Resolution #588 - Planning Commission initiated) continued from 5-16-66 meeting, the Mayor declared the hearing open. A report from the Committee was submitted, and after discussion, Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the hearing be closed. Continued From 5-16-66 meeting, the Mayor declared the hearing open. Moved by Councilman Cooney, seconded by Councilman Rubio and -unanimously carried to continue hearing to 9-6-66 meeting and that a copy of Planning Commission Resolution #597 regarding parking revisions be sent to the Chamber of Commerce and other members of "Sign Ordinance" Committee. (Cont.) re: parking revisions A request from Wayne Loyd, Acting Superintendent of Public Req, pay in lieu Works, for payment of salary in lieu of vacation was again of vacation broi%ght before Council (from 7-19-66 meeting). W. Loyd Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that request of Wayne Loyd be denied without prejudice. Mr. Loyd's vacation starts August 29, 1966, and may be taken as scheduled. A request was received from Phil D. Shepherd, Secretary- Req, frm L.A. Manager, Los Angeles County Fair Association for permission Co. Fair to hang to hang street banners announcing the 1966 LosAngeles banners (9-16 County Fair (9-16-66 throug 10-2-66). to 10-2-66) Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that permission be granted and Foley Decorating Company (company in charge of installation and removal of banners) contact the City Engineer regarding encroachment permit and arrangements for installation. A letter was received from the General Telephone Company of California requesting the signing of said letter cancelling Franchise Bond No. 663871 and that signed letter be mailed to them. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried that the City Clerk be authorized to sign letter and return bond to General Telephone Company together with signed copy of letter. Communication was received from Wayne Loyd, Acting Super- intendent of Public Works regarding A Resolution which submits costs for removal of weeds, debris and dirt to be submitted to the County Tax Assessor so that they may be properly assessed against the individual lots. He advised that legally required notices had been posted. There being no oral or written protests, Councilman Cooney offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE REPORT OF THE STREET SUPERINTENDENT OF THE CITY RELATIVE TO THE ABATEMENT OF WEEDS AS PROVIDED IN SECTION 39560 THROUGH AND INCLUDING SECTION 39587 OF THE GOVERNMENT CODE. F. and W. J.,Vandehey, premises at 112 N. Azusa Avenue. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to receive and file. A request from Mr. Joe Handy, Picnic Chairman, of the Glendora Elks Lodge was received requesting use of City Hall Park for picnic and games on Sunday, September 11, 1966. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that request be granted on condition that a deposit of $50 be submitted, to be returned upon satisfactory clean=up of the area. The Parks and Recreation Commission submited plans and specifications of marker and proposed picnic shelter for Zacatecas Park and the remodeling_of existing restroom exterior. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that plans and specifications for marker and shelter be approved. Page 3 ABC Notice Orig. appl. 112 N. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried to authorize Engineer to take informal bids on monument. A communication was received regarding the inequity in Comm. salary re: salary for Civil Engineering Assistant, with aft attach- Civl Eng. Asst. ment of salary ranges from seventeen surrounding cities; disclosing that Azusa was the lowest in the San Gabriel Valley. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to refer communication the Personnel Board for study, to be includ6d in list of salary inequities to be presented to Council before 8-19-66. A request was received from the Personnel Board to defer appearance before Council re: salary inequities until a later date so that the Personnel Board could give further study to the list of inequities. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to file the communication. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to set a date of 9-6-66 for appea- rance of Personell Board before Council, and that a list of salary inequities be presented to Council before 8-19-66. Req, frm Pers. Bd. to defer mtg w/Council at a later date A communication was received from the Personnel Board Pers. Bd. re: with regard to the minutes of the meetings of the Board Bd mtg. minutes and that in order to offer more complete minutes, that a tape recorder be provided for the use of the Personnel Board. