The City Council of the City ofAzusa met in regular session
at the above time and place.
Mayor Memmesheimer called the meeting to order and led in Call to Order
the salute to the flag.
Invocation was given by Reverence W. C. Schnute of Concoodia Invocation
Lutheran Church.

The City Clerk announced that bids were opened -in his Bids relocation
office at 10:00 AM on February 16, 1967 for the relocation electric Dstrb.

of Light and Water to sward bid to Cal Electric Company, with

The table item regarding employment of Teen Post members Tabled Item
for part time work (from 1-3-67 meeting) was brought to RE: Teen Post
Council.

and unanimously carried to raise from the table.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to agree in pricniple with basic
precepts that created Teen Post program and give Azusa Teen
Post its moral support, and urge individuals, Service Clubs,
PTA's church groups and other organizations in City to
volunteer any and all assistance they may be able to give in
support of program. (Open meeting 3-1-67, 7:30 PM for those
interested in Teen Post.)

and unanimously carried to accept resignation, with regret,
effective March 15, 1967.

and unanimously carried that Personnel Board study present
qualifications and job specifications for Accounting Director
and submit recommendations to Council as to new qualifications,
encompassing a certain function.
The City Clerk presented for Council consideration proposed
amendments to Ordinance #760, Sections 2623 and 2624 as
apply.:to bid openings. It was suggested that some of the
wording be changed in order to simplify bidding procedures
with regard to officers of the City being present and able
to evaluate the bids properly.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that Attorney prepare Ordinanace
amending Sections 2623 and 2624 of Municipal Code, after
discussion with City Administrator and City Clerk.

and unanimously carried that recommendation of City Engineer
be accepted to approve request for abandommnet and that County
Department of Real Estate Management be notified that City does
not protest requested action by County.

Notice was received that a meeting to be called by Mayor
Yokum of Alhambra, on March 9, 1967, of the four cities
of the San Gabriel Valley Municipal Water District, and
request authorization for Ed Taylor to attend. Meeting
to be a joint study session on the future water needs and
facilities to serve the four cities involved in SGVMWD.

The City Treasurer's Financial Statement was submitted Financial

and unanimously carried to accept recommendation of Planning
Commission to grant relocation permit, subject to Building
Department restrictions.
The City Attorney informed Council of letter from Mr. Glenn
Watson regarding road for Mr. Heyden's use, to be obtained
by right -of -entry from Corpos of Engineers along WS of
W. San Gabriel River Channel Levee; City Attorney pointed
out that City Engineer had received notice from Corps of
Engineers that righ of entry for said road would be granted
under certain conditions and City indicated it would accept
R/E if Mr. Heyden would perform all necessary conditions at
his expense; Mr. Heyden requested a letter from City stating
that it would do so, which he wanted before he guaranteed

performance in order that he could show the rock companies
that it was possible to obtain a roadway for the delivery
of rock from his quarry, since Mr. Heyden requires a contract for
the sale of rock before he will agree to pay the cost of
the road; City Attorney submitted a proposed letter and
suggested certain amendments.
Moved by Councilman Cooney, seconded by Councilman Solem
'and unanimously carried that City Clerk be authorized to
send letter to Mr. Heyden as requested, with amendments.
The Monthly Reports from the various departments, Boards
and Commissions were submitted for Council consideration.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to receive and file.
The City Administrator submitted the appointment of Joann
Edwards as police clerk, probationary, Step #1, effective
2-16-67.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to confirm appointment of Joann
Edwards to Police Department;
The resignation of Darlene M. Smith, Senior Police Clerk,
in the Police Department, effective February 17, 1967,
was presented to Council; with a request to fill the
position as soon as an eligibility list is available.
Moved Councilman Cooney, seconded by Councilman Rubio and
unanimously carried to accept the resignation.
'Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried to authorize appointment of Senior
Police Clerk from next available eligibility list.
A preliminary report and recommendation of Finance Committee
regarding SERS contract amendment with widow and survivors
benefits for safety memberswas presented for Council
consideration with request that an actuarial survey be
done to determine the amount of increased contributions
required by City and over what period of time this could
be allowed.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to accept recommendation of Finance
Committee to request up to date actuarial survey and other
information from SERS, with cost to be paid by City.
Recommendation was received from City Engineer for execu-
tion of Notice of Completion re: Slurry seal contract
with asphalt coating company.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to authorize execution of Notice
of Completion and recording thereof.
'City Engineer presented plans and specifications for
beautification of State Highways (Project 446), consisting
of nine islands on Foothill Blvd. and Azusa Ave. The
estimated cost of construction is $5600.00. Also requested
that City Clerk be authorized to proceed with advertisement
for bids.

and unanimously carried to approve plans and specifications
as submitted.

