CORONAVIRUS (COVID-19) ADVISORY
Due to the local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor
Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order
N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does
not need to make a physical location available for members of the public to observe a public meeting and offer
public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and
allows for members of the public to observe and address the meeting telephonically or electronically.
To comply with the recent Health Orders issued by the Governor and Los Angeles County Health
Department, the City Council meetings scheduled for Monday, February 1, 2021 at 6:30 & 7:30 p.m. are
Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M.
may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 956 8229 5030
between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council
meeting agenda at 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following
meeting ID # 939 7918 1015 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please
note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak.
NOTE: You will not be able to hear the meeting live from the call but may access the meeting by clicking
the link below or on your local cable access channel. Members of the public may also submit written
comment by emailing PublicComment@azusaca.gov by 5:30pm. Emailed public comments will be provided to
the City Council and will be part of the record but will not be read aloud. (Email Comments shall be limited to
no more than 250 words).

Prior to going into closed session the City Council will convene in the Auditorium serving as Council Chambers
to take public comment on the closed session items only. General public comment will be provided for during
the regular portion of the meeting beginning at 7:30 P.M.

2. GRIEVANCE REVIEW – Pursuant to California Government Code Section 54957 - Review of

In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the subject
matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda
as an item other than a public hearing item. Members of the audience will have the opportunity to address the
City Council/Agency Board about public hearing items at the time the public hearing is held. Under the
provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but
may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public
comment has been received. Each person or representative of a group shall be allowed to speak without
interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules.
Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker
has completed his/her comments. Public Participation will be limited to sixty (60) minutes.

D. SCHEDULED ITEMS
1. PUBLIC HEARING - COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
YEAR 2021/2022 – ADOPTION OF RESOLUTION APPROVING THE CDBG PROGRAM YEAR
2021/2022.
RECOMMENDED ACTION:
1) Open the public hearing, receive public testimony, and close the Public Hearing;
2) Adopt Resolution No. 2021-C05 approving the Program Year 2021-2022 Community Development
Block Grant (CDBG) Program; and
3) Authorize the City Manager to execute all contracts and Agreements, in a form approved by the City
Attorney, with the Los Angeles County Development Authority (LACDA).
2. CITY’S HOUSING ELEMENT 6TH CYCLE 2021-2029 UPDATE AND DIRECTION OF
SUBCOMMITTEE SELECTION.
RECOMMENDED ACTION:
1) Receive a presentation from staff on the Housing Element Update – 6th Cycle; and
2) Select one council member to be on Housing Element Subcommittee Meeting.
E. CONSENT CALENDAR – CITY COUNCIL/SUCCESSOR AGENCY
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE REGULAR MEETING OF JANUARY 19, 2021.
RECOMMENDED ACTION:
Approve minutes as written.

2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED JANUARY
14, 2021 THROUGH JANUARY 27, 2021.
RECOMMENDED ACTION:
Adopt Resolution No. 2021-C06 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service
Rules and applicable Memorandum of Understanding(s).
4. ADOPT A RESOLUTION ACCEPTING THE IRREVOCABLE OFFER OF DEDICATION OF
1303 WEST OPTICAL DRIVE.
RECOMMENDED ACTION:
Adopt Resolution No. 2021-C07 to accept the Irrevocable Offer of Dedication of the subject property
located at 1303 West Optical Drive and find the dedication exempt from the California Environmental
Quality Act.
5. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL
APPRAISAL SERVICESWITH MOORE REAL ESTATE GROUP AND VALBRIDGE
PROPERTY ADVISORS.
RECOMMENDED ACTION:
Approve the on-call list for On-Call Appraisal Services; Approve a Professional Services Agreement with
Moore Real Estate Group and Valbridge Property Advisors in a total combined amount not-to-exceed
$20,000; and Authorize the Mayor to execute the agreements, in a form acceptable to the City Attorney, on
behalf of the City.
6. EXECUTE AMENDMENT NO. 2 TO FUNDING AGREEMENT BETWEEN THE CITY AND THE
LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND
APPROVE REVISED FUNDING FOR THE TRAFFIC MANAGEMENT SYSTEM PROJECT NO.
66117C, 66117I, 66118C AND 66117J.
RECOMMENDED ACTION:
Authorize the City Manager to execute Amendment No. 2 to existing Funding Agreement between the City
of Azusa and the Los Angeles County Metropolitan Transportation Authority to extend lapsing date of the
Project to February 28, 2021, in a form acceptable to the City Attorney, on behalf of the City; and Approve
revised funding for the Traffic Management System Project contract to add an additional $350,000 in Prop
C funding and $1,174,352 in Utility Mitigation funding.

7. ACCEPT GRANT FUNDING FROM LOS ANGELES REGIONAL PARK AND OPEN SPACE
DISTRICT AND APPROVE THE PURCHASE AND INSTALLATION OF PLAYGROUND
EQUIPMENT AT BOTH MEMORIAL PARK BY MIRACLE PLAYGROUND SALES, AND
VETERANS FREEDOM PARK BY GAMETIME.
RECOMMENDED ACTION:
Authorize the City Manager to execute the two Agreements, in forms acceptable to the City Attorney, with
RPOSD for utilization of Measure A funds to complete the purchase and installation of playground
equipment at Memorial Park and Veterans Freedom Park; Waive the competitive bid process as authorized
under Azusa Municipal Code Section 2.521(a) and approve the purchase and installation of new playground
equipment at Memorial Park by Miracle Playground Sales in the amount of $219,596.05, which includes a
10% contingency; and, Waive the competitive bid process as authorized under Azusa Municipal Code
Section 2.521(a) and approve the purchase and installation of new playground equipment at Veterans
Freedom Park by Gametime in the amount of $166,727.47, which includes a 10% contingency.
F. SECOND READING ORDINANCES
1. SECOND READING OF AN ORDINANCE FOR CODE AMENDMENT NO. 249 ADDING
SECTION 88.42.240 TO THE AZUSA MUNICIPAL CODE AND AMENDING SECTIONS
88.22.065, 88.24.005, 88.26.005, AND 88.70.020 TO REGULATE TOBACCO AND VAPING
SHOPS/RETAILERS.
RECOMMENDED ACTION:
1) Find the requested project exempt from the California Environmental Quality Act (CEQA); and
2) Read by title only, second reading and adoption, Ordinance No. 2021-01:
