Extension of Sedaru MSA_ApprovedCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JANUARY 25, 2021 SUBJECT: APPROVAL OF A ONE (1) YEAR EXTENSION OF THE MAINTENANCE SERVICE AGREEMENT WITH SEDARU, INC. FOR WATER ASSET AND DATA MANAGEMENT SOFTWARE BACKGROUND: On January 22, 2018, the Azusa Utility Board approved a Maintenance Service Agreement (“MSA”) with Sedaru, Inc. (formerly ID Modeling, Inc.) for water asset, data management, and geographic information system (“GIS”) development and support. The initial 3-year term expired on December 31, 2020, and staff recommends a (1) year extension of the agreement, based on competent and reliable service provided to date and the continuing need for water asset and data management support. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1) Approve a one-year extension of the January 22, 2018 Maintenance Service Agreement with Sedaru, Inc. (formerly ID Modeling, Inc.), for Sedaru licenses and maintenance services, effective January 25, 2021 and extending through January 31, 2022; and 2)Authorize the Mayor to execute, in a form acceptable to the City Attorney, amendments to the Maintenance Service Agreement. ANALYSIS: In 2016, Azusa Light & Water (“ALW”) began to utilize ID Modeling, Inc. to create digital water assets, including: pipelines, fire hydrants, valves, wells, tanks, and booster pumps in a geographic information system. In 2017, the Water Division implemented a paperless water E-5Approved Utility Board 1/25/21 Extension of Sedaru Agreement January 25, 2021 Page 2 production reporting form, using ID Modeling’s software application called Sedaru. Sedaru is an advanced computer software application designed for water resource management. The application allows the user-operator to see water operation data, collect and input asset conditions and communicate with the other Water Division sections utilizing GIS. The Water Production Section utilizes this technology to prepare and automate routine production and water quality reports for submittal to the California State Water Resources Control Board. The Water Distribution Section utilizes the Sedaru software to record automatic Dig Alert responses, leak repairs, fire hydrant painting, fire hydrant flow testing, valve turning, and water vault surveying reports. The Water Engineering Section utilizes the Sedaru software for predictive analytics, hydraulic modeling, capital improvement planning, fire flow simulations, charts, reporting, and mapping. The Water Division is able to access information in real-time and make informed decisions collectively. Sedaru provides visual aids, advanced reporting, and maps optimized for mobile touchscreen devices, including City of Azusa issued iPhones and iPads. Under the Maintenance Service Agreement, Sedaru will provide the Sedaru enterprise license software, Wachs valve turning software, Sedaru Modeling and fireflow application, the Sedaru Outage, Sedaru Dig Alert, and Sedaru CIP applications. The MSA provides on-going GIS and operational support to the Water Division on an annual basis. FISCAL IMPACT: Funding for this contract is available in the Water Fund 32 Operating Budget, Account Nos. 32- 40-722-701-6493 and 32-40-723-751-6493.
