Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Mr. Gilbert Allen of Church of Christ. 7:30 PM Call to Order Invocation Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Roll Call McLees, Memmesheimer Also Present: City Attorney Williams, City Administrator Foxworthy, City Engineer Sandwick, Superintendent of Light and Water Smith, City Clerk Miller. Mr. Smith The City Clerk announced that bids were opened in his office at 10:00 AM on October 31, 1966, for the purchase of two 1967 Model Dump Trucksand one 1967 Model Flat bed Dump Truck. Moved by Councilman Rubio, seconded by Councilman McLees and unanimously carried to waive bidding procedures under Municipal Code, finding it impracticable, useless and uneconomical to fllow such procedures and the public welfare would be promoted by dispensing with same. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that bid be awarded to Norman King Dodge, low bidder ($12,804.06) and that bid securities be returned to unsuccessful bidders. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that hearing be closed. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously cadried that zone change be denied and City Attorney prepare necessary Resolution. The hour of 7:30 PM being the time set for the Public Hearing on appeal from denial of Variance to permit an addition to home without providing a two car garage as required by Zoning Ordinance on property at 539 E. First Street be hereafter considered as a separate lot and that parking provisions now in existence be not reduced; and that City Attorney prepare necessary document. The hour of 7:30 PM being the time set for the continued Public Hearing on amendment to Section 9230.51, Subsection (b), paragraph (10) of the Municipal Code, entitled, Parking Requirements for Industrial and Manufacturing establishments and similar use permitted in M zones, continued from 9-6-66 meeting, the Mayor declared the hearing open. AMC - parking for ind. establishments Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that recommendation of Committee be accepted and that proposed Ordinance be returned to Planning Commission for consideration of suggested changes made by Committee, with Council recommendation that parking requirements be on square-footgae basis only and not on number of employees. The hour of 8:00 PM being the time set for the Public Hearing on the proposed vacation of alley between San Gabriel and Azusa Avenues from 9th Street south to termi- nus, subject to reservation and exception of certain easements, the Mayor declared the hearing open. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that hearing be closed. Councilman Solem offered a Resolution regarding the vacation, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY: OF AZUSA ORDERING THE VACATION OF A CERTAIN UNNAMED ALLEY IN BLOCK 21 OF THE MAP OF AZUSA SUBJECT TO THE RESERVATION AND EXCEPTION OF CERTAIN RIGHTS AND EASEMENTS. Alameda Avenue. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that owner may obtain demolition permit upon payment of $25 fee and that payment of $250 clean-up deposit be postponed for 60 days if structure is demolished within that time, and if work has been satisfacto- rily completed, there will be no need for payment of this deposit. Council suggested that permittee be informed that any violation of the Municipal Code would be subject to revocation of the permit and penalty action. 1 1 A determination of Council policy regarding Section 6129 Determination of the Azusa Municipal Code relating to fees for outdoor of Council on advertising signs was discussed. Section 6129 AMC - outdoor Moved by Councilman Cooney, seconded by Councilman Rubio adv, signs and unanimously carried that the Mayor's recommendation of appointing a Sign Ordinance Committee , with the addition of the City Attorney as a member of the committee, to review the Municipal Code Section 6129, regarding regulatory provisions locations, etc., with recommendations to be reported to Council at earliest possible date. The Mayor also recommended that City Clerk be present at Committee meeting. A proposed Resolution was presented transferring funds from the Light Fund and Water Fund to the General Fund ($716,330) Councilman Cooney offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL C'THE CITY OF AZUSA TRANSFERRING CERTAIN SUMS FROM THE LIGHT FUND AND WATER FUND TO THE GENERAL FUND. A proposed Agreement was presented between the City and Southern California Edison Comapny regarding easement on Todd Avenue in area being acquiredfrom Consolidated Rock Company. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to refer Agreement for further study by City Attorney, Acting Superintendent of Public Works, City Administrator and Superintendent of Light and Water, with report back to Council. Agmt. bet. City & So.Cal.Edison re: easement on Todd Ave. Approval of plans and specifications for Slurry Seal Program Slurry Seal with authorization for bid call was presented to Council. Program specs. Itis estimated that 450 tons of material will have to be applied to seal streets as indicated. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to approve plans and specffications. