CITY HALL AZUSA, CALIFORNIA FRIDAY, JUNE 10, 1966 7:30 p.m.
The City Council of the Qty of Azusa met in adjourned
regular session at the above time and place.
Mayor Memmesheimer called the meeting to order. Call to Order
Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Roll Call

Absent: Councilmen: McLees (entered 8:35 p.m.)
Also Present: City Administrator Foxworthy, City Clerk

Discussion was held re: communication from League of Discussion re:
California Cities, dated 5/26/66, concerning unexpended Collier -Unruh
Collier -Unruh Gas Tax Funds reverting to State. No Gas Tax Funds
action taken by Council.
Discussion was held re: time -and -a -half overtime pay Re: overtime in
for 8 or 9 clerical employees working on Saturday on L&W Office due
new consumer cards and meter books. to work on new
consumer cards
Moved by Councilman Cooney, seconded by Councilman Rubio & meter books
and unanimously carried that the Superintendent of Light
& Water call the Citrus Junior College and Azusa High
School for temporary help to prepare the new cards, with
regular staff supervising-, and with one member of the
Light & Water personnel present on Saturdays (if necessary),
to be paid time -and -a -half rate.
A communication was received from Police Chief Kendrick, Helen Rice,
requesting the granting of a six -months leave of absence Pol.Typ.Clerk
to Helen Rice, Police Typist Clerk, who was severely granted 6 -mos.
in in a traffic collision in Azusa on April 12, lve.-of-absence
1996, and has not been physically able to perform her w/compens. for
duties. It was further requested by the Police Chief 1st 2 wks.
that, due to her loyal and faithful service since
8/13/62, she be granted the first two weeks of said
leave with compensation.
After discussion, it was
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to approve the request of the
Police Chief for a 6 -months leave of absence for Helen
Rice, with compensation to be paid for the first two
weeks of said leave.
Discussion was held re: amendment to Civil Service Discussion re:
Rules & Regulations concerning acting in higher capacity C.S. R&R
whereby the person can draw the pay of the classification
for 90 days only. No action taken by Council.
A communication was presented from City Manager Clifford
W. Miller, of the City of Monrovia, asking if Azusa would
be interested in exploring the possibility of a self-
insurance program for compensation insurance in a joint
venture with other cities in the area, under a Joint
Powers Agreement.
' Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to authorize the City Administrator
to further investigate the suggestion.
A request was received from Lee Prince Chapter of the
City of Hope, 1507 N. Sunset, Azusa forpermission to
conduct a rummage sale at either 644 or 646 N. Azusa
Avenue, on 6/18/66, as a fund-raising event.

Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried to grant permission, with exempt
fee.
The City Administrator presented the following Budget

Councilman Cooney brought up the question of classifica-
tion in the Public Works Department: either Director of
Public Works or Superintendent of Public Works_
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to authorize Wayne Loyd to be
Acting Superintendent of Public Works, effective 6/19/66.

and unanimously carried that the meeting be adjourned to
Tuesday, June 14, 1966, at 7:30 p.m., in the Auditorium.
