The City Council of the City of Azusa met in adourned Call to Order regular session at the above time and place. Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Roll Call McLees, Memmesheimer Absent: Councilmen: None Also Present: Planning Commission Members: Kloepfer, Melanson, Molina, Paquet, Cruz, Wolfe Absent: None and: City Administrator Foxworthy, City Engineer Sandwick, City Clerk Miller The meeting was called to order by Mayor Memmesheimer A communication and a 'Letter of resignation from Jess Hernandez, Reserve Officer #11 was received from Police Chief Kendrick with request to accept the resignation, effective July 19, 1966. Resig. of Moved by Councilman Rubio, seconded by Councilman J.Hernandez Cooney and unanimously carried to accept the resignation, Res. Off. as requested. 7/19/66 The City Administrator requested confirmation of appointment of Mrs. Irene Gilbertson as Assistant Director Appt. of of Defense, the position formerly held by Mr. Fred (.Gilbertson Becker. D Asst.Dir. Civil Def. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that the confirmation be approved as requested. The next item was the Council's consideration on action Req, for pay deferred from the meeting of July 18, 1966 regarding the in lieu of request of Mr. Wayne Loyd for the granting of vacation pay vacation in lieu of time off due to the lack of a qualified person to W.Loyd assume the duties at this time. The City Administrator suggested that since Mr. Loyd's vacation is not scheduled to begin until August 29, 1966, that the matter be deferred. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that the request of Mr. Loyd be tabled to the meeting of August 1, 1966. City Engineer Sandwick stated that he had contacted Todd Ave. the San Francisco office of the Public Utilities Commission, . Const. - had talked with a Mr. Oliver, and was informed that the Award Bid request for a time extension was now in the D & W Paving, 'City's San Francisco office, and that the request will not be Inc, presented to the PUC Board for at least two weeks, experience indicates that approval is usually automatic. The current dead line for construction is August 23rd, not August 3rd as believed. (20 days after expiration date), failure to complete the construction of the crossing by -the completion date is interpreted to be contempt, of the PUC order. It does not mean that it would be denied or become null and void. Moved by Councilman McLees, seconded by Councilman Sol.em and unanimously carried that the reco:u;nendation of the City Engineer be accepted to award the: bid to D.,& W. Paving, Inc. and the bid, bonds be retuned to the unsuccessful bidders. Attention was called to an error in tt.(-., list of recommendations for step .raises from the Personnel Board whim were approved by Courcl.-I �ntio_n at the meeting of July 18, 1966 The list showed °t Step 3" for item #7, whereas the correct recoi���c,_,z^uatiprr should have shown "Step 411 . Mr. Edward Wolfe, Chairman of the Plarzxi:i.ijg 1�,omm i:ssion, Discussion by - appeared before Council to discuss the ll. :items submitted Council & to Council at the time of the request, "'or the ;joint Planning meeting. Mr. Wolfe stated that the it.ews were listed .1.n commission the sequence of their :importance by the PlanninU Commission. The members of the Planning Commission s'cated their des:i.re to discuss each item with the members of Counel.l in order to determine the thinking concerning the problems and to avoid possible misunderstandings,, A general discussion was conducted by :I`:.r... t<'olfe and Mr. Kl.oepfer, of the Planning CommisEiDn, and member;; of clae City Council,. Discussion was held on the organization of the Planning Department and it was the consensus of' 1)e Board that the present salary range was the problem :Lrc the procurement of a Planning Director. _t was pointed out that several of the surrounding cities have assistant Planners. However, it docs not appear there is a need for that position in Azusa at this time, since the present secretary is adequately filling the job. The probl.era of adequate quarters for the Planning; De a3^tinent: was also discussed. 482 1 1 1 CITY HALL AZUSA, CALIFORNIA TUESDAY, JULY 19, 1966 Page 3 Item 2, pertaining to the impact of the Foothill freeway was discussed.., Requests have already been received for permits for gas station locations. The contour of the freeway must be studied and it is desirable to know Council's thinking regarding the area adjacent to the freeway. There is the problem of the "bits and pieces" until the freeway is completed. Some areas adjacent to the freeway have been denied for business use, that possibly could be a good place for that type of business. There is the possible change in tax. structure. The City has lost a tax factor by reason of houses taken by the freeway.It will require study and planning in order that property values be maintained surrounding the freeway.. A study should be made now of the zoning and pre -zoning of these areas. It would not be possible::for a new Planning Director to recommend zone changes unless there is a study made by an expert. Unless there are answers, the City will be making one mistake after another. A proposal for a Planning',study was presented to the Planning Commission recently, and the study would require several months to initiate, at least 90 days would be required to solicit proposals for a Planning study. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the City Administrator contact consultants to obtain proposals for two plans of approaches: (1) Amendment to present General Plan, a limited study to be done with City funds, and (2) A complete revision of all phases of the General Plan, financed wholly by City or through Federal Bill "701" program whereby the City would pay its proportionate cost Another item of discussion was actions of Council regarding Planning Commission decisions. Some are upheld and some are reversed by Council action. The Planning Commission considers that, based on the time spent on the study of the problem, the decisions arrived at are equitable. Any petitioner has a right to appeal and any person has the right to be heard on a petition, either in favor or against. Sometimes additional information or different information is given at a Council hearing; Sometimes a person may change his position regarding an item. The legal aspects of the request may also affect the decision. Also discussed was the problem of enforcing the conditions set forth in granting variances and conditional use permits. The. Planning Director should be the responsible person to enforce the requirements` of the conditional use or variance as granted. The Code sets forth the enforcing agent, whether Building Department, Police Department, etc. The business license investigator reports and checks on complaints. ' A suggestion was made to possible establishment of a Citizens Board to operate as a Board of Adjustments acting as a hearing board for the Planning Commission.on matters of variances and conditional use permits. 366 1 1 1 1 1 CITY HALL AZUSA, CALIFORNIA TUESDAY, JULY 19, 1966 Page 4 Other problems such as hillside development, down town renewal, a proposed sign ordinance, the City's own building department and annexation of contiguous territory will require future study. The City Administrator was requested to inquire as to the possibility of the availablity and cost of a building inspector for a daily four-hour period instead of the present 2 -hour schedule. Moved by Councilman Cooney, seconded by Councilman Rubio Adjourn and unanimously carried that the meeting be adjourned.
