The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Memmesheimer called the meeting to order and led in the Call to
salute to the flag. Order
Invocation was given by Dr. Frank Mason of the First Baptist Invocation

City Attorney Williams entered the meeting at 7:35 p.m.
Council actions for the meeting of December 19, 1966 were
approved as written.
The City Clerk stated that bids were publicly opened in his
office at 10:00 a.m. on Thursday, December 29, 1966, for
the construction of waterlines in Vista Bonita Avenue, Orange
Avenue, Angeleno Avenue, Sunset Avenue and Aspan Avenue. The
City Clerk presented the Affidavit of Proof of Publication of
Notice Inviting Bids, and stated that bids were opened in the
presence of Councilman Cooney, City Engineer and City Clerk.

A communication was received from the Royal Pipeline Construc-
tion Company requesting Council consideration of releasing
their company from the bid submitted, due to an error of
$10,144.92, and rejecting the original quotation.
A memorandum was received from the City Engineer recommending
that Council approve the request for the withdrawal of the bid
by Royal Pipeline Construction Company, and that the remaining
bids be rejected; also, he felt that minor revisions could be
made which would lower the construction cost; and that the
City Clerk be authorized to re -advertise the project with re-
visions as recommended by him.
Moved by Councilman Cooney, seconded by Councilman Solem and
unanimously carried that the recommendation of the City Engineer
be accepted to approve the withdrawal of the bid from Royal
Pipeline Construction Company, and reject all remaining bids

explained by the City Engineer, and authorize the City Clerk
to re -advertise for bids on the project.
Notice was received of the annual meeting of stockholders
of the Azusa Agricultural Water Company, 18352 East Foothill
Boulevard, Azusa, to be held on Monday, January 16, 1967, at
10:00 o'clock a.m., for the purpose of electing a Board of
Directors for the ensuing year, and transacting other business.
The City Council is requested to appoint a Proxy to represent
the City at the meeting.

Mayor Memmesheimer submitted the name of Councilman McLees
as Proxy to attend the meeting as the representative of the
City.
Moved by Councilman Solem, seconded by Councilman Cooney and
unanimously carried to approve the recommendation of the
Mayor that Councilman McLees be appointed as Proxy for the
City of Azusa at the meeting of stockholders of the Azusa
ricultural Water Company.

Moved by Councilman Cooney, seconded by Councilman Rubio and
unanimously carried authorizing that permission be granted
and a license issued to hold the auction as requested.

Chamber of Commerce.
A communication was received from the San Gabriel Valley
Appt.liaison
Municipal Water District requesting each of the four city
officer
councils to appoint a liaison officer to represent their city

at meetings of the SGVMWD board.
Memmesheimer stated that he would like to serve as

aison officer, with City Administrator Foxworthy as alter-
te, providing the District will schedule the meetings at a
more appropriate time.
Moved by Councilman Cooney, seconded by Councilman McLees and
unanimously carried that the Mayor's recommendation be accepted
that Mayor Memmesheimer be appointed as liaison officer to
represent the City, with City Administrator Foxworthy as
alternate liaison officer.
Moved by Councilman McLees, seconded by Councilman Cooney and
unanimously carried authorizing the Mayor to write a letter
to the San Gabriel Valley Municipal Water District asking that
the board meetings be scheduled in the evening and at an
established time which would be more favorable for maximum
attendance.
A petition signed by the tenants of the Sylvan Villa Mobile Petition
Home Estates was presented requesting correction of the Sylvan Villa
flooding conditions on the access road at 830 South Azusa Mobile Home
Avenue.

Division of the State Division of Highways requesting that
relief to the State highway be provided, with a report to

The City Clerk advised Council of the General Membership
meeting of the Los Angeles County Division of the League of
California Cities to be held at the Los Angeles Turf Club,
Santa Anita Race Track, on Thursday, January 19, 1967.
Reservations for the dinner must be made with the office of
the City Clerk, to be forwarded prior to January 16, 1967.

check in the amount necessary to pay for the dinner

A communication was received from District Attorney Evelle
J. Younger with an attached memorandum describing proposed
laws included in the legislative program, suggesting Council
consideration and endorsement.

