TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY
BOARD
FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES
DATE: MARCH 22, 2021
SUBJECT: AWARD MAINTENANCE SERVICE CONTRACT TO RAIDER PAINTING
COMPANY TO PERFORM EXTERIOR PAINTING OF ELECTRIC
OPERATIONS BUILDING LOCATED AT 1020 WEST TENTH STREET
BACKGROUND
The Electric Division Operations acquired a building located at 1020 West 10th Street sometimes
just before 2005 from Metro Steel, the previous owner. After some improvements, Electric
Operations moved in and occupied it in October 2005. The exterior walls consist of mostly
corrugated steel panels, which are in need of repainting to maintain their integrity and aesthetics.
Bids were recently solicited from four contractors to repaint the exterior walls of Electric
Operations Building, and the proposed action would award a maintenance service contract for
the painting of the building to Raider Painting Company, the lowest responsible bidder.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Award a Maintenance Service Contract for painting exterior walls of Electric
Operations Building to Raider Painting Company in the amount not-to-exceed
$27,900; and
2)Authorize the Mayor to execute the Contract in a form acceptable to the City
Attorney
ANALYSIS:
It has been fifteen years since the Electric Operations had made the building at 1020 West 10th
Street its home. This building serves as an operating yard for Electric personnel. The exterior

walls of this building are covered with corrugated steel panel. Finished paint on the corrugated
panels has deteriorated and shown signs of peeling, especially on the north and west walls of the
building. To protect the steel panels from oxidation, fresh coat of paint is needed for all exterior
walls of this building.
Staff solicited and received four competitive price proposals for furnishing material and labor to
repaint the exterior walls of the Electric Operations Building. The bid results are tabulated
below.
Table 1 – Bid Results
BIDDERS BID AMOUNT
Raider Painting Company $27,900
Certified Painters Inc $38,995
Affinity Painting Company Inc $54,670
Bill Cavanaugh Painting $58,500
Staff has reviewed the bid submitted by Raider Painting Company and found it is in
conformance with the scope and specifications required. Staff is seeking the Utility Board’s
approval in awarding a Maintenance Service Contract to Raider Painting Company to paint the
exterior walls of Electric Operations Building.
FISCAL IMPACT:
Funding for this project is budgeted for under Utility’s Maintenance & Repairs for Building
Budget Acct #33-40-735-880-6815.
