Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by the Reverend Dean K1Arr of the First Presbyterian Church. A communication was received from the City of Santa Fe requesting suppbrt to assist Turkey earthquake victims. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to receive and file. ' The number of advance registrations for League of California LCC Conf. reg. Cities Conference is needed immediately, with fees of $20 $20 each for each official. Assess Hearing on confirmation of assessment - 1911 Act - Armestead 1911 Act - Street (A.D. #1964-1), the Mayor declared the hearing Armstead St. open. There being no portests, Councilman Solem offered for Res. #5997 adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CONFIRMING THE ASSESSMENT FOR THE IMPROVEMENT OF ARMSTEAD STREET AND OTHER STREETS (AD 1964-1). Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that further reading be waived. Moved by Councilman Solem, seconded by Councilman Rubio 'thatthe Resolution be adopted. A letter was received from the Edwards Theatres regarding the cost of business license for their theatre the Village located at 602 N. Azusa Ave. Due to lack of business the theatre has only been operating on Wednesday nights only and due to this they request a lower fee for the business license. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Clerk be authorized to write a letter to the Edwards Theatre explaining that the Ordinance for business license fees would have to be amended in order to comply with their request and that it is through their own admission that they are only open once a week, as they could, if wanted to, be open every day. Teasley Discussion was held regarding a new flag for the Recreation New flag for Building. Rec. Bldg. Two letter were received from the Personnel Board regar- Pers.Bd. re: ding salary inequities and adjustments. It was the salary inequi- recommendation of the Personnel Board that Civil Engi- ties neering Assistant be at Range 25 $696 to $846 monthly; and Assistant City Engineer be at Range 29 $846 to $1029 monthly and that the position of Apprentice Lineman become eligible for journeyman in two years rather than three. Notice was also given that the Planning Commission by Resolution No. 628 denied a Variance to permit a C-2 use (TV rental business) within an apartment in an R -3c zone, on property at 231 N. San Gabriel Avenue. A letter of appeal was received from Lila Abramowitz, 1121 Edenfield Ave., Covina, California. Hearing to be set before Council. An Ordinance was presented for first introductory reading amending Section 3200.42 of the Municipal Code relating to night parking. Councilman Solem offered for introductory first reading the Ordinance entitled: 'AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, AMENDING SECTION 3200.42 OF THE AZUSA MUNICIPAL CODE RELATING TO NIGHT PARKING. Moved by Councilman Solem, seconded by CouncilmanCooney and unanimously carried that further reading be waived. A proposed Resolution was presented regarding the name change of Old Vernon Avenue to Vernon Place. Councilman Cooney offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CHANGING THE NAME OF A PORTION OF OLD VERNON AVENUE TO VERNON PLACE. Res. #5101 re: deny Var.(thomma 3 16 u 1 CITY HALL AZUSA, CALIFORNIA TUESDAY, SEPTEMBER 6, 1966 Page 5 The City Administrator presented a communication from Letter re: Taylor and Smith, Attorneys at Law regarding annexation Annex. of Whitti of land of the flood plain area above Whittier Narrows Dam Narrows Dam by the City of Rosemead, said annexation since having been withdrawn. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that a letter be written to the Local Agency Formation Commission of Los Angeles County advising them that any future proposed annexation s of flood plain above Whittier Narrows Dam be denied now and in the future due to the fact that it might by zoning ordinances or other regulatory ordinances control or limit the use of the area and reduce or impair necessary water conservation and replenishment. The Mayor to sign the lbtter. The City Administrator presented for Council action the appointments of two probationary plice officers, Antonio Martinez and Donald D. Knight, effective 9-1-66 and 9-2-66 respectively. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to approve the appointments. The City Administrator presented the resignation of J.E. Broadstock, Police Officer, effective 9-12-66, with request to keep his name on the eligibility list. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried tbaccept the resignation and that his name remain on the eligibility list for a period of one year. Bid opening to be on September 30, 1975. 3.14 C� 1 CITY HALL AZUSA, CALIFORNIA TUESDAY, SEPTEMBER 6, 1966 A recommendation was received from the City Engineer for three employees to attend various course offered by the Los Angeles State College during the fall semester of 1966. All courses would be attended on their own time and the tuition for each of the students is $25.50. Those attending are: Jim Skinner, Michael San Miguel and George Jenkins. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried by roll call that the 3 employees be authorized to attend the courses and that reimbursement of the tuition of $25.50 be done after satisfactory com- pletion of the course. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried by roll call to approve therequest as submitted. ' A request was received from the Police Chief for author- Req, for 8 zation for 6 patrol personnel and two detectives to attend Pol. Offs. to a Narcotics Institute on successive Saturdays starting attnd Narcotics October 8th, 1966 through October 29th, 1966, from 9:00 AM Institute to 4:00 PM; they would be attending on their own time, with request to use City vehicle and payment of the $12.00 enrollment fee for each officer upon satisfactory completion of the course. A discussion was held regarding the dangerous condition Sierra Madre of the roadway on Sierra Madre Avenue;. that is, the bulge bulge in street in the alighment of the road, its being located on a hill and it sinsufficient width and its poor drainage facilities. This portion of the road is located partly within the City of Azusa and partly in the County. Bonelli stipulating the conditions of the roadway and advising what terms the City and County will take part in for the reconstruction of the roadway. Letter to be signed by the Mayor. It was the City Engineer's recommendation that the revisions as submitted be approved and that authorization be given to issue purchase orders to the above contractorsand to proceed with construction. Moved by Councilman Rubio, seconded by Councilman Cooney and 'unanimously carried to accept revisions to the plans as submitted by city Engineer. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried by roll call to authorize the issuance of purchase orders to the contractors as submitted by the City Engineer. 308, I I 1 CITY HALL AZUSA, CALIFORNIA TUESDAY, SEPTEMBER 6, 1966 A request was received from the Azusa High School Band regarding fund raising activities for the purchase of uniforms for the band. It was requested that Council authorize the week of October Std to the 9th as Azusa High School Band Week and that they be allowed to use the Band Shell for a concert on Sunday, October 9, 1966 and solicit funds from the various businesses and people in Azusa. Moved by Councilman Cooney, seconded by Councilman Solem ' and unanimously carried that the Mayor be authorized to sign a Proclamation declaring the week of October 3rd through 9th as "Azusa High School Band Week" and that they be allowed to solicit funds by means of tags and that a list of the people involved be forwarded to the Police Department; also that the Band Shell could be used for the concert and the Public Works Department would help by setting up chairs at the site as needed. 1 J The City Clerk read in full a Resolution authorizing payment of warrants by the City.
