Mayor Memmesheimer called the meeting to order and led in the salute to the flag. 'Invocation was given by Rev. Roy W. Durnal of the Foot- hill Park Baptist Church. Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Memmesheimer 1 1 Absent: Councilman: Mc Lees Also Present: City Attorney Williams, City Administrator. Foxworthy, City Engineer Sandwick, Super- intendent of Light & Water Smith, City Clerk Miller Councilman Mc Lees entered meeting at 7:50 P.M. The Minutes of the June 6, 1966 meeting were approved as written. A Resolution and Plaque were presented to Mr. James R Brusnahan, commending him for his service to the City in his former capacity as Superintendent of Public Works. Mayor Memmesheimer offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COMMENDING JAMES R. BRUSNAHAN. Moved by Mayor Memmesheimer, seconded by Councilman Cooney, and unanimously carried that further reading be mived. Moved by Mayor Memmesheimer, seconded by Councilman Cooney that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, NOES: Councilmen: None ABSENT.- Councilmen: Mc Lees Cooney, Solem, Memmesheimer and numbered 5056. A Resolution was presented for furnishing and installing 31 Marbelite Street Light Standards in Hunsaker Tract #25309. Councilman Mc Lees offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING THAT A CERTAIN PROJECT FOR THE FURNISHING AND INSTALLING OF STREET LIGHT STANDARDS CAN BE PER- FORMED MORE ECONOMICALLY BY DAY LABOR AND THE MATERIALS AND SUPPLIED FURNISHED AT A LOWER PRICE IN THE OPEN MARKET AND ORDERING THE PROJECT DONE IN THE MANNER STATED. Moved by Councilman Mc Lees, seconded by Councilman Solem and unanimously carried that further reading be waived. Moved by Councilman Cooney, seconded by Councilman Rubio to accept the recommendation, and to have the City attorney prepare the necessary Ordinance. The hour of 7:30.p.m. also being the time set for protests or objections against improvement of Aspan Avenue, between 1st and 3rd Streets, as described in Resolution of Inten- tion #5036 (Assessment District #1965-1 - 1911 Act). - Councilman Solem offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA OVERRULING PROTESTS. Moved by Councilman Solem, seconded by Councilman Mc Lees and unanimously carried that further reading bewaived. Res -#5058 Overruling protests against improvement of Aspan Ave. Moved by Councilman Solem, seconded by Councilman Mc Lees that the Resolution be adopted. The City Administrator read the report from the Committee that consisted of the City Administrator, City Engineer and Superintendent of Public Works. Moved by Councilman Mc Lees, seconded by Councilman Cooney that the recommendation be accepted, and that G. J. Payne be awarded the contract using Alternate No. 1. Judge William M. Martin, of 1132 E. Vine Street wished to Judge Martin address Council concerning aspects of Conditional Use re: CUP Permit re: service station, on the southeast corner of service station Azusa Avenue and Gladstone Street (Ott property), with (Ott property) possible cesspool vs. sewer at this time. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that the City Engineer and City Administrator work with Judge Martin and submit a study and report at the 7/5/66 Council meeting. Benjamin Haimes from the law offices of Morton J. Salsberg, 15720 Ventura Blvd., Suite 512, Encino, wished to address Council concerning the Rainbow Angling Club. The property is being handled by Cecil Arritola, Broker, of 952 South Western, Los Angeles. Gibralter Savings and Loan will fence in property to prevent nuisance, and are requesting a two or three month period in which to see what the new buyer decides to do, either raze or re- build to Code. Benjamin Haimes addressed Cncl. re:Rainbow Angling Club Councilman Rubio, Chairman of the Sister City Committee, Report from gave a report on his visit to Zacatecas, Mexico, June 3=6, Cncl.Rubio re: 1966, and read a Resolution presented to the City from visit to its Sister City , Zacatecas. Zacatecas Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to frame the Resolution for display. Moved by Councilman Cooney, seconded by Councilman Mc Lees to authorize the Mayor the acknowledge the Resolution in an appropriate letter to our Sister City. Design of Plaque or Monument for Zacatecas Park. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to refer to the Parks and Recreation Commission for design or manner of obtaining an appropriate design. A request was submitted by Mary Stevens for a permit to en- gage in the business of Spiritual Reader. Moved by Councilman Cooney, seconded by Councilman Mc Lees that the application be denied. A request was submitted by Lester Rosen Co., auctioneers, for permit for 1 -day auction, 6/29/66 at 10:30 A.M., at Bolek Corporation, 1000 Kirkwall Road. (Woodworking Plant). Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried to approve the permit for the auction to be held 6/29/66 at Bolek Corporation. Craig, effective 7/2/66 at 8:00 A.M. and requested Michael E.CraiE authorization to appoint.a replacement from the current eligibility list. Moved by Councilman Cooney, seconded by Councilman Rubio 'and unanimously accepted to accept the resignation of Michael E. Craig. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Jack Hunter be appointed to fill the vacancy. A report was submitted by the Committee appointed to submit a report on the parking problems at the Post Office. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to approve the report and to have the City Administrator contact the Post Office. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to approve specification and to advertise for bids. A communication was received from James R. Brusnahan, Superintendent of Public Works on the Weed Abatement charged to Ben Arrietta. Page 7 It has been determined that the debris and trash that was cleared from his lot had previously been placed there from the property immediately to the south by the contrac- tor who was working for the City of Azusa. The con- tractor was under the impression that both properties were under the same ownership. Mw ed by Councilman McLees, seconded by Councilman Rubio and unanimously carried to accept the recommendation. That a warrant be prepared in the amount of $100. as a refund to Mr. Ben Arrietta. Councilman Cooney offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
