Cnel.Actions of 7/5/66 The hour of 7.30 P.M. being the time set for a public Pub.Hearing hearing on an appeal from the denial of a Variance by Appeal Var. Planning Commission Resolution No, 619 (Case V -168j, as (Gomer) applied for by I. G. Gomer, to permit construction of room addition on property at 375 Scott Avenue, the Mayor declared the hearing opened. The City Clerk presented the Affidavit of Publication of Notice of the Public Hearing, and stated that no written 'communications were received regarding the case. Mr. Irvin G. Gomer, 375 Scott Avenue, appeared before Council and stated that construction was begun on the addition by himself, without employing a contractor, and stated that he was ignorant of the need to obtain a permit of any kind. Following discussion, it was Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the hearing be closed. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the Variance be granted as petitioned by Mr. Gomer and authorizing the City Attorney to prepare the necessary Resolution, and further authorizing the Building Department to issue the necessary permit upon adoption of the Resolution. The consideration of the award of the bid for the construc- Bid Award tion of Todd Avenue from Foothill Blvd, to Sierra Madre Const..Todd Avenue, Project No. 399, was brought before Council, having Ave. been deferred from the meetings of June 20, and July 5, 1966, (deferred) Following discussion, it was 'Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to authorize the City Engineer to contact the P.U.C. in San Francisco, requesting an answer by Tuesday, July 19th, regarding the status of the proposed railroad crossing across Todd Avenue and regarding their decision for an extension of time for the completion of the construction. �I 1 1 CITY HALL AZUSA, CAL;:FORNIA MONDAY, JULY 18, 1966 Moved by Counci.1man Rubio, seconded by ,'o.:r,c.ilman Cooney and unanimously carried that action on rhe award of the bid be continued to the adjourned meeting of July 19, 1966. A communication was received from Louis Lasser, of Lewis Shoes, Foothill Center, requesting a 15 -day extension to August 6, 1966, for a going -out -of -business sale. 'Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried to grant the extension to August 6th as requested, 1 A communication was received from the San Gab.ri.e1 Valley Symphony Association requesting City support for the 1966-67 Concert Season, such as has beer. accorded in past years. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried, ::hat the City Attorney be authorized to prepare the Agreement between the City and the San Gabriel Valley Symphony Association for the .1966-67 season, and that the Mayor be authorized to execute the Agreement, with pay- ment to be made in the same manner as in past years. A communication was received from Warren. Teasley submitting his resignation as a member of the Planning Commission, effective immediately. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that the resignation of Warren Teasley as a member of the Planning Commission be accepted, and authorizing the preparation of a Certificate of Apprecia- tion and Plaque be prepared commending Mr. Teasley for his services. Mayor Memmesheimer appointed Mr. Stephen A. Paul to fill the vacancy as a member of the Planning Commission. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried to confirm the appointment by the Mayor of Stephen A. Paul as a member of the Planning Com- mission for the unexpired term ending June 30, 1967. Notice was given of an appeal from the denial of a Condi- tional Use Permit, by Planning Commission Resolution No. 616 (Case C-62), to allow a drive-in restaurant in a C-2 zone; and to the denial of a Variance, by Planning Commission Resolution No. 617 (Case V-170) to permit a drive-in business on a C-2 lot having only 57' frontage, at 237 South Azusa Avenue, as petitioned by V. Havener. The City Clerk stated that a Public Hearing before Council had been set for August 1, 1966. No other action taken by Council on the above item. Department, Moved by Councilman Solem, seconded by Mayor Memmesheimer and unanimously carried to confirm the appointment of Mrs. Geraldine McMinn as Stenographer -Clerk in the Personnel Department, probationary, effective July 18, 1966. Council requested that the Personnel Board submit minutes Pe.rs,Bd. of their meetings more current. minutes A communication was received from the Personnel Board Revised job regarding revised position specifications, as to title specs. Pub. and/or job duties, pertaining to the Public Works Depart- Wks.(deferred, ment, recommended for approval and inclusion with the respective salary and complement. ' Following discussion, it was Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that these new job classifications and duties be referred to the Personnel Clerk for clarifi- cation of differences in wordings of job classifications, particularly as to section on Knowledge and Abilities, and advise on each of the new classifications the name of the former job it replaces or whether it is a new position. The Treasurer's Financial Statement for the month ending Treas.Fin. June 30, 1966, was presented to Council, showing Bank Statement Balances of all funds as of that date to be $1,295,070.04. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried that the Report be filed, Notice was given that the Planning Commission, by Resolu- Res. 621 tion No. 621 (Case V-171), as petitioned by Miller Brewing (V-171 - Company, has granted a Variance to permit installation of Miller Brewing a revolving and flashing sign of approximately 1620 square Co.) feet in area to a height of 150± feet, which is in excess of permitted 100 ft, height limit in an M-2 zone, on property at 819 North Vernon Avenue. No action was taken by Council on the above item. Notice was also given that the Planning Commission, by Res. 622 Resolution No. 622 (Case V-:172), as petitioned by Jack (V-172 - Thomma, has denied a Variance to allow a cattery (an M-1 J.Thomma) use) in a C-3 zone, on property at 615 North San Gabriel Appeal rcvd. Avenue. Council was advised that an appeal has been received. The Public Hearing on the appeal has been set for August 15, 1966. Mr. Lucio Cruz, 225 Grandview Dr., appeared before Council regarding his request. