MODEL: 920 WHEEL LOADER WITH 4-IN-1 BUCKET AND FORK ATTACHMENTS SUMMARY: The Public Works Department currently utilizes a 2001 John Deere 324h Loader for various street and sewer maintenance activities and mudslide cleanup. This piece of equipment has required frequent maintenance due to age and has not been in use for several months due to unknown mechanical issues. Replacement of this loader will be utilized more efficiently and will improve worker safety with state of the art features. This action waives the competitive bid process and approves the purchase of a new Caterpillar Inc. Model: 920 Wheel Loader with a 4-in-1 bucket and fork attachments, and a 12-month full machine warranty. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the purchase of a Loader in the amount not to exceed $180,388.85 from Quinn Company; and 2)Authorize the City Manager to execute a purchase/service agreement with Quinn Company for the purchase of the Caterpillar Inc. Model: 920 Loader and proposed attachments. DISCUSSION: The Public Works Department currently utilizes a 2001 John Deere 324H Loader for various street and sewer maintenance activities and mudslide cleanup. The current loader has required frequent maintenance over the past several years and it has been inoperable for the past several months. The APPROVED CITY COUNCIL 1/19/2021 Caterpillar Inc. Loader Purchase January 19, 2021 Page 2 Caterpillar Loader comes with a 2 Cubic Yard 4-in-1 multi-purpose bucket, and fork attachments. The loader also provides state of the art features which will allow staff to operate more efficiently and safely. The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process of competitive bidding by using other municipalities or through joint powers programs. In this case, Quinn Company was able to provide the City with a Sourcewell Contract (#032119-CAT) pricing. As a result, the City can achieve the benefits of a competitive bid without the additional costs and delays associated with the standard procurement process. Quinn Company will also be providing a 12-month full machine warranty. FISCAL IMPACT: Funding for the purchase of the Caterpillar Inc.
