Award PSA to SA Associates_ApprovedCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JANUARY 25, 2021 SUBJECT: AWARD A PROFESSIONAL SERVICES AGREEMENT TO SA ASSOCIATES FOR THE PREPARATION OF THE 2020 URBAN WATER MANAGEMENT PLAN UPDATE BACKGROUND: Azusa Light & Water (“ALW”) is required to update their Urban Water Management Plan (“UWMP”) by July 1, 2021, in accordance with the California Water Code, Division 6, Part 2.6 Urban Water Management Planning §§ 10610 – 10656 and §10608. This plan supports ALW’s long-term resource planning to ensure that adequate water supplies are available to meet existing and future water needs. After issuing a formal Request for Proposals (“RFP”), the recommended action will award a Professional Services Agreement to SA Associates for the preparation of ALW’s 2020 Urban Water Management Plan. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1) Award a Professional Services Agreement to SA Associates, in a total not-to-exceed amount of $22,000, for the preparation of the 2020 Urban Water Management Plan; and 2)Authorize the Mayor to execute the Professional Services Agreement, in a form acceptable to the City Attorney. ANALYSIS: The California Water Code, Division 6, Part 2.6 Urban Water Management Planning §§ 10610 – 10656 and §10608 (“Water Code”), requires every urban water supplier that either provides over 3,000 acre feet of water annually, or serves more than 3,000 urban connections, to submit an Urban Water Management Plan every five years. ALW must adopt and submit their 2020 Urban E-2Approved Utility Board 1/25/21 Award PSA to SA Associates January 25, 2021 Page 2 Water Management Plan to the California Department of Water Resources (“DWR”) by July 1, 2021. The Water Code specifies the contents and procedures for water utilities to follow in preparing and adopting UWMPs. DWR provides guidance for urban water supplies by preparing an UWMP Guidebook. DWR then reviews the submitted plans to make sure they have addressed the requirements identified in the Water Code and submits a report to the California State Legislature summarizing the status of the plans for each five-year cycle. Within UWMPs, urban water suppliers must: • Assess the reliability of water sources over a 20-year planning time frame • Describe demand management measures and water shortage contingency plans • Report progress toward meeting a targeted 20 percent reduction in per-capita (per-person) urban water consumption by the year 2020 • Discuss the use and planned use of recycled water Since its inception in 1985, the task of preparing an UWMP has grown from a simple document to a large volume of information, including: water conservation measures; drought response; water recycling; water shortage contingency planning; quantifying distribution system water losses per American Water Works Association water system balance methodology; distribution system asset management programs; unit demand analysis; demand management program reporting; electronic online submittals; and the estimation of the effects of codes, standards, and ordinances on demand and water supply projects. Coordination of information between the water suppliers and appropriate agencies, including the wholesale agencies in the surrounding area, is required by the UWMP. All water suppliers are required to notify applicable cities and counties in their service area of the opportunity to submit comments regarding the UWMP during the update process. For Azusa Light & Water, the surrounding agencies include: The Metropolitan Water District of Southern California, California Department of Water Resources, City of Covina, City of West Covina, City of Irwindale, City of Glendora, City of Azusa, Suburban Water Systems, California American Water Company – Duarte, Main San Gabriel Basin Watermaster, Valley County Water District, Covina Irrigating Company, County of Los Angeles Waterworks Districts, San Gabriel Valley Municipal Water District, Upper San Gabriel Valley Municipal Water District, and Three Valleys Municipal Water District. With the complexity of requirements involved in the preparation of the UWMP, as well as time and personnel constraints, ALW issued a formal RFP for professional services to select a consultant to prepare the 2020 UWMP. The responding professional consultants and their proposed fees are as follows: Award PSA to SA Associates January 25, 2021 Page 3 Consultant Total Not-to-Exceed Price SA Associates $22,000 Stetson Engineers $30,500 TKE $31,500 West & Associates $31,900 Stantec $64,698 MNS Engineers $67,621 After a thorough review of each proposal, Staff has determined SA Associates to be the lowest, responsible bidder. SA Associates has demonstrated previous competent and reliable professional service with the completion of the 2010 and 2015 UWMP updates for ALW. As such, staff recommends the award of a professional services agreement to SA Associates for the preparation of the 2020 UWMP. SA Associates shall follow the requirements in DWR’s “Urban Water Management Plan Guidebook 2020” in preparing the 2020 UWMP update for ALW. Once a final draft is completed, the Urban Water Management Plan will be brought back to the Utility Board for public hearing and proposed adoption. FISCAL IMPACT: The fiscal impact of this contract is a not-to-exceed amount of $22,000. Funding for this contract is available in Water Fund 32, Account No. 32-40-721-790-6399.
