CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1967 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and Call to Order
led in the salute to the flag.
Invocation was given by Rev. Paul E. Farrell of the Invocation
First Christian Church
Moved by Councilman Mc Lees, seconded by Councilman Solem Excuse Cncl.
and unanimously carried to excuse Councilman Cooney from Cooney from mtg.

There being no corrections or additions, the Council
Actions of 4/3/67 stand approved as written.
Councilman Rubio presented a -5 -year service award pin to
Edgar C. Foster, Jr., in the Public Works Department.
The Mayor presented a Certificate of Appreciation to
Mrs. B. L. Miller, selected as Mrs. Older American of
Azusa for her accomplishments and help to others during
1966, and offered his and Mrs. Memmesheimer's services
by accompanying Mrs. Miller to the County Program on
4/29/67.

The continued item from the March 20, 1967, Council Re: Personnel in
meeting was brought to Council's-ettention on the consid- Acctg.Dept.
eration of employment of qualified personnel in the Account-
ing Department during the readjustment period.
Moved by Mayor Memmesheimer, seconded by Councilman Mc Lees
and unanimously carried that the Personnel Board be requested
to hold an exam for Account Clerk at the earliest possible
date.
Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried that Mrs. M. D. Litzmann, tem-
porary Account Clerk be terminated until such time as she
qualifies thru an exam; also authorization to employ
another temporary Account Clerk, for a period not to
exceed 90 working days, until an eligibility list is
established.
Continued from the April 3, 1967, Council Meeting was the
Personnel Boards recommendation on the revision of the
experience requirements establishing eligibility for the
position of Fire Captain. The recommendation extends the
present requirement of 4 years in the Department of which
2 must have been as a Fire Engineer, by the addition of
the requirement of 5 years of continuous experience as a
Fireman.
Moved by Councilman Rubio, seconded by Councilman Mc Lees
and unanimously carried to instruct the City Attorney to
prepare a Resolution adopting the new classification
schedule for Fire Captain, in place of the old schedule.

The City Clerk presented a request by Maury Slavkin,
auctioneer, to conduct a one -day auction sale of furni-
ture, etc., on Sunday, April 30, 1967, at 11:00 a.m.,
at 121 W. Foothill Blvd. -Sleepmaster Shops, Inc.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried that permission be granted to hold
the auction sale as requested.

Notice was received from the Azusa Band Boosters Club on Maytime Band

and unanimously carried that Council advance $50 to any
member wishing to attend Maytime Band Review, as accoun-

Notice was received of a "No -host" dinner honoring
Assemblyman Harvey Johnson of the 58th District, 4/21/67,
at T & J's Restaurant in Rosemead; also a proposed
Resolution of Commendation.

Moved by Councilman Mc Lees, seconded by Councilman Solem
and unanimously carried to file statement.
The Mayor notified Council of the City Treasurer's com-
munication to the Finance Committee, dated 4/14/67,
regarding bank deposits and balances for March 1967, and
suggested that the Finance Committee re-evaluate the
situation in the latter part of May, 1967.
Notice was received that the Planning Commission by
Resolution No. 664 (Case V-198 - Wm. R. Hofstetter) -
granted a Variance permitting construction of a room
addition which will encroach 9 ft. into required rear
yard setback, on property at 1041 East Gladstone Street.
No action by Council.
Notice was received that the Planning Commission by
Resolution No. 665 (Case V-199 - Burt C. Gentle)
granted a Variance to permit construction of a single-
family residence which will encroach 17 ft. into re-

The City Attorney informed Council of a letter from
Right -of -entry
Mr. Glenn Watson regarding a road for Mr. Heyden's use,
west side of
to be obtained by right -of -entry from Corps of Engineers,

Engineer had received notice from the Corps of Engineers
( Heyden)
that right -of -entry for said road would be granted under
certain conditions and the City indicated it would accept
road easement if Mr. Heyden would perform all necessary
conditions at his expense; Mr. Heyden requested a letter
from the City stating that it would do so, which he
wanted before he guaranteed performance in order that
he could show the rock companies that it was possible to
obtain a roadway for the d elivery of rock from his quarry,
since Heyden requires a contract for the sale of rock
before he will agree to pay the cost of the road. The
City Attorney submitted a proposed letter and suggested
certain amendments.

report on the drainage problem existing at the Crystal
View Subdivision at Bancroft Street and Sunset Avenue.

Community Shelter Planning course for local officials
in the Los Angeles Area, May 8 -10th, 1967.

and unanimously carried that the City Attorney be authorized attend LCC
to attend the Spring Meeting of the City Attorney's mtg.,Sacramento,
Department of the League of California Cities, in Sacramento, 5/3-5/5
May 3 thru 5, with the City to pay half of his expenses.
The matter of the location of the new Police Facilities Location of

re: making recommendations for possible sites for this build-
ing and authorize them to call in any people they feel
might help them in their selection, such as the Beautifi-
cation Committee, Park and Recreation Commission, Engineer-
ing Department, or any other functional Departments of the
City,keeping in mind the redevelopment program .
A request was received from the Superintendent of Light Change Orders on
and Water for authorization to make necessary Change relocation of
Orders on relocation of electrical facilities, Foothill electrical fac.
Freeway, with most of the Change Orders to be paid by
the State Division of Highways.

' and unanimously carried to grant authorization to Super-
intendent Smith, with signed details to be submitted to
Council on each Change Order.
Joann D. Edwards, Probationary Police Clerk submitted
her resignation, effective 4/14/67.

and unanimously carried to accept the resignation of
Probationary Police Clerk Joann D. Edwards, effective
4/14/67 at 8:30 p.m., and authorize appointment of a
probationary Police Clerk as soon as eligibility list

on the selection of Mr. Al Downard as their representative Bus.Lic.Comm.
on the Business License Study Committee.
Mayor informed Council of the 5th annual "Into Their Shoes
Conference" sponsored by Covina Rotary Club, with compli-
mentary banquet invitation for Mayor and guest. As the
Mayor will be out of town, Councilman Mc Lees said he
would try to attend and let the City Clerk know in
advance. The Conference is to be held 4/20/67.
