The City Council of the City of Azusa met in adjourned
regular session at the above place and time.
The meeting was called to order by Mayor Memmesheimer
at 10:07 A.M.
' Present at Roll Call were: Councilmen: Rubio, Cooney,
Solem, Melees
and Mayor Memmesheimer
Also Present: City Administrator Foxworthy,
City Clerk Miller, Fcl.tce Chief
Kendrick, Fire Chief J?ca'.son
and Police Captain Warne_..
Personnel from the County, State and Federal offices of
the Civil Defense administration were: Mr. John Davis,
Executive Director of L. A. Co, and Cities Disaster and
Civil Defense Commission, Dick Dugally, Coordinator,
C.D.O. Regional 1. Paul Jones and Al Miller of Santa Rosa
and John Hopkins of the Sacramento office, also present was
Mr. Marion Varnum of the firm of Varnum & Associates,
architects.
Mr. Davis stated that the application submitted by Azusa in
February 19660 had been rejected due to several deficiencies.
One item of discussion was that the single line diagram
.submitted did not delineate the E.O.C. as it should con-
form.
It was pointed out that, the Operations room should not
'he located next to the noisier areas such as the kitchen
and communications room. The Mechanical Room should be
separate from and removed from other areas also. The
Warning function should be shown on diagram and warning
lights in E.O.C. and also the staffing pattern with
aaGigrvnents should be shown.
It was further stated that, at first, emergency announce-
ments would be broadcast from the County E.O.C. which
would handle such broadcasts for many cities in the County.
There are at present 10 operating centers in the County.
Cities having an approved E.O.C. will be expected to
service: areas extending beyond their local boundaries.
County personnel may be utilized for service of county
area. This could be considered as an element of the
County Plan.

The need for a signed proposed architects contract is needed
with application when submitted.
It wnS es`.ated that based on a 5 -year projected population
estimate of 35,000.), a staff of 47 would be required for
application approvals based on a 4,000 square foot facility.
The number ef staff personnel will depend upon the use of the
'facility but shall be based on the four elements of the Civil
Defen ^,-ogram. The officials also stated that an area of 85
>gvare feet per person is the criteria for staffing.
It was also stated, that a city having an adequate set-up will
be requested to service beyond its local area.
Mr, Varnum stated that the cost figure as submitted on a 4,000
sq+.)are foot facility was based on a $35 per square foot estimate,
but,.however, this estimate could conceivably be changed to a
higher figure.

Any future application should be revised to reflect the
County mission on items 1, 2 & :. Also, item number 8 should
be revised to denote "Shall" rather than the now permissive
wording. A revised single line diagram should show the space
required for the four (4) Civil Defense elements and County
support.
�fie Civil Defense officials assured Council that prompt
ction would be taken on any future application filed by the
City.
Councilman McLees offered the following Resolution entitled: Res.{ 5073

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA & Compensation
AMENDING RESOLUTION NO. 4£374 RELATING TO THE TABLE OF
ORGANIZATION AND COMPENSATION IN VARIOUS DEPARTMENTS
OF THE CITY EFFECTIVE JULY 1, 1966.
Moved by Councilman McLees, seconded by Councilman Solem
and unanimously carried that further reading be waived.
Moved by Councilman McLees, seconded by Councilman Solem
that the Resolution be adopted. Resolution passed and
adopted by the following vote of Council:
AYES: Councilmen: Rubio, Cooney, Solem, McLees, Memmesheimer
NOES: Councilmen: None
ABSENT:Councilmen: None and numbered Resolution No. 5073
On further action by the Council it was,
oved by Councilman Cooney, seconded by Councilman Rubio Appt.G.Jenkins
nd unanimously carried that George Jenkins be appointed Acting Asst.
s Acting Assistant City Engineer without authority to City Engineer
act in cases requiring an Engineer's registration by the
State.
Moved by Councilman Cooney, seconded by Councilman Rubio Adjourn
and unanimously carried that the meeting adjourn.
