Home My WebLink AboutAgenda - March 1, 2021 3/1/2021 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meetings scheduled for Monday, March 1, 2021 at 6:30 & 7:30 p.m. are Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 946 6193 8632 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council meeting agenda at 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 913 5538 4330 between 6:30 P.M. – 7:30 P.M. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. FISCAL YEAR 2020-21 GENERAL FUND MID-YEAR BUDGET REVIEW AND ADJUSTMENTS. RECOMMENDED ACTION: 1) Receive, review and file Fiscal Year 2020-21 second quarter budget-to-actual report ending December 31, 2020; 2) Adopt Resolution No. 2021-C10 approving the listed proposed budget amendments; and 3) Approve addition of 1.0 full-time budgeted position, Emergency Services Coordinator, in the Police Department. 2. APPROVE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF AZUSA AND THE LOS ANGELES COUNTY METROPOLITAN TRANSIT (METRO) AUTHORITY CONCERNING THE ROLES AND RESPONSIBLITIES FOR THE REHABILITATION OF THE HISTORIC SANTA FE DEPOT LOCATED AT 130 EAST SANTA FE AVENUE (APN 8608-025- 801). RECOMMENDED ACTION: 1) Approve a Memorandum of Understanding (MOU) between the City of Azusa and the Los Angeles County Metropolitan Transit Authority (Metro), subject to any non-substantive changes; and 2) Authorize the City Manager execute the Memorandum of Understanding (MOU), in a form acceptable to the City Attorney, on behalf of the City. E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. MINUTES OF THE REGULAR MEETING OF FEBRUARY 16, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 3. APPROVE AMENDMENT NO. TWO TO AGREEMENT WITH BATEMAN DBA TRIO COMMUNITY MEALS FOR ELDERLY NUTRITION CATERING PROGRAM AT THE SENIOR CENTER. RECOMMENDED ACTION: Approve Amendment No. Two to Agreement with Bateman DBA Trio Community Meals; Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney; and Approve necessary budget amendment(s) and adjust the current fiscal year budget and blanket purchase order accordingly. 4. ADOPTION OF 2021 LEGISLATIVE PLATFORM AND STATE AND FEDERAL LEGISLATIVE PRIORITIES. RECOMMENDED ACTION: Adopt the proposed 2021 City’s Legislative Platform; and Approve the proposed 2021 State and Federal Legislative Priorities. F. ADJOURNMENT The meeting will be adjourned in memory of Emma Aguirre, Longtime Azusa Residents. We also adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