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried by roll call that the City Administrator be authorized to purchase a tape recorder for Personnel Board in an amount not to exceed $175. EM 1 Fj 1 CITY HALL AZUSA, CALIFORNIA MONDAY, AUGUST 11 1966 A communication was received from the Personnel Board regarding,the amending of Section 36 to the Civil Service Rules and'Regulations, section regarding meetings of the Personnel Board. It was felt that changing the day of meeting would facilitate Board meeting minutes to Council. Moved by Councilman Cooney, seconded by Councilman McLees 'and unanimously carried that City Attorney be authorized to prepare necessary document to change regular meeting dates of Personnel Board to the Tuesday following thethird Monday of the month'. Notice was given that the Planning Commission by Resolution ##623 granted a Variance to permit the construction of a 17' x 261,addition to the rear of a home which requires reduction in the rear yard setback to depth of 17 feet instead of the required 25 feet onroperty at 400 N. Lee Drive (Case V-173 - James C. Graham. No action taken by Council. ' A request for relocation permit for house from San Dimas to 802 North'Angeleno Ave., was received from the Planning Commission with recommendation of approval. (Lucio Cruz) Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that permission be granted to relocate house, subject to required bond and Building Department requirements and regulations. An Ordinance waspresented for second reading and adoption amending the Municipal Code with regard to distance between buildings in Zones R-1, R-2 and R-3. The City Attorney explained the present situation in the Consolidated proceedings by Consolidated Rock Company for an increased Rock Co. Request was submitted by Piatelli Company to conduct real Req, for real estate auction on August 11, 1966 of property located on estate Auction southeast corner of Gladstone and Azusa Avenue, owned by 8-11-66 Ought -To -Be -Bought Corporation of 961 N. Azusa Avenue. J. Frederick, with Complaint/water regard to "guessed" water meter readings at two locations meter reader in Azusa (845 - 855 West 6th St.). Gophers constantly from M.J. dig up dirt into the meters and they cannot be read Frederick properly and he feels that they should not be guessed at. Mr. Smith, Superintendent of Light & Water presented a letter to Council with regard to the complaint disclosing 'that special care and readings were made at these two locations for the past year and that he had no control over the gophers, however, consumer servicemen were dispatched to these locations to clean the meters prior to reading; and that it only takes one hour for the meter to get filled with dirt by gophers after it has been cleaned. Moved by:Councilman Mc Lees, seconded by Councilman Solem and unanimously carried to file letter of complaint from M. J. Frederick and to send a copy of Superintendent Smith's letter of explanation, addressed to Council, to Mr. Frederick. 1 A request was received from Erlee Construction Company, Inc. to utilize space of one row of cars in City Parking Lot in 600 block Azusa Avenue during construction of the new General Telephone Company Building. If permission would be granted, they would guarantee the restoration of the parking lot to conform to the City of Azusa's standards of acceptability and would also would comply by having public liability and property damage insurance certificates naming the City of Azusa. Req, from Erlee Const.Co. for use of city owne parking Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried to grant permission, providing City receives Certificate of Insurance holding City harmless for this project only. A letter was received from the Post Office Department with regardito parking spaces at the new Azusa Post Office. They advised that no provisions were made to purchase additional land so that more off-street parking spaces would be available and that they have complied with the Azusa Municipal Code in this matter. Notices of two Hearings before County Registrar, Planning Notices of two ' Commission, were received regarding zone change from A-1 hearings(zone to C-2 on southwest corner of Gladstone and Azusa and zone changes) change from A-1 to C-4 on north -south Arrow, Highway, beginning 160' east of Clydebank. Moved by Councilman Solem, seconded byCouncilman Cooney and unanimously carried to receive and file. Notice of Independent Cities of Los Angeles County 6th Notice of Semi - Annual Independent Cities Seminar to be held at the Hilton nar (ind.Cities) Inn, Mission Bay, San Diego on September 23rd through the 9.23 thru 9-25 25th, 1966 was received. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that City place value of $400 on the 1943 Chevrolet Tanker Fire Truck Unit #150 and offer it for sale to "Sister City Committee" Corporation for this amount as this equipment is not needed for any purpose by the City. The City Administrator suggested Agreement with new Sister City Corporation (International Municipal Cooperation Committee Agmt. w/Sister of Azusa, Inc.), similar to Chamber of Commerce Agreement. City Comm. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to refer to Attorney, City Administrator and President Rubio for further study and report to Council. Councilman Solem, in conjunction with a complaint that he Comp, re: large had received, raised the question as to what can be done trucks parking to prohibit or eliminate the practice of large truck vehicleson City streets being parked on City streets, sometimes for periods as long as two or three days. Moved by Councilman McLees; seconded by Councilman Solem and unanimously carried that the matter be referred to the Police Department for study as enforcement procedures and report back to Council.
