CITY HALL AZUSA, CALIFORNIA FRIDAY, JUNE 9, 1967 7:00 p.m.
The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Memmesheimer called the meeting to order.
Present at Roll Call: Councilmen: Cooney, Solem, McLees,
Memmesheimer
Absent:
Councilnen: Rubio
Also Present: City Administrator Foxworthy; Miss T. Johnson,
Librarian; C. Kurt Smolen, member of the
Library Board of Trustees; City Clerk Miller
Call to Order
Roll Call
Moved by Councilman McLees, seconded by Councilman Solem and Counc.Rubio
unanimously carried that Councilman Rubio be excused from the excused
meeting.
Moved by Councilman Cooney, seconded by Councilman McLees Acct.#5510
and unanimously carried that budget requests re: Account #5510 (Library)
(Library) be approved tentatively, and estimated revenue be
increased to $15,000 or in an amount to balance the proposed
Library budget.
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that the amount of $35,000 be de-
leted from Object Account #342,under Account #6000 (Water).
Moved by Councilman Solem, seconded by Councilman Cooney
and unanimously carried that Object Account #726 be re-
duced $2,000, making a new total of $44,000.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried that the request for a drafting
clerk at $6,078 under Accounts #7000/6000 (Light -Water)
be deleted.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously.carried that the complement for Senior
Utilities Commercial Clerk remain at 3 and Utilities Com-
mercial Clerk remain at 5, and the request for an additional
Cashier Clerk and 1 Junior Typist Clerk (half-time) be
deleted; and that the current complement of 15 personnel
remain.
No further action taken on Light and Water Budgets.
The City Administrator requested authorization to purchase
a used 1957 Ford Diesel tractor, equipped with scraper and
commercial rake, from Mr. DeBow, for $1,500. This tractor
was formerly rented by the City.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried to authorize the purchase of this
tractor and the transfer of $1,500 from Object Account
#430 to #44o under Account #5611 (Park).

Moved by Councilman Cooney, seconded by Councilman McLees Ch.of Comm.
and unanimously carried that Council members and their Install.Dinner
wives, and the City Administrator and his wife,be authorized on 6/22/67
to attend the Chamber of Commerce Installation Dinner on
June 22, 1967.

A communication was received from the Department of the Ltr.fr.
Army, Los Angeles District, Corps of Engineers, request- Army Corp
ing approval of the proposed Easement to the City for Engrs.re:
a road right-of-way containing approximately 7.06 acres proposed
known as Encanto Parkway along portions of the west bank Easement
of the San Gabriel River; that they be advised by letter (Encanto
if the proposed easement is satisfactory; that a certifi-
cate be sent with the letter attesting to the authority
of the officer giving approval to act and bind the City,
and that his signature is genuine. The Corp of Engineers
also requested that the "Assurance of Compliance" form
be executed by the City.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried that the Mayor be authorized on
behalf of the City to advise the Department of the Army,
Los Angeles District, Corps of Engineers, by letter, that
the proposed Easement, submitted by said Department of
the Army, Corps of Engineers for Encanto Parkway along
portions of the west bank of the San Gabriel River, as
shown on Drawing #102-K-16, is satisfactory to the City
of Azusa, and that the City Clerk execute a certificate
attesting to the authority of the Mayor to give such
approval and bind the City, and that his signature is
genuine; that the Mayor also be authorized on behalf of
the City of Azusa to execute, date and transmit to the
Department of the Army, Los Anweles District, Corps of
Engineers, in triplicate, the Assurance of Compliance with
the Department of Defense directive under Title VI of the
Civil Rights Act of 1964" and that the Mayor be authorized
to transmit the same with the said letter and certificate
to the said Corps of Engineers.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried that the meeting be adjourned to
Friday, June 16, 1967, at 7:00 p.m. in the Auditorium.
