Mayor Memmesheimer called the meeting to order and Call to Order led in the salute to the flag. 1 Invocation was given by Rev. Paul E. Farrell of the Invocation First Christian Church. August 1, 1966 Council Meeting were approved as written. Approved tt� The hour of 7:30 p.m. being the time set for the Public Pub.Hrg. re: Hearing re: Thomas Cattery. Thomas Cattery The City Clerk presented the Affidavit of Publication. (Denied) Written protests were received from Cerami Corner, Inc., who felt variance allowance would decrease value of surrounding property); Mr. and Mrs. Ray Florence, P.O. Box 842, Hemet, California ,property owners in adjacent property stated they felt a cattery in a residential area not in the best interest of the City; and Lee J. ' Turner, a property owner in Block 38, against allowing a cattery in that area who also sent a copy of a clip- ping from the Los Angeles Times regarding a use variance to allow a cattery in a C-3 zone. Errol Cornell, of 16502 E. Newburgh Street, Azusa was present and stated he was interested in buying property and explained use to be made for breeding registered stock and also boarding cats when people go away. The number of cats would vary from 25 to 30 at a time. Mr. Carnell stated he did not realize that most of the property owners in the neighborhood protested the cattery as he was not invited to the Planning Commission hearing. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that the hearing be closed. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the variance be denied. Mr. G. V. Eisenhower and Stanley Tracht of Standard Oil Waiving of 20' Co., appeared before Council re: waiving 20' easement, easement south south side of Gladstone Street, east from Azusa Avenue, side of Gladsime at the south east corner of Azusa Avenue and Gladstone east from Azusa Street (Ott property), required under Conditional Use Ave./southeast ' Permit. corn.Azusa & Gladstone (Ott Mr. Tracht, Mrs. V. Building remain in Inspector to remain in office 4 hours daily. office 4 hrs. daily It was suggested agreement be reviewed by.attorney. It was recommended that new hours be done on a trial basis, and if acceptable, letter to be sent to County requesting new hours. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried that letter be sent to County requesting 4 hours service for a 6 months trial period. A request was received to confirm appointment of R. Javine as Welder's Helper, probationary, Step 1, effective August 8, 1966. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the requested appointment be granted. Request approval of specifications and authorization for bid call on transformers for new construction at Azusa Square 'Shopping Center and American Cyanamid Company's new building. Superintendent of Light and Water Smith wanted to know if it was possible to purchase first two items without going to bid., ' City Attorney stated that the purchase of equipment would not have to be bidded if Council finds by majority that it is to the best interest and general welfare of the City. Council may adopt such a motion and then purchase items without formal bidding. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the specifications be approved. �J Moved by Councilman Solem, seconded by Councilman Mc Lees and unanimously carried that it is to the public's best interest to waive a formal bid opening on all three items. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to authorize purchase of these three items. It was'the recommendation of the City Engineer that the City accept sewer construction project No. 398, Foothill Blvd. and Rockvale Ave. (Aristo Construction Co.), and authorize for execution of Notice of Completion. The City Engineer stated that since this communication was prepared he has since realized that Sierra Madre is designated as a through street, from the east exist- ing boundary to its westerly extension, and this should al- so receive a stop sign, designating it as a through street. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that the recommendations be accepted and that the City Attorney prepare necessary documents on all items. The City Administrator submitted a request for Council i" clarification of salary for certain positions. (Police Officer- Special Investigator, Ray Davey re: salary increase.) G Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the recommendation pertain- ing to Special Investigator be referred to the Personnel Board and that duties and recommended salary be submitted by the Personnel Board to the Council at the earliest possible date. A report of Committe establishing a position of Director of Public Works. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the Administrator be con- tacted to get the figures pertaining to salaries, etc. and present them at the next Council meeting. A request was received from the City Administrator for clarification of overtime policy for employees above first level of supervision. Discussion followed pertaining to Wayne Loyd's request for time and one half rate for 8 hours of work performed in conjunction with sewer stoppage affecting operation of Reichhold Chemical, Inc. The company has assumed all liability for this extra work as it was their fault. They will reimburse City for Mr. Loyd's extra time. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried that Mr. Loyd be paid overtime as approved by City Administrator. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Administrator be directed to write communication to the Accounting Depart- ment, authorizing that no overtime be paid for employees above first level of supervision, unless authorized by City Administrator and approved by Council. Moved by Councilman Mc Lees, seconded by Councilman Solem and unanimously carried that the City Attorney prepare a revision of Resolution 4370, Paragraph H, Section 1 - " or compensatory time off". An additional amendment will be added to of 3 trucks specifications for the trade-in of one Chevrolet automobile and two dump trucks. A report was submitted pertaining to the parking of trucks Rpt.on parking on streets. Also the definition of truck. of trucks on Moved by Councilman Cooney, seconded by Councilman Rubio streets and unanimously carried that the City Attorney, City Administrator and Police Chief be authorized to review this section of the code, and to answer the "definition of truck" and that City Administrator to obtain samples of ordinances from other cities. A Resolution was presented approving Agreement for electrical distribution facilities and energy between the City of Azusa and American Cyanamid Company. Councilman Solem offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF AZUSA APPROVING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND AMERICAN CYANAMID COMPANY. According to the drawing presented the suggested mosaic has the shield and the banner of the Lost Zacatecas.
