Advertise W-265B_ApprovedCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JANUARY 25, 2021 SUBJECT: AUTHORIZATION TO SOLICIT BIDS FOR PROJECT W-265B CONEY AVE AND BELLBROOK STREET WATER MAIN REPLACEMENT BETWEEN LARK ELLEN AVENUE AND VINCENT AVENUE BACKGROUND: The water main in the residential area bounded by Lark Ellen Avenue, Cypress Street, Vincent Avenue, and the Big Dalton Wash, which was installed in 1958, experiences a large number of leaks and has reached the end of its useful life. The proposed project will replace approximately 7,100 linear feet of distribution water main and 2,100 linear feet of transmission water main with new ductile iron class 350 pipeline, fire hydrants, valves, and services, increasing reliability in this area of the distribution system. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1) Approve Project No. W-265B plans and specifications; and 2)Authorize advertisement and solicitation of bids for Project W-265B Water Main Replacement between Lark Ellen Avenue and Vincent Avenue. ANALYSIS: The Water Division has a program of replacing water mains based on risk analysis variables; including, age, fire flow capacity, outage impact, and leak history. The distribution main bounded by Lark Ellen Avenue, Cypress Street, Vincent Avenue, and the Big Dalton Wash, which was installed in 1958, experiences a large number of leaks and has reached the end of its useful life. The 18” transmission main, which moves water from the higher 715 pressure zone to the lower 590 pressure zone, was originally installed through several private residential E-6Approved Utility Board 1/25/21 Advertise Water Main Replacement W-265B January 25, 2021 Page 2 properties. This creates a significant risk of damaging private property should a rupture occur, and makes it extremely difficult for ALW crews to perform maintenance and repair work. The proposed project was originally designed by an outside consultant, Hall & Foreman, with the approval of the Azusa Utility Board in 2010. Due to budget limitations, this project was split into two separate projects. The initial project, titled “W-265A”, was completed in 2012. Construction plans and specifications for the second project, titled “W-265B”, have been modified by ALW to account for the aforementioned scope of work and to complete the project in its entirety. The proposed work for W-265B consists of the construction of approximately 7,100 linear feet of 8- inch ductile iron pipe water main and 2,100 linear feet of 18-inch ductile iron pipe water main in the County of Los Angeles. Project work includes water main replacements, connections, and abandonments in the area bounded by Lark Ellen Avenue, Cypress Street, Vincent Avenue, and the Big Dalton Wash. Along with water main installation, construction will include new valves, fire hydrants, services, connections, abandonments, appurtenances, pavement replacement, concrete replacement, street restoration, traffic control, and all supplies, equipment, shoring, services, bidding schedule items, and transportation necessary to construct and complete the project. FISCAL IMPACT: There is no immediate fiscal impact to the bidding of this project. This project, if awarded, will be funded from the Water Capital Improvement Program budget.
