HomeMy WebLinkAboutMinutes - May 15, 1967 - CCCITY HALL AZUSA, CALIFORNIA MONDAY, MAY 15, 1967 The City Council of the City of Azusa met in regular session at above time and place 7:30 p.m. Mayor Memmesheimer called the meeting to order and led in Call to Order the salute to the flag. Invocation was given by Pastor T. A. Nickum of Azusa Invocation Seventh Day Adventist Church. I Present at Roll Call: Councilmen: Rubio, Cooney, Mc Lees, Roll Call Solem, Memmesheimer. Also Present: City Attorney Williams, City Adminis- trator Foxworthy, City Engineer Sandwick, Superintendent of Light & Water Smith, Planning Director Smith, City Clerk Miller. 1 1 Council Action of 5/1/67 stand approved as written. Service Awards to Employees: Councilman Solem made presentations to Police Chief A. L. Kendrick (20 yr.), Police Lieut. C. Elkins (20 yr.) and A. Lucero of Park Department (10 yr.). Mr. Lucero of Park Department was not present; Councilman Rubio gave the 10 -yr. award to Department Head Mr. Sandwick. Construction of Gladstone Street and Vincent Avenue. (Project #454) Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to accept recommendation of City Engineer to award contract to D & G Concrete Construction, low bidder ($23,147.87) and to return bid securities to unsuccessful bidders after contract has been signed. Larson of City Engineer to award contract to M. C. Larson, low low bidder bidder for Alt. #2 $30,819) and to return bid securities to unsuccessful bidders after contract has been signed. Purchase of four (4) Transformers (25 KW, 12,000 volt Pur. of four primary). Transformers Moved by Councilman Cooney, seconded by Councilman Bid awarded to Rubio and unanimously carried to accept recommendation General Electric of Superintendent of Light and Water to award Contract low bidder to General Electric Co., low bidder ($8,760) and to return bid securities to unsuccessful bidder. Public Hearing on recommended amendment to Zoning Chapter of the Municipal Code re: Section 9230.40 (1) and (m) and further subsections pertaining to fences (Yards) - Planning Commission Resolution #667. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to send back to Plan- ning Commission and continue hearing until 6/5/67 meeting. Public Hearing on Weed Abatement Program. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried to close hearing. Moved by Councilman Solem, seconded by Councilman Mc Lees and unanimously carried to instruct Superintendent of Public Works to proceed with Weed Abatement Program according to approved list. Grandin Ave. Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried to raise from the table. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to send a bill to Mr. Crouch for $60. for planting, removal and clean-up, and that Public Works Deptartment arrange to replace damaged tree with 15 -gallon tree of same variety. Azusa Ave. Self -Defense school Moved by Councilman Rubio, seconded by Councilman Appr. license Cooney and unanimously carried to approve granting with certain of business license subject to present and future conditions employees, or anyone operating as owner or other- wise, being checked by Police Department; that all operations for women be held at separate times than ' for men, and that duplicate certificate of liability insurance be filed with City. Request for celebration of National Flag Day, with Celebration of ceremony at City Hall on 6/14/67 (Proclamation National Flag signed by Mayor). Day Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that City cooperate as to P.A. system, adequate lighting, chairs if available, Police Department assistance with march to City Hall, and cooperation from any Departments necessary, and that this program be handled by City Administrator. Letters questioning proposed Federal Program re: Federal Program downtown area rehabilitation from: downtown area 1. Tyck's Jewelers 2. Foothill Drug. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that copies of both letters be sent to each member of the Downtown ' Study Committee. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that City Administrator acknowledge receipt of these letters, stating disposition. Request by Azusa Junior Woman's Club for Garage- Req. for garage Rummage sale at 401 E. 11th Street, on Saturday, sale 5/27/67• Moved by Councilman Solem, seconded by Councilman Req. granted Cooney and unanimously carried to grant request. Request from Los Angeles County Fair Assn. for permission to hang street banners announcing 1967 Los Angeles County Fair (late August till close of Fair). ' Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to grant permission for banners to be hung no sooner than 9/1/67 and removed by 10/4/67; that Valley Decorating Co. contact City Engineer re: encroachment permit and installation arrangements, and that Mayor's name be eliminated from courtesy credential list, with City Administrator to write letter. Consideration of possible Ordinance regulating or controlling the sale and purchase of used copper wire, etc. Moved by Councilman Solem, seconded by Councilman Mc Lees and unanimously carried to instruct City Attorney to prepare Ordinance re: new or used copper wire (covered and bare), adding wording as in San Bernardino's Ordinance where applicable. Public Hearing on Cerritos Ave. grade crossing, con- sideration of engaging Special Counsel to represent City at hearing. Moved by Councilman Mc Lees, seconded by Councilman ' Solem and unanimously carried that City Engineer Sandwick request Attorneys Glenn Watson and Richard Terzian to submit proposals re: jointly representing City in this matter of Cerritos Ave. cross-over. Notice from Alcoholic Beverage Control of Original Application for On -Sale Beer License by E.A. Aguilar (completion date is 6 months after approval) for premises 1044 W. Gladstone Street. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to file Notice. Recommended classification specs and salary for Public Works Director. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that proposed clas- sification schedule for Public Works Director be referred back to Personnel Board to write new job classification schedule for City Engineer, containing, however, the same qualifications, experience and duties as set forth in classification submitted, and with such salary recommendation as they see fit, but re -written in such a way as to add duties to existing position of City Engineer. Rubio and unanimously carried to file communication 806 and 877 from Assemblyman Wakefield, requesting support of A.B. 8o6 and 877. City Clerk reported that time has elapsed for filing Prop. So. Annex. petition for innabited Annexation #62 (between Cerritos #62 and Donna Beth, south of Gladston - surrounding Murray School). Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to authorize City Attorney to prepare Resolution terminating pro- ceedings in Proposed So. Annexation #62. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that a letter, signed by the Mayor, be sent to all Planning Commission members regarding the importance of attendance at Planning Commission meetings and the responsibility of each member to inform either the Chairman or Planning Director, prior to a meeting, of the circumstances requiring his absence; also, if a member feels that attendance requirements cannot be met, that he should feel free to submit his resignation. The City Administrator reported to Council that the earliest date for a visit to the Wilshire Blvd. offices of IBM is 5/31/67, either in the afternoon or evening. It was the consensus of Council that the evening of May 31st would be desirable. No action taken. Terminating proceedings in Prop. Annex.#62 Letter to all Plann. Council agreed that this request had previously been made.
