Approval of the Notice of Completion for the Construction of the Circuit Breaker ExpansionCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: MARCH 22, 2021 SUBJECT: APPROVAL OF THE NOTICE OF COMPLETION FOR THE CONSTRUCTION OF THE CIRCUIT BREAKER EXPANSION AT THE AZUSA SUBSTATION BY MIRON ELECTRIC CONSTRUCTION INC. BACKGROUND During its regular meeting on July 20, 2020, the Azusa Utility Board approved a contract with Miron Electric Construction (MEC) Incorporated for the construction of the Azusa Substation Circuit Breaker Expansion Project (Consent item I-15). Staff has inspected the construction of this project, and determined that it has been completed within the specified timeframe and within budgeted cost. Staff seeks the Utility Board’s acceptance of Notice of Completion for Project LD2020-CB-Construction, and the recording thereof in the Office of the County Recorder of Los Angeles County. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Find that Miron Electric Construction Inc. has completed the Azusa Substation Circuit Breaker Expansion in accordance with plans and specifications for Project LD2020-CB- Construction; and 2)Approve the Notice of Completion; and authorize the Mayor to execute the Notice of Completion on behalf of the City; and 3)Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board approval, as required by Section 3093 of the California Civil Code. E-2Approved Utility Board 3/22/21 Approve Notice of Completion March 22, 2021 Page 2 ANALYSIS: On July 20, 2020 the Utility Board awarded the construction contract to Miron Electric in the amount of $282,700. Consequently, the Purchase Order #034056 was issued. On August 24, 2020 Staff issued a Notice to Proceed to Miron Electric. Due to the delay of delivery of material and equipment, Miron Electric did not start the construction until October 5, 2020. This project was completed on February 24, 2021. Testing and inspections have been performed by Staff to determine that work has been completed in accordance with plan and specifications for project LD2020-CB-Construction, within specified time frame and budgeted cost amount. Due to unknown field conditions at the job site and material changes, Staff has approved and authorized several change orders for this project. The total amount for the change orders is $16,883.00, which is 6.6% of project base cost of $257,000. The 10% contingency fund budgeted for this project was sufficient to pay for the change orders. FISCAL IMPACT: This project was completed within reasonable schedule, and budget cost of $273,883. Including the cost of change orders, there is an available balance of $8,817 on PO #034056. Funding for this project is budgeted for under the Utility’s Capital Improvement Budget Acct #33-80-000-730-7120. Prepared by: Reviewed and Approved: Hien K.
