SUBJECT: APPROVE A PURCHASE ORDER WITH AMR INSTALLS, INC. IN THE
AMOUNT OF $39,211.75 AND A PURCHASE FROM LOREX
TECHNOLOGY INC. IN THE AMOUNT OF $12,965.21 FOR THE
PURCHASE AND INSTALLATION OF SECURITY CAMERA SYSTEMS
FOR LIGHT & WATER PROPERTIES.
BACKGROUND:
Azusa Light & Water (ALW) maintains various types of properties throughout the City for its
day-to-day operations. This includes the ALW administration building, the water distribution and
treatment yards, the electric distribution building, and two electric substations. These properties
currently employ some aging security camera systems or no systems at all. Due to the critical
nature of each facility there is a growing need for physical security and employee safety. The
proposed action would award purchase orders to Lorex Technology for the purchase of the
camera systems and AMR Installs for the installation and provisioning of the camera systems.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Approve a Purchase Order to AMR Installs, Inc. in an amount not-to-exceed
$39,211.75, plus an contingency allowance of $3,921.17 for potential change orders
required for unforeseen field conditions; and
2)Approve a Purchase from Lorex Technology, Inc. in an amount not-to-exceed
$12,965.21, plus an allowance of $1,296.52 for potential change orders required for
unforeseen field conditions.

ANALYSIS:
Currently, the ALW administration building employs approximately 8 internal cameras, all on
the 1st floor, with no external cameras. These cameras view the customer service lobby and
cashier areas, and they can be accessed on-site and remotely by the Azusa Police Department.
The Water Distribution yard has only one camera, located at the front-gate intercom. This
camera is only activated when the intercom button is pressed for access through the front gate.
The Water Treatment plant has one camera, which has a limited ability to rotate its view across
the property. This camera feed can only be accessed and controlled on-site. The Azusa and
Kirkwall Substations have approximately 6 and 8 cameras, respectively, with only about a
quarter of the cameras currently functioning on each property. These camera feeds can only be
accessed on-site.
ALW received bids from Stanley Security and Convirgent Technologies through the statewide
cooperative purchasing program; however, the prices appeared to be inflated for the value
received. As such, ALW conducted a pilot installation of a distributed security system at the
electric distribution building, which proved functionally successful at approximately 25% of the
cost. The proposed action would employ Lorex Technology camera systems installed and
provisioned by AMR Installs Inc., on a decentralized basis at all ALW locations in lieu of a more
costly centralized solution, as proposed by the cooperative purchasing vendors.
ALW has acquired the following bids for security camera system installation:

2 Convirgent Technologies $193,804.83
3 Stanley Security $210,504.00
Staff recommends approving a purchase order for AMR Installs Inc. in the amount of $39,211.75
and a Purchase from Lorex Technology Inc. in the amount of $12,965.21, plus a 10% allowance
for potential change orders.
FISCAL IMPACT:
Funds for this project are available in the Water and Electric Division’s Capital Improvement
Program budget account nos. 32-80-000-721-7125/72119A-7125 and 33-80-000-730-
7125/73019A-7125.
