MINUTES OF THE CITY COUNCIL, THE SUCCESSOR AGENCY
TO THE FORMER REDEVELOPMENT AGENCY,
THE PUBLIC FINANCING AUTHORITY
REGULAR MEETING
MONDAY, DECEMBER 21, 2020 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702. This meeting was held via teleconference only.
Mayor Pro-Tem Macias called the meeting to order at 6:30 P.M.

CLOSED SESSION
The City Council recessed to closed session at 6:31 P.M. to discuss the following:
1. CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to California Government Code, Section 54957.6.
City Negotiator: Sergio Gonzalez, City Manager and Talika Johnson, Director of Administrative Services
Organizations: PMA (Police Management Association) and Unrepresented Employees.

Mayor Pro-Tem Macias called the meeting to order at 7:30 P.M.
The Pledge of Allegiance was led by Mayor Pro-Tem Macias.

The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session:
Mayor Gonzales was absent; Item 1 –No reportable action; Item 2 – No reportable action and Item 3 – No reportable
action;

REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
City Manager Communications.
City Manager Gonzalez provided an update on Covid-19 stating that the numbers have increased. There are 3,396 positive
cases and 36 Azusan’s lost their lives to the pandemic, encourages the community of Azusa to continue practicing safe
practices by washing of hands, keeping safe distancing. City Manager Gonzalez stated the importance of ones privacy
while being sick. He stated although City of Azusa Mayor is sick, and with permission a previous statement was released.
Stating the City of Azusa will not give out information in reference to Mayor Gonzales condition and is asking the public
to maintain his privacy.
Council Comments
Councilmember Avila – Respecting the wishes of the Mayor Gonzales family in continue to pray for the family for a
quick recovery. Councilmember Avila, on December 15, participated in Virtual Coffee with Civic Leaders supporting
“One Legacy” donate for life. Asking those that committed to donate continue to support in the donation and encouraging
the public to sign up to donate. Councilmember Avila commented on the street lighting, cameras and traffic signal
synchronization program, and is asking for feedback from Robert Delgadillo, Public Works Director, he is asking for
feedback from the Police Chief Bertelsen in reference of Automated License Plate Reader program.
Councilmember Alvarez- Stated keep Mayor Gonzales in your prayers. He reported back from the Foothill Transit
Meeting that double decker busses will be in service in sometime next year, as well as routes are still being discussed, he
also touched basis on public wearing mask on busses. Stating mask are required on Busses. He thanked the Police and
Fire Department for escorting Santa around the parade route, and had good response from residents. He wanted to wish
everyone a Merry Christmas and Happy New Year.
Councilmember Mendez – Wishing Mayor Gonzales a speedy recovery and wish him back soon. Wish everyone a Merry
Christmas and a Happy New Year. He thanked the Police Department and LA County Fire for providing Reserve Rigs, he
thanked all who helped in participation of the Santa Parade. He thanked Blanca Rubio’s Office for participating in the
food giveaway and those that participated Gabriela Arellanes, Superintendent Arturo Ortega, Gladstone High School,
Azusa High School interact Clubs, Azusa Rotary Club, Jan’s Towing, Athens Trash and Sergio Gonzalez in participation
and collaboration in serving 400 families. Stated the meeting will adjourn in memory of Alfred Aguirre, lifelong resident,
Army Veteran and 2018 Golden Days Honored Citizen.
Mayor Pro-Tem Macias- Wishing Mayor Gonzales a speedy recovery, he reiterated the meeting will Adjourn in memory
of Alfred Aguirre lifelong resident, Army Veteran and good friend of his. Mayor Pro-Tem Macias is asking City Manager
Gonzalez, and City Attorney to add it to the list at a later time in the new year, an Evaluation and Assessment be
administered on City Attorney. Whereas, to evaluate the progress of any projects in process. This will give opportunity for
the new councilmembers to understand how the process of a retainer for the city attorney’s works.
Mayor Pro-Tem Macias would like to congratulate Miki and her staff for the Virtual Tree Lighting Ceremony. He
congratulated the two newest school board members Ms. Yolanda Pena who was Re-elected and Sabrina Bow new
member. He would like to wish everyone a Merry Christmas and a Happy New year and Best wishes for the year to come
2021.
City Manager Gonzalez- stated that Robert Delgadillo Director of Public Works/ City Engineer will give a report on the
comprehensive signal synchronization program and Chief of Police Bertelsen will give a report on the Automated License
Readers.

Director of Public Works Delgadillo stated Traffic Signal Synchronization program is funded through Metro, will be
upgrading traffic signals throughout the city, San Gabriel, Azusa, Foothill Blvd. they are connecting through Fiber active
network which will connect through a traffic control center at city yard which will be on real time, he discussed many
features of the new upgrades along with ADA required upgrades. The Project is north of 7 million dollars. This will help
with traffic efficiency and flow of city. City Council held discussion on where the synchronization lights will be placed
and how they will have to synchronize with Metro and their intersection timing at railways, reflecting on requirement and
standards.
Chief of Police Bertelsen stated back in August Council approved a 2 year lease of 21 Automated License Readers.
They’re camera’s that will be strategically placed around the city to help with any vehicle batter in certain areas of the
city. It will also become useful in criminal investigation whereas, locating certain vehicles. Progress has begun in placing
cameras and updating staff for the use of programs.

