JOHNSON, DIRECTOR OF ADMINISTRATIVE SERVICES DATE: JANUARY 19, 2021 SUBJECT: ADOPTION OF A JOINT RESOLUTION BETWEEN THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES, AS THE GOVERNING BODY OF THE COUNTY OF LOS ANGELES, THE CONSOLIDATED FIRE PROTECTION DISTRICT, AND THE FLOOD CONTROL DISTRICT, AND THE GOVERNING BODIES OF THE SAN GABRIEL VALLEY MOSQUITO VECTOR CONTROL DISTRICT, THE COUNTY SANITATION DISTRICT NO. 22 OF LOS ANGELES COUNTY, AND THE UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT, AND THE CITY COUNCIL OF AZUSA, APPROVING AND ACCEPTING THE NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE RESULTING FROM ANNEXATION 2018-06 TO THE SAN GABRIEL VALLEY MOSQUITO VECTOR CONTROL DISTRICT BACKGROUND: On December 7, 2020, the Chief Executive Office of the County of Los Angeles requested the City of Azusa staff to review and approve a joint tax transfer resolution for the San Gabriel Mosquito and Vector Control District related to Annexation No. 2018-06. The San Gabriel Valley Mosquito and Vector Control District (SGVMVCD) Board of Trustees approved resolution 2018-02 and an application to initiate proceedings to annex certain territory to the District and taking certain connected actions. The Board of Trustees of the SGVMVCD proposes to initiate proceedings to annex (the "Proposed Annexation") certain territory generally described as located in an area commonly known as Roberts Canyon. The area is accessible by San Gabriel Canyon Road and surrounded to the north, east, and west by undeveloped unincorporated Los Angeles County. A small portion of a tract home community is within the proposed annexation area within the boundaries of the City of Azusa to the SGVMVCD. The boundaries of the Territory proposed to be annexed to the District is a small portion of the City and is more particularly described in a map and a general description, as outlined here: APPROVED CITY COUNCIL 1/19/2021 Adoption of A Joint Tax Transfer Resolution January 19, 2021 Page 2 RECOMMENDATION: Staff recommends the City Council take the following action: 1) Adopt a Joint Resolution between the Board of Supervisors of the County of Los Angeles, as the governing body of the County of Los Angeles, the Consolidated Fire Protection District, and the Flood Control District, and the Governing Bodies of the San Gabriel Valley Mosquito Vector Control District, the County Sanitation District No. 22 of Los Angeles County, and the Upper San Gabriel Valley Municipal Water District, and the City Council of Azusa, approving and accepting the negotiated exchange of property tax revenue resulting from Annexation 2018- 06 to the San Gabriel Valley Mosquito Vector Control District. Adoption of A Joint Tax Transfer Resolution January 19, 2021 Page 3 ANALYSIS: Prior to receiving the December 7, 2020 letter from the County of Los Angles Chief Executive Office to support annexation No. 2018-06, the Board of Trustees of the SGVMVCD submitted the formal application for annexation to the Local Agency Formation Commission (LAFCO) and received approval for their application. To finalize the process, all impacted agencies must approve and execute a Joint Tax Transfer Resolution to complete the annexation formally. The purpose of the annexation is to (1) expand the service territory for the SGVMVCD, and (2) approve and accept the negotiated exchange of property tax revenue between the government entities resulting from the reorganization of the SGVMVCD territory under annexation 2018-06. The annexation will not affect the City of Azusa’s property tax apportionment, and it will not result in any property tax transfer from the City of Azusa to the San Gabriel Valley Mosquito and Vector Control District (SGVMVCD) or any entities. Instead, the SGVMVCD will be levying a direct benefit assessment to the annexed parcels for mosquito and vector control services in the annexed territory. For residential assessment, it will be $8.75 per parcel plus $5.09 for each 1 acre size increment per parcel. The typical resident will be assessed $13.84 ($8.75 + $5.09) annually within the annexed territory for the services. The full benefit assessment table for all categories are outlined on page 12 of the attached SGVMVCD engineer report. Based on data received from LAFCO, there are a total of 47 City of Azusa parcels that will be impacted by Annexation 2018-06. A detailed one-page summary of the 47 parcels are included for reference. FISCAL IMPACT: There is no fiscal impact to the City’s General Funds or Property Tax. The negotiated exchange of property tax revenue is zero dollar ($0) or zero Percent (0%) between the County of Los Angeles, the Consolidated Fire Protection District, the Los Angeles County Flood Control District, County Sanitation District No. 22 of Los Angeles County, City of Azusa, Upper San Gabriel Valley Municipal Water District and the San Gabriel Velley Mosquito Vector Control District resulting from annexation No. 2018-06. Zero Percent (0%) of any annual property tax and property tax growth will transfer from the City of Azusa to the SGVMVCD or any other entities resulting from annexation No. 2018-06. Such services are presently funded through a benefit assessment assessed against each assessable parcel of property located within the boundaries of the District. If the annexation is approved, the District will seek to have its benefit assessment extended to the annexed area to pay for the services to be provided by the District in that area. Therefore, Zero Percent (0%) of the annual property tax growth shall be transferred to the District as a result of Annexation No. 2018-06 to the District. 3.There shall be no additional transfer of property taxes as a result of Annexation No. 2018-06.
