Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Reverend Raymond Peters of Four- square Gospel Church. ' Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Memmesheimer Absent; Councilmen: McLees Also Present: Assistant City Attorney Decker, City Adminis- trator Foxworthy, City Engineer Sandwick, Superintendent of Light and Water Smith, City Clerk Miller. There being no corrections or additions, Council Actions of September 6, 1966 stand approved as written. The City Clerk announced that bids had been opened in his office for the purchase of wire and cable and conduit for sports lighting at Memorial Park. Bid opening on 9-16-66 at 10:00 AM; one bid only was received with an alternate bid, submitted by Howland Electric Wholesale Company, E1 Monte of $8,865.78; alternate $7,476.58. Superintended of Light and Water recommended that the bid of $8,865.78 be accepted as it is a better grade of wire than the alternate bid submitted by Howland. Moved by Councilman Cooney, seconded by Councilman Rubio 'and unanimously carried by roll call that recommendation of Superintendent of Light & Water be accepted to award bid to Howland Electric Wholesale Company for $8,865.78. The City Clerk announced that bids had been opened in his office on September 16, 1966 at 10:00 AM for the furnishing and installing of automotive lubrication equipment in the City Garage, Five bids were received as follows: Name of Bidder Amount Grover Mfg, Co.: -Montebello 2,784,22 D & D Motor Parts,Inc.,Ontario 3,053,26 Lincolh Eng,, Los Angeles 3,104,95 Huddleston Equip,, Los Angeles 3,220.1+5 Alemite Co, of So.CA,Los Angeles 3,246.09 Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried by roll call toward the contract to the low Bidder, Grover Manufacturing Co., for $2,784.22 and that bid securities be returned to unsuccessful bidders. A request was received from the Milton J. Wershow Co., auctioneers, for a one day auction (real estate) at 'Azusa Transfer Company, 920 West 10th St., Azusa on October 26, 1966. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that permission be granted for one day auction. 7:30 PM Call to Order Invocation Appvl. Naso for Councilman to act as judge at their Talent Contest to be held at 2:00 PM at the Eagles Hall. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that City Clerk advise Mr. Naso that two members of Council will be available for this assignment; Mayor Memmesheimer and Councilman Solem. Authorization to sign Insurance Adjustment Release in the amount of $52.23 was requested of Council. Damage was done to reflector post Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to authorize execution of Release, after approval by City Attorney. Formal Notice to Local Agncy Formation Commission by Council was discussed so that an extention of time be granted on Annexation #62. (Inhabited) - Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Clerk write to L.A. F.Comm., requesting an extension of one year from 11-24-65 for completion of proceedings of proposed Southerly Annexa- tion District #62 - Inhabited, advising that there has been an unfortunate delay. Page 2 Req. for Council man attnd Taleni Cont. as Judge Ins.Adj.Release for damage to reflector post LAFCOM re: ext. of time Annex. #62 Two communications were received regarding the Teen Post Comms. re: on Azusa Avenue from the Azusa High School PTA andfrom Teen Post Mrs. McGahey, asking for support of the Teen Post as well as some other interests for the children who loiter about the streets. After discussion, it was, Moved by Councilman Rubio seconded by Councilman Solem and unanimously carried that City Administrator and City Attorney study possibility of work projects for Teen Post members, such as part time work for the City in the area of cleaning parkways in the Street Departmentand other related work.. It was also suggested and moved that copies of the letters received by Council be sent to the Director of the Teen Post . A letter was received from the Division of Highways re: Workshop -Scenic A workshop session on Scenic Highways to be held on Highways 10-4-66 October 4, 1966 in the Los Angeles Police Building Audi- troium, 150 N. Los Angeles St., Los Angeles, starting at 9:00 AM. The purpose of this workshop is to review and discuss procedures for declaring Official State or County Scenic Highways. Also a booklet on this is available, at no cost, mailed on request. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Mr. Jenkins, Acting Assistant City Engineer be authorized to attned; also Beautification Committee should be invited to attend; Chairman and members; and that a report be made and submitted to Council. The Recreation Director and Planning Commissioner also to attend. The City Clerk to write and request 15 or 20 booklets in advance of the workshop for distribution to the various people planning to attend the workshop. A Resolution from the City of Santa Maria was received Field Act Resp for Council consideration with regard to the Field Act from Snt.Maria. on school buildings, asking that Council also adopt a Resolution and take action similar to theirs. Moved by Councilman Cooney, Seconded by Councilman Solem and ..unanimously carried that City Attorney prepare similar Resolution to be presented at the October 3, 1966 meeting. 2HO 1 1 C CITY HALL AZUSA, CALIFORNIA MONDAY,: SEPTEMBER 19, 1966 The tabled item regarding comparison cost analysis re: Director of Public Works classification from 9-6-66 meeting was discussed. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to raise from the table. Page 3 Tabled Item salary Dir. of Pub. Works The City Administrator presented a letter with salary ' ranges for. the various classifications within the Public Works Department and Engineering Department, with added duties for some classifications. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to accept Mayor's recommendation to appoint City Engineer as Acting Director of Public Works for a six month trial period without change in classification or salary and that City Attorney prepare necessary Resolution. 1 1 Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Personnel Board recommendation of 8-16-66 be accepted re: salary of Assistant City Engineer at Range 29 and City Attorney prepare necessary Resolution. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Personnel Board advertise for Assistant City Engineer at Range 29 with hydraulic experience desired. The City Treasurer submitted for Council consieration the monthly Financial Statement showing a balance as of August 31, 1966 of $1,102,656.63. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to receive and file. Notice was given that the Planning Commission by Reso- lution denied zone change petitions to rezone property., - at 214 -216 - and 222 N. Vernon Avenue from R -lc to C-2 (Case Z-137 H. H. & Lupe Hirota, Howard & E. Johnson and Manuel Noriega). Appeal received and hearing before Council to be set by City Clerk. Fin. Statement City Treas. P.C.Res.#629 deny zone chng (Case Z-137) Hearing on appeal now set for November 7, 1966. Notice was given that Planning Commission by Resolu- P.C.Res.#630 tion No. 630 granted a Variance to permit reduction of grtg. Var. one foot in the required distance between residence and .(Case V-177) detached garage on property at 1131 N. Angeleno Ave. (Case V-177 - Orland Kilmer). No Action taken by Council. Notice was also given that the Planning Commission by P.C. Res. #631 Resolution No. 631 granted a Variance to permit 54.3% lot grant Var. coverage on an R-3 lot, which 4.3% in excess of allowable (V-17 ) lot coverage, on property at 331 N. Alameda Ave. (Case V-178 - Rafael Munoz). No action taken by Council. Notice was received from the Board of Supervisors re: Public Hearing to be held by them at 9:30 AM on October 6, 1966 on Zoning Case No. 5128-(1), Irwindale District No. 35, being petition of Crist Schepp for Change of Zone from A-1 to C-2 affecting property located on the north side of Arrow Highway, 160' east of Clydebank Ave., with a frontage of 300' and depth of 1101. Pub. Hrg. (Count on zone change from A-1 to C-2 (Arrow Hwy - Clydebank) Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to accept recommendation of Planning Commission that City Clerk be directed to write Clerk of Board of Supervisors that proposed zoning is compatible with Gemeral Plan of City and in keeping with zoning in area. 95 60 1 CITY HALL AZUSA, CALIFORNIA MONDAY, SEPTEMBER 19, 1966 Notice was further given that the Planning Commission by Resolution No. 632, (Planning Commission initiated), initiated a hearing for amendment to Municipal Code re: Section 9230.40, subsection (1) and (m), and adding further subsections pertaining to fences. No action taken by Council. Notice was also given that the Planning Commission by Resolution No. 633 recommended a change of zone from "P" to "C-3" on lots 25 to 42, Block 21, Map of Azusa (Case Z-139, Olson, Porchia, Camacho, Molduf, Feldstein, Cortez, and Chavez). Hearing before Council set for October 3, 1966. Hearing set for October 3, 1966 and due to this Councilman Solem suggested that Council be supplied with all informa- tion and data concerning hearings before Council hearing and as soon as possible after Planning Commission Hearing, in order to be better informed. City Engineer to check with City Attorney re: vacation of alley and advise Council. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried that City Attorney study possibility of residents parking permit for parking their own trucks in street overnight, in front of their own property. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that 2nd reading of Ordinance be ' continued to next meeting. An Ordinance was presented for second reading and adoption Ord. #884 re: amending Section 3200.62 of the Municipal Code to provide Vernon 1 -way st. that Vernon Place shall be a one-way street. Councilman Solem offered for adoption the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 3200.62 OF THE AZUSA MUNICIPAL CODE TO PROVIDE THAT VERNON PLACE SHALL BE A ONE-WAY STREET. Moved by Councilman Solem, Seconded by Councilman Cooney and unanimously carried that further reading be waived. Sierra Madre as Councilman Solem offered for adoption the Ordinance a through street entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 3200.63 OF THE AZUSA MUNICIPAL CODE TO DESIGNATE THE FULL LENGTH OF SIERRA MADRE AVENUE AS A THROUGH STREET. Councilman Cooney requested investigation of two cars appa- Inv, two cars rently abandoned and now 15eing-vandalized and stripped, at apparently Azusa Square property. City Administrator to write letter abandoned/Az to Police Chief requesting possible investigation and Square report. The Mayor requested permission to attend National Safety Congress at Chicao, October 23rd through the 28th, with an advance of $450 accountable expenses. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried by roll call that permission be granted. Councilman Rubio advised Council that Zacatecas Park dedication has been set, tentatively for October 29t4 30th and 31st. No action by Council. The City Clerk read in full a Resolution authorizing the payment of warrants by the City. Councilman Cooney offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