CONSENT CALENDAR: Moved by Councilmember Alvarez, seconded by Councilmember Avila and carried by the
following vote of the Council, to approve Consent Calendar Items E-1-E-7, E-10 and E-11 with the exception of Items E-
8, E-9 and E-12 which was handled under the Special Call portion of the Agenda.

1. The minutes of the Regular Meeting of December 21, 2020 were approved as written.
2. Resolution No. 2020-C71 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and
applicable Memorandum of Understanding(s), were approved as follows:
Merit Increases/Regular Appointments: A. Tohmeh, M. Garcia, A. Devezin, Y. Cardenas, L. Ferrari, J. Rush, F.
Vasconcelos, B. Munoz.
Separation/Retirement: R. Camarena, D. Ursua, M. Orta.
4. The maintenance agreement with Motorola Solutions for all current software programs for the period of December 1,
2020 through November 30, 2021 in the amount of $76,713.06 was approved; and the City Manager was authorized
to execute the maintenance agreement on behalf of the City.
5. Accepted the LSTA Grant award from the California State Library; and Approve necessary budget amendments and
adjust the current fiscal year budget accordingly was approved.
6. Authorize staff to solicit a Request for Qualifications for on-call public works general services was approved.
7. The issuance of a purchase order to Consolidated Electrical Distributors, LLC in an amount of $90,568.81 for the
purchase of underground copper cable was approved.
10. Resolution No. 2020-C72 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE
PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19)
11. The assignment of the Molson Coors USA LLC Amended and Restated Water Supply Agreement dated February 23,
2009 from IBY, LLC to IBY Property Owner, LLC, was approved; and the City Manager was authorized to execute
the assignment agreement.

8. APPROVAL OF AN INTERNSHIP AFFILIATION AGREEMENT WITH AZUSA PACIFIC UNIVERSITY
DEPARTMENT OF KINESIOLOGY.
In response to Councilmember Alvarez question regarding how internships are determined whether they are paid or
non-paid.
City Manager Gonzalez responded stating there’s already city council approved internship positions with year round
recruitments in the books. City Manager Gonzalez added although not all internships are paid some do lead to paid
positions. Director of Community Resources Carpenter noted that the Kinesiology internship is non-paid and part of
the academic program.
Approve an Internship Affiliation Agreement with Azusa Pacific University to provide Kinesiology intern(s); and
Authorize the City Manager to execute an Agreement with Azusa Pacific University, in a form acceptable to the City
Attorney, on behalf of the City.
Moved by Councilmember Mendez, seconded by Councilmember Alvarez and carried by the following vote of the
Council, to approve Consent Calendar Item E-8.

9. APPROVAL OF AMENDMENT ONE TO THE LICENSE AGREEMENT FOR USE OF NORTH RECREATION
CENTER LOCATED AT 340 N. ORANGE PLACE FOR COVID-19 TESTING BY AND BETWEEN COUNTY
OF LOS ANGELES AND CITY OF AZUSA.
In response to Mayor Pro-Tem Macias question regarding if the Covid-19 vaccine will be provided at the center once
available.
At the request of the Council, Director of Community Resources Carpenter will provide information regarding if the
vaccine will be provided at this location.
Review and approve the amendment to the license agreement for use of city facilities for COVID testing, by and
between the County of Los Angeles and the City of Azusa; and Authorize the City Manager to execute Amendment
Number One to the License Agreement for use of City Facilities, in a form acceptable to the City Attorney, on behalf
of the City.

Council, to approve Consent Calendar Item E-9.

12. RECOGNITION OF NEW EMPLOYEE ORGANIZATION - AZUSA POLICE EXECUTIVE ASSOCIATION
(APEA) AND APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA
AND THE AZUSA POLICE EXECUTIVE ASSOCIATION.
In response to Mayor Pro-Tem question regarding who will be part of the APEA association and if and how other
positions or ranks would be able to join.
Director of Administrative Services Johnson responded to questions posed by Council stating that the APEA will hold
only the classification of Police Captain; she also noted that there’s a timeframe and is currently closed to new
members; there’s an employee to employer resolution in place that governs how new members enter and/or form a
new bargain unit.
Resolution No. 2020-C73 was adopted and entitled;
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACKNOWLEDGING THE AZUSA
POLICE EXECUTIVE ASSOCIATION (APEA) AS THE RECOGNIZED EMPLOYEE ORGANIZATION FOR
POLICE CAPTAINS OF THE AZUSA POLICE DEPARTMENT
Memorandum of Understanding between the City of Azusa and the Azusa Police Executive Association January 1,
2021 through December 31, 2024 was approved.

It was the consensus of the Council to adjourn the meeting.
