Award PSA for W-356 North Reservoir Rehabilitation Inspection_ApprovedCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: FEBRUARY 22, 2021 SUBJECT: AWARD A PROFESSIONAL SERVICES AGREEMENT TO MWH CONSTRUCTORS FOR INSPECTION SERVICES RELATED TO NORTH RESERVOIR REHABILITATION CAPITAL IMPROVEMENT PROJECT W-356 BACKGROUND: On January 25, 2021, the Azusa Utility Board approved the award of contract for Capital Improvement Project W-356 North Reservoir Rehabilitation. Given the size and scope of this project, Azusa Light & Water (“ALW”) issued a formal Request for Proposals (“RFP”) for construction management and inspection services to assist staff with construction inspection and project quality assurance. After a thorough review, the proposed actions would award a Professional Services Agreement (“PSA”) to MWH Constructors for full-time inspection services during the 120 calendar day project construction period. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1) Approve the Professional Services Agreement to MWH Constructors for construction management and inspection services for North Reservoir Rehabilitation Project W- 356, in an amount not-to-exceed $121,706; and 2) Authorize the Mayor to execute the Contract, in a form acceptable to the City Attorney. ANALYSIS: The Capital Improvement Project W-356 North Reservoir Rehabilitation consists of the recoating of the interior and exterior of the reservoir, reconfiguration of the well supply and system connection piping, replacing the existing cathodic protection system, removal of abandoned interior circulation piping, installation of a flush type cleanout access port, replacing E-2Approved Utility Board 2/22/21 Award PSA for W-356 North Reservoir Rehabilitation Inspection February 22, 2021 Page 2 and rehabilitating reservoir appurtenances; including, piping, valves, flexible connections, tie- ins, removals, abandonments, appurtenances, street restoration, landscape restoration, and all supplies, equipment, coating materials, and transportation necessary to construct and complete the project. To ensure the project is completed per the plans and specifications, including proper safety and installation procedures, ALW requires fulltime on-site inspection services during construction. On November 19, 2020, ALW issued a formal RFP from competent construction and inspection services firms to provide a full-time construction inspector for the project. The responsibilities include responding to submittal reviews, requests for information, overseeing quality control in conformance with plans and specifications, and providing as-built drawings. The inspector will be required to provide a 24-hour number and contact person to ask questions or report problems. The inspector will also be required to perform after-hour inspection services, as needed. Proposals were received from seven consultants and were reviewed in the context of the anticipated 120 calendar day project. Each proposal was evaluated based on personnel qualifications, technical expertise, experience inspecting similar projects, and responsiveness to the requirements of the RFP. The four consultants with the lowest bid amount were invited to an interview, via videoconference, with a selection panel including the Senior Water System Engineer, Engineering Associate, Water Distribution Supervisor, Water Production Supervisor, and Assistant Director of Utilities – Water Operations. Upon consideration of the four proposals, including the interviews with key staff, ALW has determined that MWH Constructors is the most responsive and responsible consulting firm, and their offer was judged to be the most beneficial to ALW in terms of cost, functionality, qualifications, and experience. The recommendation for MWH Constructors is based on the technical approach, clarity of the project, experience and understanding of ALW’s water system, professional expertise, quality assurance/quality control program, technical experience of internal and external coating of steel reservoirs, understanding of cathodic protection systems, responsiveness to the RFP, and interview of key personnel on the project. MWH Constructors has performed successful construction management and inspection services work on previous capital improvement projects for Azusa Light & Water. The inspection cost of this project includes 576 hours of National Association of Coating Engineers (“NACE”) certified coating and cathodic protection inspection and 352 hours of general construction inspection, for a total of 928 hours of inspection services, for a not-to- exceed price of $121,706. As such, staff recommends award of a PSA to MWH Constructors for inspection services for CIP W-356 North Reservoir Rehabilitation Project. FISCAL IMPACT: The fiscal impact of the award of contract is $121,706, which may be reduced if surplus hours for inspection are found unnecessary. Funding for this contract is available in the Water Division’s Capital Improvement Program, Account No. 32-80-000-721-7130/72119B.
