Mayor Memmesheimer called the meeting to order and led in Call to Order the salute to the flag. Invocation was given by Dr. Frank Mason of First Baptist Invocation Church. Present at Roll Call: Councilmen: Rubio, Cooney, Solem, Roll Call McLees, Memmesheimer Also Present: City Attorney Williams, City Administrator Foxworthy, City Engineer Sandwick, Superintendent of Light & Water Smith, Planning Director Smith, City Clerk Miller. There being no corrections or additions, Council Actions of 2/20/67 stand approved as written. City Clerk announced that bids were opened in his office for improvement of Aspan Avenue from its present terminus southerly of Third Street to First Street (1911 Act - Assessment District No. 1965-1). Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to file Affidavits of publication and Posting of Notice Inviting Bids. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to refer 12 bids received to City Engineer for checking and report to Council later during the meeting. Moved by Councilman Cooney, seconded by Councilman McLees to defer awarding of bid to 3/20/67 meeting and to refer all bids to Special Counsel Sorensen, as recommended by City Engineer. Bids for impro- vement of Aspar Ave. The hour of 7:30 p.m. being the time set for public hearing Pub.Hrg. on on appeal from Variance to permit the installation of appeal frm.Var. advertising signs exceeding the allowable sign area and (Case V-183 - sign height in C-2 zone, on property at 330 N. Citrus Ave. Edith A. Bower: (Case V-183 - P.C. Resolution 649 - Edith A. Bowers). Moved by Councilman Rubio to continue hearing until Police Department submits report of incidents at location and also report received from Planning Commission, City Engineer and City Administrator re: correction of problem Motion died for lack of second. Moved by Councilman Cooney, seconded by Councilman Solem and carried to continue hearing to 3/20/67 meeting and that Planning Director and City Engineer submit recommendation re: lighting in connection with Variance. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that Police Department furnish all incident reports re: operation of Jack-in-the-Box drive-in business, 330 N. Citrus, with any recommendations for improving conditions at this location, for 3/20/67 Council meeting. City Treasurer submitted communication re explanation of bank deposits, as requested by Council. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that communication be filed. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Finance Committee meet with City Treasurer re: deposits, and report to Council.
