The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and
led in the salute to the flag.
7:30 p.m.
Invocation was given by Reverend Albert Duggan of
St. Frances of Rome Catholic Church.

The Council Actions of 5/15/67 and the Minutes of the
Adjourned Meeting of 5/17/67, were approved as written.
Councilman Solem presented a Service Award for ten (10)
4" years service to the City to Police Officer D. McCullen,
N and a five year serviceaward to R. Billingsley, in the
Fire Department. As R. Currington of the Fire Department
was not present to receive his five (5) year service
A award, R. Billingsley accepted the award on his behalf.
The hour of 7:30 p.m. being the time set for the consid-
eration of bids for the purchase of one new heavy duty
line construction truck with heavy duty derrick and
heavy duty digger and body.
As the Jumbo Equipment Company, low bidder, did not use
' City printed specifications which included form of Pro-
posal Sheet but printed up a complete list of the equip-
ment that they submitted with bid, listing most of the
other component parts as accessories, not giving make,
brand, type or capacity, or any literature on same, it
is the recommendation of the SuperintendErtof Light and
Water that the bid of Pitman Manufacturing Co., in the
amount of $40,003.00 be accepted.
Mr. J. Floxx, representative of Jumbo Equipment Co.,
spoke in support of his, company's bid.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to continue action on this matter
until the 6/6/67 adjourned Council meeting.

The hour of 7:30 p.m. being the time set for the consideration
of bids on the construction of a Light and Water Construc- Award bid to

It was the recommendation of the City Engineer that if Const.Off.Bldg.

The hour of 7:30 p.m. being the time set for the Continued Recom.amend.to
Public Hearing on the recommended amendment to Zoning Zoning Chap.of
Chapter of the Municipal Code by the addition of Subsection M.C.re:land-
(g), Section 9230.52, pertaining to the landscaping of scaping of prkg.

the meeting of 7/17/67.
The hour of 7:30 p.m. being the time set for the con-
tinued Public Hearing on the recommended amendment to
the Zoning Chapter of the Municipal Code pertaining to
Section 9230.40 (1) and (m) and further subsections
pertaining to fences (YARDS) - Resolution No. 667 -
Planning Commission initiated - continued from 5/15/67
meeting.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to continue this matter to the
meeting of 7/17/67.
A request was received from the Seventh Day Adventist
Church for the use of the City Auditorium for church
services, four nights per week, 1/13 through 3/9/68,
from 6:30 p.m. to 9:30 p.m.
Moved by Councilman Cooney, seconded by Councilman Mc Lees
and unanimously carried to grant permission subject to
use of Auditorium by City.
A request was received from W. F. Becher, for business
license, for Holter's Movieland Animal Park, Inc., for
a zoo at Foothill Center, 6/13 thru 6/17.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried that permission be granted upon
receipt of $25. business license fee and a copy of
insurance in the amount of $500,000. holding City harm-
less.

Notice was received of a Claim for damages against the Claim against
City of Azusa and -the -Azusa -Police Department, from City
Milton Wasserman, Attorney at Law, representing Charles (Charles Curtis)
Curtis. Mr. Curtis is requesting $10,000 compen-
satory and $25,000 punitive damages.
Moved by Councilman Cooney, seconded by Councilman Mc Lees
and unanimously carried to deny claim and refer to the
City's insurance carrier.
A communication was received from the Azusa Herald &
Pomotropic stating the legal advertising rate for the
next year.( 7/1/67-6/30/68).
Moved by Councilman Cooney, seconded by Councilman Mc Lees
and unanimously carried to approve proposal from the
Azusa Herald for the legal advertising rate.
A request was received for the execution of Agreement
between the Azusa Unified School District and the City
for the City Recreation Program for the fiscal year
7/1/67 thru 6/30/68.
' Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to authorize the execution of
Agreement in the amount of $35,085.00, from the Azusa
Unified School District for community services - City
of Azusa Recreation.
Notice was received of the Annual Meeting of the Foothill Annual Mtg.of
Freeway Association, to be held 6/15/67, at the Glendora Foothill Frwy.

City Administrator be authorized to attend.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried that Planning Commission members,
City Engineer and the Planning Director be authorized to
attend.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that those wishing to attend,
notify the City Clerk so reservations may be made and a
warrant issued to cover dinner.

A communication was received from the law offices of grade crossing
Richards, Watson & Hemmerling, stating that the only
basis on which they can quote a fee for legal services,
would be on the basis of the amount of lawyer time required,

on that basis, with Mr. Terzian's time being billed at
$40.00 per hour and Mr. Watson's time at $60.00 per hour.
They estimate a minimum fee of $2,500., and would bill
for any time actually expended in excess of that amount.

specified rates.
Tony Contreras, Police Reserve Officer, submitted his
resignation, effective 6/1/67.

The City Engineer submitted a request for approval of a
Change Order in the amount of $62.69 for waterline con-
tract in Vista Bonita and other streets - Project #453 -
Royal Pipeline Construction .
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried to authorize this additional
expense of $62.29.
It is the recommendation of the City Engineer that the
Notice of Completion be recorded on the construction of
Aspan Avenue from First Street to Third Street -
F. W. Richter Construction, Inc.
Moved by Councilman Solem, seconded by Councilman Cooney
and unanimously carried to authorize the execution of
the Notice of Completion and that same be recorded.
All of the improvements required at the time of recording
of Tract 25309 have been completed.

A request was received from the Gestetner Corporation of
the execution of Agreement for a duplicator service
contract at $50. per year.
Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried to execute the Agreement.
A request was received for the approval and execution of
Permit to drill two observation wells upon dedicated
streets by the County Flood Control District.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to approve the permit and to auth-
orize execution of permit as requested.
A request was received on the approval and execution of
contract from Pitney Bowes for the postage meter.
Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried to authorize execution of the
contract.
A request was received from Frank Pollock, Welder, in the
Water Department for replacement of glasses broken on the
job.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to authorize payment for the
replacement of glasses for Frank Pollock.

A request was submitted by the Acting Superintendent of Approve auth.fox
Public Works for authorization to employ four part-time 4 -part-time
students at the rate of $1.50 per hour during the period students from
from June 19, 1967 to September 15, 1967. 6/19-9/15/67
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to authorize the employement of
students as requested.
A request was received from Dorothy Bruce, Acting Senior Approve change
Account Clerk, for a change in working hours on a temporaryof hrs.D.Bruce
basis due to an injury and special treatment needed. on temp.basis
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to approve the request for a tem-
porary change in working hours from 7:30 a.m. 4:00 p.m.
until July 17, with reconsideration after that time if
necessary.