Notice was given that the Planning Commission, per Resolution

side yard setback from 10' (corner lot side yard) to 6P, on
property at 345 N. Pasadena Ave., applied for by Leonardo

Notice was also given that the Planning Commission, by
Resolution No. 646 (Case C-69), granted a Conditional Use
Permit allowing the construction of a 15' x 30' room
addition to a residence with a non -conforming rear yard
of 211, on property at 724 E.Hanks Street, applied for by
H. N. Hill.
No action was taken by Council on the above items.
Ordinance was presented which amends paragraph 10 of
bsection (b) of Section 9230,51 of the Municipal Code
relating to parking spaces required for warehousing,
industrial and manufacturing establishments, and similar
uses permitted in the M. zones,
Councilman Solem offered for first reading the following
Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING A PORTION OF SECTION 9230.51 OF THE AZUSA MUNI-
CIPAL CODE RELATING TO REQUIRED OFF STREET PARKING FOR
WAREHOUSING, INDUSTRIAL AND MANUFACTURING USES.
Moved by Councilman Solem, seconded by Councilman McLees and
unanimously,carried that further reading be waived.
An Ordinance was presented for first reading amending
Section 6129 of the Municipal Code stating the business
license fee for persons engaged in the business of out-
door advertising, etc.
Councilman Solem offered for first reading the following
dinance entitled:
ORDINANCE OF THE CITY COUNCIL OF AZUSA AMENDING SEC -
ON 6129 OF THE AZUSA MUNICIPAL CODE RELATING TO THE
BUSINESS LICENSE FEE ON THE BUSINESS OF OUTDOOR
ADVERTISING.
Moved by Councilman Solem, seconded by Councilman Cooney
and unanimously carried that further reading be waived.
A Resolution was presented amending that portion of Exhibit
A attached to Resolution No. 4693, as adopted July 20, 1964,
relating to the complement in the Police Department and
the Public Works Department,

Harry Lloyd Wootan, Clifford A. Bradshaw, Anthony DiMaggio,
Robert Dean McClung, David Emmanuel Sandifur, Carl Eugene
Harder, Jr., Edward Norman Dare, and Kendall Alfred Gradoville.

and to direct the Planning Department to inform County resi-
nts regarding advantages of annexing to the City. Also,

unanimously carried to authorize the advertising of Bids for
Project No. 444.
A request was submitted by the City Administrator for P.Foxworthy
approval to serve as a member of the League of California member of
Cities' Committee on Undergrounding Utilities, with expense LCC Com.
for attendance at meetings to be paid by the City.

The City Administrator advised Council of a Civil Defense Civ.Def.
Training program course to be held in Los Angeles, beginning training
January 30th through February 3rd, and requested Council course
permission for attendance qy him, as Civil Defense Director,
and Mrs. Gilbertson, as Assistant Civil Defense Director,
with necessary expenses for travel and meals.

for the Civil Defense Director and Assistant to attend the

Appreciation from the New Hampshire Municipal Association Apprec.

A communication was presented from Congressman Glenard P. Sister City
Lipscomb regarding the recent visit of Governor Jose Rodriguez Program
Elias of the state of Zacatecas, Mexico, and commending the
City of Azusa and its residents for the generous display of
hospitality and contribution toward greater understanding and
harmony among the people of the world through the Sister City
program.
,was the consensus of Council that official recognition
ould be sent to Governor Elias of the state of Zacatecas,
xico, expressing the City's appreciation of his visit to
our City. Mayor Memmesheimer expressed appreciation of the
letter from Congressman Lipscomb and for his interest in our
Sister City program, and requested authorization to direct a
letter to the Governor of the state of Zacatecas thanking him
for his visit to our City and presentation of gifts from their
community; also, indicating our continued sincerity in the
Sister City program. The Mayor further requested permission
to direct a letter to Congressman Lipscomb acknowledging his
interest in our Sister City project.
Moved by Councilman Cooney, seconded by Councilman Solem and
unanimously carried that permission be granted for the Mayor
to write to Congressman Lipscomb and to direct such a letter
to the Governor of the state of Zacatecas, with a copy to
Congressman Lipscomb; and that a letter of appreciation be
written to the Sister City Committee commending them for their
efforts on behalf of the program.
The City Administrator and City Engineer advised Council that Beautification
plans for the beautification project are progressing, and project
that certain types of installations are being checked, and
e designs and plans will be ready for Council shortly.

as to the cost of the street decorations in relation to the
amount of money contributed by the local merchants, and what
percentage is paid from City budgeted funds. It was suggested
by Councilman Solem and concurred in by Council that an
accounting of contributions from merchants this year as
compared with former years be compiled for Council information.
A question was raised concerning any penalty clause in the
contract with Hoffman Decorating Company regarding the main-
tenance of the overhead lights. The City Administrator was
asked to determine what action was taken regarding this item
