The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and Call to Order led in the salute to the flag. Invocation was given by Reverend W. C. Schnute of Invocation Concordia Lutheran Church. Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Roll Call Mc Lees, Memmesheimer Also Present: City Administrator Foxworthy, City Engineer Sandwick, Superintendent of Light & Water Smith, City Clerk Miller. City Attorney Williams entered meeting at 7:48 p.m. There being no corrections or additions, the Minutes of the 11/21/66 meeting stand approved as written. The hour of 7:30,P.M. being the time set for consideration of bids for Street Slurry Seal Program. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to accept the recommendation of the City Engineer to award bid to low bidder, Asphalt Coating Co. ($7,402.50) and to return bid securities to unsuccessful bidders after contract has been signed. Atty.enter.mtg. Approv.Min.of 11/21/66 mtg. Con.of Bids for St.Slurry Seal Prgm. Award Bid to Asphalt Coating Co.,low bidder The City Clerk presented a notice of an RTD meeting, to RTD mtg.12/12/66 be held 12/12/66, at 9:30 a.m.,at the Los Angeles County Board of Supervisors Hearing Room. The Mayor suggested that Council members attend, if possible. The City Administrator to attend and possibly the Mayor. The City Clerk presented a request for a 30 -day extension 30 -day ext.to of going -out -of -business sale beginning 12/8/66 (Southland Southland Furn. Furniture Sales, 730-750 W. Foothill Blvd.) Sales(going-out- of bus.) Moved by Councilman Cooney, seconded by Councilman Mc Lees Approved and unanimously carried that the extension be granted on the condition that the inventory is checked on 12/6/66, and if there is anything not on the inventory list that is being sold, that extension be denied. A communication was received from Azusa Pacific College regarding alleviating pedestrian problems at Citrus and Alosta Avenues. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that letter be referred to County Road Department and State Highway Department, with a copy of referral letter to Rev. Peters. Com.from Az.Pac. College re: pedestrian prob. @Citrus & Alosta ' A request was received from Mr. Luis Alba for Council Tree Damage evaluation of accidenttD City property (tree damage) at (Mr.Luis Alba) $269. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that a promissory note be pre- pared for Mr. Alba's signature for $50., payable by 6/1/67, submitting break -down of costs ($15. for 15 -gallon Carob tree; $10. for planting new tree and $25. for removal and hauling of damaged tree); and that the Public Works Department be authorized to plant a new tree, and that a letter be sent to Mr. Alba outlining Council action. No action taken by Council. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried to receive and file. An Ordinance was presented for second reading and adoption Ord.# 889 amending the Municipal Code to decrease prima facie speed re: speed limits limit on certain streets and to increase prima facie speed on certain sts. limit on a certain street. Councilman Cooney offered for adoption the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTIONS 3200.68 AND 3200.70 OF THE AZUSA MUNICIPAL CODE TO DECREASE THE PRIMA FACIE SPEED LIMIT ON CERTAIN STREETS AND TO INCREASE THE PRIMAS FACIE SPEED LIMIT ON A CERTAIN STREET. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that further reading be waived. Moved by Councilman Cooney, seconded by Councilman Rubio that the Ordinance be adopted. Ordinance passed and adopted by the following vote of Council: Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to file Notice. Council was notified by the Park and Recreation Commission Appr.renewal of ' of the expiration of the American Little League Agreement, Agmt.w/American as of 1/15/67, with recommendation from the Park and Little League Recreation Commission. Mw ed by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the Agreement be written for a 5 -year term, with revision of Item 1-d, as recom- mended by the Park and Recreation Commission (re: use of bleachers, the number and availability to be determined by the Park and Recreation Commission). Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that the Park and Recreation U Commission meet with officials:of the National Little League and the City Administrator, and submit a proposed draft of Agreement with National Little League to City Attorney and City Council for approval. The Superintendent of Light and Water submitted a recom- Refund to mendation to refund $1,500. withheld from Turner Construc- Turner Const. tion Company, all work having been completed to City's $1,500. satisfaction. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried that the recommendation of Super- intendent of Light and Water be accepted and that Turner Construction Company be paid $1,500., which is their final payment. The City Administrator submitted for approval plans and Appvl specifications for water line construction in the area Specs of 11th Street, Angeleno Avenue and Northside Park, also line a portion of Aspan Avenue, and authorization for bid call. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to accept plans and specifications. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to authorize the City Clerk to advertise for bids. Lopez) and unanimously carried to concur with the Planning Commission recommendation and turn over violation to the District Attorney for prosecution. A proposed Joint Use Agreement with Southern California Approve Agmt. Edison Co., was presented providing for relocation of with So.Calif. power lines on Todd Avenue. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that terms of letter be accepted, with billing on monthly basis, and that the City Adminis- trator be authorized to sign letter agreement to this effect. Moved by Councilman Mc Lees, seconded by Councilman Solem and unanimously carried that prior to 1967-68 budget sessions, Superintendent of Light and Water and City Administrator be prepared to correct situation of employee working 10 or 11 hours per day (instead of usual 8 hours) on well and -pump checking, etc., by whatever plan is necessary. A report was given by the City Administrator regarding Mtg. with meetings with SGVMWD as to water situation; Sierra SGVMWD Madre's withdrawal from District; report of studies being made by Leeds, Hill & Jewitt as to projected need r., for supplemental water, etc. No action taken by Council. Dedication Ceremony of Glendora Police Facility at 150 South Glendora Ave., 12/17, 10:30 a.m. Moved by Councilman Solem, seconded by Councilman McLees Study Drainage and unanimously carried that the City Administrator and prob.at Crystal City Engineer make a study of drainage problems at View Estates Crystal View Estates, as it relates to Foothill Dairy, and report to Council. Moved by Councilman Cooney, seconded by Councilman Rubio Adjourn and unanimously carried to adjourn meeting; lime of Adjournment: 9:53 P.M.
