNICIPAL
WATER DISTRICT, AND THE CITY COUNCIL OF AZUSA, APPROVING AND ACCEPTING
THE NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE RESULTING FROM
ANNEXATION 2018-06 TO THE SAN GABRIEL VALLEY MOSQUITO VECTOR CONTROL
DISTRICT.
RECOMMENDED ACTION:
Adopt Joint Resolution between the Board of Supervisors of the County of Los Angeles, as the governing
body of the County of Los Angeles, the Consolidated Fire Protection District, and the Flood Control
District, and the Governing Bodies of the San Gabriel Valley Mosquito Vector Control District, the County
Sanitation District No. 22 of Los Angeles County, and the Upper San Gabriel Valley Municipal Water
District, and the City Council of Azusa, approving and accepting the negotiated exchange of property tax
revenue resulting from Annexation 2018-06 to the San Gabriel Valley Mosquito Vector Control District.
5. APPROVE THE PURCHASE OF A NEW CATERPILLAR INC. MODEL: 920 WHEEL LOADER
WITH 4-IN-1 BUCKET AND FORK ATTACHMENTS.
RECOMMENDED ACTION:

Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the
purchase of a Loader in the amount not to exceed $180,388.85 from Quinn Company; and Authorize the
City Manager to execute a purchase/service agreement with Quinn Company for the purchase of the
Caterpillar Inc. Model: 920 Loader and proposed attachments.
6. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF OCTOBER 2020.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of October 2020.
7. APPROVAL OF FOUR PROFESSIONAL SERVICES AGREEMENTS FOR REVENUE
COMPLIANCE AUDIT AND DISCOVERY SERVICES.
RECOMMENDED ACTION:
Approve waiving of purchasing procedures under Municipal Code Sec. 2-520(b) Sole Source; and
Authorize the City Manager to execute a renewable professional services agreement with MuniServices for
Business License Tax compliance audit and discovery services in a not to exceed amount of $25,000 for the
balance of fiscal year 2020-2021; and Authorize the City Manager to execute a renewable professional
services agreement with MuniServices for Transient Occupancy Tax (TOT) compliance audit and discovery
services in a not to exceed amount of $25,000 for the balance of fiscal year 2020-2021; and Authorize the
City Manager to execute a renewable professional services agreement with MuniServices for Utility User
Tax (UUT) compliance audit and discovery services in a not to exceed amount of $25,000 for the balance of
fiscal year 2020-2021; and Authorize the City Manager to execute a renewable professional services
agreement with MuniServices for the State Video Franchise fee/PEG compliance audit and discovery
services in a not to exceed amount of $25,000 for the balance of fiscal year 2020-2021.
8. REQUEST TO APPROVE PURCHASE OF NETWORK INFRASTRUCTURE EQUIPMENT.
RECOMMENDED ACTION:
Waive the competitive bidding process as authorized under Azusa Municipal Code section 2-517(38)
Solicitation and Bidding exceptions; Computers, Computer components; and Approve the hardware
purchase and implementation services from ConvergeOne, not to exceed amount of $441,000; and
Authorize the Mayor to sign and execute the Professional Services Agreement and Scope of Work, in a
form acceptable to the City Attorney, on behalf of the City.
9. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH STANTEC
CONSULTING INC. TO PROVIDE PLANNING AND ENVIRONMENTAL CONSULTANT
SERVICES FOR THE GREAT PARK AND RESIDENTIAL PROJECTS LOCATED AT 807 THE
PROMENADE.
RECOMMENDED ACTION:
Approve a Professional Service Agreement with Stantec Consulting Inc. to provide planning and
environmental consultant services for The Great Park and Residential Project in an amount not to exceed
$96,043.20 which includes the project budget of $87,312.00 and 10% contingency of $8,731.20; and
Authorize the City Manager to prepare and execute the agreement, in a form acceptable to the City
Attorney, on behalf of the City.

F. SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED NOVEMBER 12, 2020 THROUGH JANUARY 13, 2021.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2021-R01 allowing certain claims and demands to be paid out of Successor
Agency Funds.
2. APPROVAL OF RECOGNIZED OBLIGATION PAYMENT SCHEDULE AND
ADMINISTRATIVE BUDGET FOR JULY 1, 2021 THROUGH JUNE 30, 2022 AND ADOPTION
OF RESOLUTIONS.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2021-R02, approving and adopting the “Recognized Obligation Payment
Schedule” for the period of July 1, 2021 through June 30, 2022 (ROPS 21-22) pursuant to AB x1 26
as amended by AB 1484; and
2) Adopt Resolution No. 2021-R03, approving and adopting the proposed Administrative Budget for
July 1, 2021 through June 30, 2022.
G. ADJOURNMENT
The meeting will be adjourned in memory of Adriana Norzagaray and Giana Gaytan, Longtime Azusa
Residents. We also adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