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that permission be granted for the reloca- tion of the structure subject to the conditions imposed by the Building Inspector and the conditions recommended by the Planning Commission in its memo dated July 11, 1966. A communication was received from the Planning Department re: Planning regarding the position of Planning Director, requesting that Director Council authorize the Personnel Office to readvertise the position at the reviewed .rate. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried authorizing the Personnel Board to re - advertise the position of Planning Director at the presently established salary range. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried authorizing the readve.rtisement to indicate possible hiring at higher than first step depending on qualifications. A Resolution was presented repealing Resolution No. 2983, Res. #5074 relating to the awarding of prizes for marksmanship to repealing Police Officers. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to authorize payment of one-half expenses for City Attorney Williams' attendance at the League of California Cities Conference. A request was also made to authorize attendance of members of Council and personnel who usually attend at League of California Cities Conference with expenses paid as budgeted. ($175) Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to authorize attendance of members of Council and personnel who usually attend with payment of expenses as budgeted. The monthly reports from Boards, Commissions and Departments were presented to Council. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the reports be filed. The City Administrator was requested to submit a report on the costs for all departments for the construction of the restrooms at Pioneer Park. A communication was received from the Police Chief .re- questing a temporary Military Leave of Absence for a two week period, July 31, 1966 to August 14,,1966 inclusive for Probationary Police Officer Lee E. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to confirm the appointment as requested, A communication was received from Acting Superintendent of Appt, Public Works requesting confirmation of the appointment of S,Jones Samuel Jones as probationary Park Maintenance Man, effective Pk.Mntnce. July 19, 1966. Man Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried to confirm the appointment as requested. A communication was received from the City Engineer regarding Notice of the Armstead Street, 1911 Act. Assessment District 1964-1, Completion sidewalk construction, and re:onimending that Wayne Loyd, Armstead St. as Superintendent of Streets, and the City Clerk sign the 1964-1 Notice of Completion and forward to the County Recorder, Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that Wayne Loyd be appointed as Acting Superintendent of Streets, and that Wayne Loyd be disignated to sign as Superintendent of Streets for the purpose of the Armstead Street, Assessment District No. 1964-1. Until an appointment is rade and for all other purposes Wayne Loyd shall be Acting Superintendent of Streets. Moved by Councilman Solem, seconded by -Councilman Cooney and unanimously carried to approve the Notice of Completion and authorize the Superintendent of Streets to execute the docu- ment and the City Clerk to attest. A communication was received from the Atchison, Topeka and 3 Agrmnts. Santa Fe Railway Company requesting the City to execute three A,T.&S.F. proposed cost agreements covering the installation of up- crossing graded crossing protection signals at Pasadena Avenue, signals Alameda Avenue and Virginia Avenue, and also requesting a certified copy of the Council minutes indicating the action taken; the Agreements have been approved as to form by the City Attorney, Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried authorizing the Mayor and City Clerk to execute the three agreements and forward to the Railway Company for completion together with a certified copy of the minute action. A communication was received from the County of Los Angeles, Community 'Department of Parks and Recreation, together with six copies Rec. of the proposed agreement regarding the community recreation Agrmnt. $rogram, which provides for payment from the County of 6,750,00 for three schools in the Azusa district unincor- porated territory. A request was received from Mr. Lewis of the United States San Gabriel Forest Service for the City's endorsement of a proposal to Wilderness establish a San Gabriel Wilderness encompassing 36,137 acres located .in the West Fork of the San Gabriel River. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried authorizing a letter be drafted to be signed by the Mayor endorsing the wilderness area. 'A communication was :received from the City Administrator City Adm. requesting permission to attend the 52nd Annual Conference attnd. City of the International City Managers' Association in Phoenix, Mgr.Conf. on October 23rd through 27th, with reimbursement of 10/23-27 accountable expenses. A request was presented from Mr. Nick Zich.i.chi for use of Use of the Xerox copy machine to reproduce 600 copies. Xerox denied. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the request be denied on advice of the City Attorney that it is not legal to engage in private enterprise. A request was received from Acting Superintendent of Public Pay in lieu Works Loyd for permission to receive vacation pay in lieu vartat,lon of vacation days off, involving 16 working days earned (aefe^red) vacation. Action was deferred on the above request until the adjourned meeting of July 19th in order for the City Administrator to 'check the Engineering Department for personnel qualified to assume position during the vacation period. A communication was received from Mr. Andrew J. Fink, Req, for Head Safety and Disaster Services, for L. S. Hollinger, Cnty.persnl. County (.h.ief Administrative Officer, requesting considera- in R.O.C. tion for space allocations for County personnel in the proposed Emergency Operating Center (EOC), and stating that an estimated thirteen (.13) spaces would be required for County staff. Councilman Solem made note of the committee appointed to Com, mtg. study the proposed sign ordinance and indicated that a propsd.sign meeting of the committee would be called soon. Crd.
