Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Reverend James M. Fincher, Calvary Lutheran Church. Present at Roll Call: Councilmen: Rubio, Cooney, Solem, McLees, Memmesheimer Also Present: AssistantcCity Attorney Decker, City Admini- strator Foxworthy,Superintendent of Light and Water Smith,City Clerk Miller. There being no corrections or additiong, Council Actions of November 7, 1966 meeting stand approved as written. 7:30 PM Call to Order Invocation Roll Call Appv'l Council Actions 11-7-66 mtg A request by Edgewood Methodist Church for City partici- Req, from Edge- pation with charges waived, in setting up for Christams wood Meth.Church Choir Festival in front of City Hall on December 16, 1966, Christmas Choir (chairs, lighting, PA systems, electric power). Festival Moved by Councilman McLees, seconded by Councilman Rubio and carried that request for use of area in front of City Hall and equipment and facilities, as outlined, be granted. Councilman Cooney dissenting. Request from Chamber of Commerce for the Light Department Req. Chamber of personnel to decorate and maintain lights on deodar tree Commerce lights in Civic Center and for construction of Nativity Scene on XMAS tree & by Public Works Department. Nativity Scene Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that request of Chamber of Commerce be approved and City Forces authorized to take care of lighting of tree and erection of Nativity Scene. A proposed Resolution ordering the City Engineer to furnish Res. #5151 re: plans and specifications for improvement of Haltern Street plans & specs (1911 Act Assessment District #1966-1) was presented to Haltern St. imp. Council. Councilman Cooney offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ORDERING THE CITY ENGINEER TO FURNISH PLANS AND SPECIFICATIONS FOR THE IMPROVEMENT OF HALTERN STREET. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that furtherreading be waived. Moved by Councilman Cooney, seconded by Councilman Solem that resolution be adopted. A memo was received from the Visiting Nurse Association together with a refund check in the amount of $451.81, due to successful collection of nearly 100% of outstanding bills and the surplus funds to be given to the City of Azusa with thanks for the wonderful cooperation between the City and the Association. Zadach to fill unexpired term of Mrs. Thomson (term exp. 6-30-69). Notice was received from the Alcholic Beverage Control ABC Notice of person--to-person transfer of on -sale beer license person-to-person from Georgia A. McGrew to A. & H. L. A request to address Council by Mr. Abraham Abramowitz A. Abramowitz regarding clarification of parking requirements for Variance addressed Counci 231 N. The City Treasurer submitted the financial statement showing a balance of $985.462.35, as of October 31, 1966. Notice was given that the Planning Commission by Resolution PC Res. #641 No. 641 granted a Variance to permit an addition to existing Var. Sanchez residence without providing required off-street parking, on property at 341 S. Angeleno Avenue (Case V-182 Fidel Sanchez). A propsed Ordinance was presented for first introductory 1st rdg Ord. re: reading regarding the amending of Sections 3200.68 and Speed limits on 3200.70 of the Municipal Code to decrease prima facie speed certain streets limit on certain streets and to increase prima facie speed limit on a certain street. Councilman McLees offered for introductory first reading 'the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SEG'TIONS3200.68 AND 3200.70 OF THE AZUSA MUNICIPAL CODE TO DECREASE THE PRIMA FACIE SPEED LIMIT ON CERTAIN STREETS AND TO INCREASE THE PRIMA FACIE SPEED LIMIT ON A CERTAIN STREET. A communication was received from the Police Chief requesting re-classification of Officer Raymond Davey to the position of Special Services Officer, Range 20, effective 11-13-66. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that recommendation be approved as to change of classification of Mr. Davey to Special Services Officer at Range 20, effective 11-13-66. A proposed Resolution was presented accepting a Grant of Easement for utility purposes (light & power (Monrovia Nursery Co.) for serving Boys Market and Thrifty Drug Store. Councilman Mclees offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF. Bid results are as follows: BIDDER TOTAL BID Bryant Pontiac, Covina, CA $2,619.00 Savage Pontiac, Monrovia, CA 21639.43 Nelson Pontiac, E1 Monte, CA 2,640.07 It is the recommendation of the City Administrator that low qudtation of Bryant Pontiac, in the amount of $2,619.00 be accepted. It is further recommended that the certified checks be returned to the unsuccessful bidders. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried by roll call to approve the recommendation of Administrator to accept the low bid of Bryant Pontiac. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that certified checks be returned to unsuccessful bidders., and the Administrator be authorized ' to issue a purchase order for this vehicle. A request was received from the Community Rehabilitation Req, to hold Center to hold a rummage sale at 609 N. Azusa Avenue on rummage sale at November 18th and 19th, 1966. 609 N. Im 1 1 1 CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 21, 1966 Page 6 A request was received from the Light & Power for purchase Req, for 3 KVA of three 16712 KVA transformers, as soon as possible, which transformers are greatly needed due to an overload of 20%on transformer by L&W Dept. at 601 S. Vincent Ave. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to waive bidding procedures under the Municipal Code, finding it impracticable, useless and uneco- nomical to follow such procedures and that public welfare would be promoted by dispensing with the same. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried by roll call to authorize Administrator to issue a purchase order for 3 transformers, totalling $3310.32, to the General Electtic Co., according to specifications with fastest delivery possible. City Engineer presented for Council, a bid breakdown from Division of Highways for modification and installation of traffic signals on Foothill Blvd., between Tood Ave., to Alosta Ave. It was previously estimated that the City's portion would be$17000.00, but now will be $18591.00; an addition of $1591.00 (available from Gas Tax Funds). Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried to receive and file. the Traffic signals & adj. on Foot - Hill Blvd. A communication was received from City of Monterey Park Withdrawal from re: Sierra Madre's withdrawal from San Gabriel Valley Water SGVMWD/Sierra District and the need for a meeting of the 4 cities (AlhambraMadre Sierra Madre, Monterey Park and Azusa). Meeting to be held 12-1 at 2:OOPm Also, Administrator requested attending meeting of 11-29 at 9:30 AM at Leeds, Hill & Jewitt. Moved by Councilman Cooney, seconded by Councilman Rubio and 'unanimously carried to approve Mayor's recommendation that Administrator, Superintendentof Light & Water and City Attorney, if available, attend these meetings with report to Council. City Administrator reported re: EOC, we have Miller Brewing Report ON EOC Co., Woolworth's and Aerojet licensed as shelters with shelters Save -On Drugs yet to come in. The City Clerk read in full a resolution authorizing the Res. #5155 payment of warrants by the City.