City Engineer submitted plans and specifications for proposed Plans & Specs
roof for Reservoir No. 1 located at the southwest corner proposed roof
of Sierra Madre and Dalton Avenues. The estimated cost forReservoir #1
for the construction of the roof including necessary
structural preparations is $21,000.00; and if plans and
specifications are approved, that City Clerk be authorized
to advertise for bids.

and unanimously carried that plans and specifications for
roof be approved as submitted.

and unanimously carried to authorize City Clerk to advertise
for bids. Bid opening set for March 16, 1967.
Recommendation from the Police Chief and City Engineer Recomm. for
requesting that stop signs be installed at Fondale Avenue, stop signs at
at east side of Cerritos Avenue and Virginia Avenue at Fondale &
First Street. Also recommended that City Council adopt Virginia Aves.
resolution setting stop signs at these locations.

and unanimously carried to instruct Attorney to prepare
necessary resolution regarding stop signs as requested.
City Engineer requested approval of proposed Master Plan Master Plan of
of City Yard, and approving preliminary desing of Light City Yard & L&W
and Water construction office, and authorizing preparation constr. office
of drawings and specifications.

and unanimously carried to approve proposed Master Plan of

The City Administrator presented a report regarding employee Report on emplo-
questionnaires that were sent to city employees. 85 yee questionnair
responses were submitted and read and dealt primarily
with general salary and fringe benefit dissatisfaction; working
environment; inability to advance and individual complaints
of specific superiors.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to accept report with copies to be
forwarded to Personnel Board, Employees Association and
Police and Fire Association.
Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried that questionnaires remain in cis tody
of City Administrator.
Consideration of proposed legislation affecting the Brown
Act, named SB 133 and AB 245 which propose amendments to
the Brown Act and AB 127 pertaining to the hiring standards
of firefighting personnel was submitted to Council.
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that a letter be prepared for the
Mayor's signature, addressed to legislators with copy to
League of California Cities, stating reasons for opposing
AB 127 - fire fighting personnel standards and SB 133 and
AB 245 - amendments to Brown Act.
City Administrator presented a report on the flooding
conditions at Sylvan Villa Mobile Home Estates. He
advised that the area is drained by a culvert extending
southerly approximately 650 feet to the Big Dalton Wash
and the entire area is located outside the City limits.
Therefore, contact was made with the County Engineering
Department, and Division of Highways and that matter
was being investigated by them.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to receive and file report.
The Police Chief submitted specifications for the purchase
of six police units - Pontiacs - and authorization for
bid call.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to approve specifications as
submitted and to authorize City Clerk to advertise for bids.
Bid opening now set for March 16, 1967.

Notice was received of General Assembly meeting of SCAG
to be held February 24, 1967 at 9:45 AM at Statler-Hilton
In Los Angeles.
No action taken by Council. Councilman Rubio and Councilman
Solem plan to attend the meeting.
The resignation due to retirement of Maurice J. Lynch,
Storekeeper, effective March 12, 1967, was presented to
'Council.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to acceptxesignation and that
a plaque be prepared to be presented to Mr. Lynch, with his
service pin at the March 20, 1967 meeting. It was also
suggested that if any other employees are due for service
pins that they be awarded at that meeting also.
City Administrator presented an oral report regarding
directional signs on Foothill Blvd., Azusa Avenue and
San Gabriel Avenue, requested by First Christian Church.

and unanimously carried to deny request for signs on State
Highways but permit signs on City property when approved by
City Engineer.

City Administrator reported that Unit 800, Harley Davidson Harley-Davidson
motorcycle has been removed from service and that Police out of service
Chief requested authorization for sale of this radar unit, req, for sale
to be replaced by another patrol car next year at budget
time.

and unanimously carried that motorcycle be put for bid or
sale.

Discussion was held regarding opening of Boys Market
and $360 received toward Boy Scout building fund, plus
pledge of additional $200, to be placed in checking
account entitled "City Scout Building Fund". Mayor
suggested a letter of thanks be sent to Boys Market for
contribution of funds by merchants instead of flowers.
Mayor also suggested that Councilman Solem and City
Administrator should administer funds and thatAdministrator
set up checking account with both Councilman Solem and
Administrator to OK bills to be paid out of this fund.
The verbal resignation from the Planning Commission of
Stephen A. Paul was requested for acceptance, to be
effective February 23, 1967.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that verbal resignation of Stephen
A. Paul be accepted and plaque be prepared for his past
services.
Mayor recommended appointment of Gerald H. Murray to fill
vacancy in the Planning Commission.
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that recommendation of Mayor be
accepted and Attorney prepare Resolution of appointment of
Gerald H. Murray to Planning Commission.

Councilman Cooney suggested that Administrator ask Chamber Req. of Chamber
of Commerce to notify Council members of any opening or to notify of
ground breaking ceremonies or activities. Administrator ground breaking
to submit letter to Chamberof Commerce. ceremonies
Mayor reminded Council of Bicycle Awards on February 24,
1967 in City Auditorium and of Economy Run on Saturday,
March 4, 1967 at 6:30 AM.
The City Clerk read in full a Resolution authorizing
the payment of warrants by the City.
Councilman Cooney offered for adoption the Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDSOUT OF WHICH THE SAME ARE TO BE PAID.
