Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Pastor T. A. Nickum of Seventh-Day Adventist Church. The principal purpose of the meeting is to encourage the attendance of Republican and Democratic candidates for State office and to educate these candidates about the need for freeways, and particularly to.support the State Highway Commission and the Division of Highways in their'rifforts to continually improve the freeway system of the State. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that any Councilman or member of Planning Commission be authorized to attend this meeting. A communication was received from the City of Santa Monica re: Cor unity Development Forum to be held at the Miramar hotel in Santa Monica on November 1, from 10:00 a.m. to 3:30 p.m., at $5.00 each for registration-lunc[icon tickets. Miss Yolanda Hernandez, 191 Cottonwood, San Ysidro, California, appeared before Council and requested a waiver of the $250. deposit required in order to obtain a demolition permit and proceed with the demolition of the Substandard Structure (Case #130) which she owns and which is located at 404J North Alameda Avenue. Request by Miss Yolanda Hernandez for waiver of $25C clean-up dep. for demolitivr 1 1 CITY HALL AZUSA, CALIFORNIA THURSDAY, OCTOBER 20, 1966 The City Administrator told Council that the date has not been set for the hearing on this Substandard Structure. He also Informed Council that the $250 deposit, which is required at the time the demolition permit is obtained, is a guarantee that the site will be cleaned after the structure is demolished. After discussion,'during which Miss Hernandez stated the 'building could be demolished in a couple of weeks if she were able to obtain the permit, it was Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the owner may obtain a demolition permit upon payment of the fee of $25, and that payment of the $250 clean-up deposit be postponed for sixty (60) days if the structure is demolished within that time, and, if the clean-up work has been satisfactorily completed, there will be no need for payment of $250. deposit. A request from Mrs. A. Clapp to abandon a utility easement in that portion of Van Ness Avenue and/or Paramount Street, vacated April, 1953, was continued to this meeting from the October 3, 1966, meeting, in order that Superintendent of Light and Water Smith could ascertain the location of the City's water lines and that the City Administrator could contact the Southern Counties Gas Co. The City Administrator submitted a letter from the Southern Counties Gas Company, dated October 13, 1966, which stated they do not desire that this easement be vacated unless an alternative easement is granted, as they want the right to handle this line or relocation. A communication was received ,from Superintendent of Light and Water Smith, recommending that the easement be retained until such time that arrangements can be made to serve three houses owned by Azusa Rock Co. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that Mrs. Clapp be advised the City will retain the easement unless she can make arrangements with th,a Light and Water Department and with Southern Counties Gas Co. (with condit:ions)to permit reduction of rear and side yard (MacDonald) setbacks where a patio has been built to an existing garage, on property at 217 Mason Street. Notice was also given that the Planning Commission, by Resolution No. 635 (Case V-180 - Jean Keith), denied a Variance to permit an addition to a home without providing a two -car garage as required in Zoning Ordinance, Section 9230.51, on property at 539 E. 1st Street. The City Attorney presented an Ordinance for second reading, amending Section 3200.42 of the Municipal Code relating to Night Parking, which reading had been continued from 10/3/66 meeting. The City Administrator informed Council he had directed a letter to the League of California Cities staff, requesting information throughout the State.with regard to night parking in other cities, Especially for parking of trucks on City streets, but due to their work -load, a reply has not been received as yet. Regarding the Consolidated Rock Products condemnation case, City Attorney Williams presented a recommendation from Mr. Sorensen, attorney for the City in this condemnation case, Fhtia ,Council authorize the employment of F. E. MacDonald of emple City, in the event the case has not been settled or is services are needed. Mr. MacDonald is an experienced engineer in gravel plant layout design and the like, and t.e would agree to assist the City and its appraisers for a retainer fee of $300, plus $20 for each extra hour above fifty hours.