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that City Clerk be authorized to advertise for bids. Bid opening set for 12-1-66 for action at 12-5-66 meeting. The City Attorney notifed Council of a typographical error in legal description of Deed to property sold to Lee & Daniel in February , 1966, which can be amended only by received a Quitclaim Deed from Lee & Daniel and then giving them a corrected Deed. Therefore, a proposed Resolution correcting same was presented. The City Engineer presented a report and recommendations on Vernon Avenue, Cerritos Avenue. regarding speed surveys Speed surveys Sierra Madre Avenue and Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that City Attorney prepare an Ordi- nance lowering speed limits on Vernon Avenue between Foothill and Sierra Madre to 35 miles per hour and on Sierra Madre between San Gabriel Canyon Road and Vernon to 35 miles per hour and increasing speed limit on Cerritos Avenue between Baseline and Gladstone to 35 miles per hour. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Acting Superintendent of Public Works post signs showing crosswalk both ways on Sierra Madre at Sunset and pedestrian crossing marked on Sunset Avenue. A request was presented from Superintendent of Lightand Water Smith, for authorization of a six week leave of absence without pay, for Utilities Commercial Clerk Junice Robberstadc_ from November 21st, 1966 to January 32 1967. Mrs. Robberstad is to undergo surgery and the time is needed for her to recouperate. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that request be granted. A request was also received for the temporary employment of Mrs. Jean Forbes, Cashier Clerk, Step #1, effective November 9, 1966, until the return of Mrs. Robberstad. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to approve the temporary appointment of Mrs. Jean Forbes. A request was received from the Division of Contracts and City's view on Rights of Way regarding application to the Public Utilities grade crossings Commission requesting anorder for the construction of a in conjunction crossing at separated grades whereby routes 210 and 248 w/ Foothill FWy (freeways) will cross over or under the tracks of The Atchison, Topeka and Santa Fe Railway Co. and the Southern Pacific Company track in the cities of Irwindale and Azusa. They wished to know the City's views regarding this application. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried thatCity Administrator advise PUC that the City has no objections. Acommunication was received from the City Administrator Transfer of funds regardingtransfer of funds in current operating budget current operat. due to the purchase of three new dump trucks, that were budget inadvertendly left off the budget. Moved by Councilman Cooney, seconded by Councilman Mclees and unanimously carried that current budget be amended as requested by Administrator permitting transfer of $13,00 to the Public Works Department from Account 5310 and Account 5320. Fire Prevention Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried -to approve the specifications for the vehicle as amended (ino radio, tinted windshield only, no air conditioning, no gold morrokide trim). The minutes of the Special Committee to study Chapter 5 of Comm. Report the Municipal Code Pertaining To civil Service, was on Civil Service presented to Council. The Mayor recommended that two R&R upgrading members of the City Employees Association be added to the Committee studying the CivilService Ordinance and that the City Employees Association send in a letter confirming the appointment of 2 of their members to this Committee. Moved by Councilman Solem, seconded by Councilman Mclees and unanimously carried to accept the Mayor's recommendation. The City Attorney requested to be excused from the next meet -City Atty excuse ing as he is taking a vacation from November 16, 1966 to from next mtg approximately November 25, 1966. Assistant: -,City Attorney vacation Decker to be present at next Council meeting. A request from the Superintendent of Light and Water Req, to purch. Department was received regarding the purchase of a 5000 5000 Addresso- Addressograph machine and one style 6481 graphotype graph in L&W 1 machine. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to authorize purchase of one Style 5000 Addressograph machine and one Style 6481 graphotype machine, delivered and installed, including sales tax to Light and Water Department and that bidding procedures be waived under Municipal Code, finding it impracticable, useless and un- economical to follow such procedures and that public welfare would be promoted by dispensing with same in making this purchase; and that Administrator be authorized to sign purchase order. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that Administrator be authorized to see if Superintendent of Light & Water Smith can sell or trade present equipment, whichever is advantageous to the City. Request was received from the California State Polytechnic Req, from CAL College, Pomona, California, for City to participate in POLY to partici- developing a City Beautification Prom for communities in pate in Beautifi• East San Gabriel -Pomona Valleys, with City's share of $250 cation program cash plus $100 of 'in kind' services.
