The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and
led in the salute to the flag.
Invocation was given by Reverend John K. Swift of
the Edgewood Methodist Church.
Present at Roll Call: Councilmen: Rubio, Cooney, Solem,
Mc Lees, Memmesheimer
Also Present: City Attorney Williams, City Administrator

There being no additions or corrections the Minutes of
the 12/5/66 meeting were approved as written.

tatives of the City Employees Association on a Committee

A request was received by Von's Grocery Co., a Delaware Approve Agmt.re
Corporation, for City to execute Agreement regarding
Quitclaiming
quitclaiming easements reserved in the Vacation of Easements
Alley in Block 21, Map of Azusa (between Azusa and San (Von's Grocery
Gabriel Avenues, south of 9th Street). Co.)
Moved by Councilman Mc Lees, seconded by Councilman Cooney
and unanimously carried that the Agreement be approved,
and that the City Council be authorized to execute same
when it has been amended to include the granting -of -
utility.easements by Von's Grocery"Cb.
A report was received by the Committee studying Outdoor
Advertising and Parking in Industrial and Manufacturing
zones.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that the recommendations of the
Committee be accepted, and that the City Attorney be
authorized to prepare the necessary Ordinance.
A communication was received from Wiard Ihnen regarding
one-way traffic on Azusa Avenue.
Moved by Councilman Cooney, seconded by Councilman Mc Lees
that the City Administrator be authorized to write to
Mr. Ihnen and explain that his letter has been forwarded
to the State Highway Department and the jurisdiction is
entirely with them.
The Treasurer's Financial Statement for the month ending
November 30, 1966 was presented to Council, showing Bank
balances of all funds as of that date to be $976,6+6.63.

and unanimously carried to receive and file.
A Resolution was presented designating and establishing
Taxation District for the fiscal year 1967-68, the same
as last year except for the de -annexation to Duarte of
one portion.

The City Administrator submitted his report on increasing Approve req.
the complement in the Police Department by one Police for addt'l.

It was the City Administrators 'recommendation that the
City Council approve an additional employee in the
Police Department, entailing an amendment to the
Resolution increasing complement. The additional pos-
ition would be at Range 12A. Also, that it would be
necessary to amend budget of Department by increasing
allocation to salaries to cover amount needed.
Moved by Councilman Solem, seconded by Councilman Mc Lees
and unanimously carried to approve the recommendation of
the City Administrator and to authorize ruling to amend

The guarantee is running out and should be put on a
Maintenance Contract for preventative maintenance.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that the offer of A.B.C. Refriger-
ation be accepted.
A request was received from Mrs. Junice Robberstad,
' Utilities Commercial Clerk', for an additional five
weeks extension of leave without pay, until 2/6/67.
Moved by Councilman Mc Lees, seconded by Councilman Cooney
and unanimously carried to accept the recommendation to
grant request for additional five (5) weeks leave of
absence to 2/6/67 for Junice Robberstad, Utilities Commer-
cial Clerk in the Light and Water Department.
Moved by Councilman Mc Lees, seconded by Councilman Solem
and unanimously carried to extend the temporary appoint-
ment of Mrs. Forbes as replacement.
We have received a communication from Mr. Donhoff,
Regional Manager II of California Disaster Office of
Regional Defense. It is necessary to again make
application and fill in documents.
A proposed Resolution was presented authorizing certain
persons to sign certain applications and documents for
the City under the Federal Civil Defense Act.
Councilman Cooney offered the Resolution entitled:

The National Little League of Azusa Agreement dated
from 1/15/67 and ending 1/14/72, provides the same
provisions regarding bleachers. The City agrees to
conduct Little League baseball program on the easterly
250 feet of Lee School grounds. Provides water, sub-
ject to approval of the Azusa Unified School District.
Moved by Councilman Mc Lees, seconded by Councilman Solem
and unanimously carried to authorize the execution of
the National Little League Agreement, with the exception
that item (d) of Agreement to be amended as follows:
Formerlysaid just one set of bleachers.
Moved by Councilman Solem, seconded by Councilman Cooney
and unanimously carried to approve Agreement and authorize
Mayor and City Council to execute.
It was the request of the City Administrator that he be
authorized to issue a purchase order to Pacific Copy
Corp., 142 Oregon Street, El Segundo, California, for the
purchase of one (1Pioneer 11 Platemaker and necessary
supplies totaling 550.10. Funds for this purchase are
available in the 5730:440 Multilith Account. After a
careful search, this seems to be the only machine avail-
able in this price range capable of performing the type
work we require.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried that the request of the City
Administrator be granted and that he be authorized to
issue a Purchase Order as requested, in the amount of
$550.10.

A request was received from the City Administrator for Approve vacatic
vacation December 22 and 23, December 27, 28, 29 and 30, for C.Adm.
1966 providing however that such time will be taken off
only if it will not interfere with the work of the office.
Moved by Councilman Mc Lees, seconded by Councilman Cooney
and unanimously carried to approve the request.
Discussion was held on the Teen Post and the problems Discussion on
arising out of lack of volunteers for the program and Teen Post
the possibility of putting some of the boys to work doing
jobs for the City. The Mayor suggested we get more
information and bring to Council, also, to check with
insurance carrier. 'Unl'ess.<work is needed by the City, work should
not be -made especiaTly.for: eenagers. One suggestion,
was to help the Public Works Department, by having some
of these boys clean some of the parkways.
The City Administrator stated he will have a report for
the next Council meeting regarding the insurance. Also,
will endeavor to find out what sums are available from
Federal Action.
The Governor of Zacatecas to visit the City of Azusa Governor of
12/22/66 and the Azusa City Committee would like to hold Zacatecas re:
a reception at City Hall at 3:00 p.m. , coffee and cake Reception &
will be served in the Library Auditorium. After the Dinner, also
reception the Governor to be taken on a tour of the City. luncheon banq.

Dinner will be held in the Governor's honor at Newman's
at 7:30. All City Council and Officials invited to attend.
A banquest will be held in the Governor's honor at the'
Statler Hilton in Los Angeles on Friday, 12/23/66. There
are six (6) Zacatecas Clubs in Los Angeles that have set
up this banquet for the Governor and an invitation has
been extended that any who may attend, do so. It was the
Mayor's suggestion that we authorize members of Council
to attend banquet in Los Angeles at City's expense for
Councilmen, but that Councilmen should defray expense
for their wives.
Moved by Councilman Cooney, seconded by Councilman Mc Lees
and unanimously carried that Councilmen be authorized to
attend banquet in Los Angeles for Governor of Zacatecas.
It was suggested'that City provide Teen Post with a room Suggestion
at the Recreation Center for ping-pong and books which that Teen Post
were donated. This would help the kids by providing a have room at
meeting place. Rec. Center
in The Mayor requested that the City Administrator find out

the rental of meeting place , also light, etc. The last
payment was made by kids having a car wash.
The Mayor stated that he and the Administrator had Rapid Transit
attended a Rapid Transit Meeting and had met with Mtg.

He stated that the facts, as they were outlined in the
' folders, are rather brief and from some of the reactions
heard regarding raising certain funds, this seems to have
been frowned upon by the Board of Supervisors.
