The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Pro Tempore Cooney opened the meeting in memory of
Louis G. Memmesheimer and asked for one moment of silence,
then called the meeting to order.
Present at Roll Call: Councilman Rubio, Solem, McLees, Cooney

he City Administrator stated that over the past months,
studies were made of the hardware used in data processing
Cv.nd set forth four alternatives for the City:
1. Participate in a Mutual 20 -City Electric Data
Processing System.
2. Purchase machine -time through an established
Electric Data Processing Service Center or machine -
time with a local organization having E.D.P.
3. Lease or purchase of equipment by the City.
4. Continue our present procedures.
1he Council has made a determination to refrain from a Mutual
0 -City Pact.
The Administrator suggested that some of the Department Heads
present might wish to reaffirm their presentations or express
their views if different from their previously expressed
opinion.
When asked, the City Engineer stated that his views had not
altered greatly and that he could see where E.D.P. might be
used, particularly, in programming records for street tree
maintenance and street maintenance, and was of opinion that
the direct feed type would be more adaptable than punch card.
Rnnrnoi-inn m rAetor Dangleis stated that he made no previous
presentation and, after meeting with an I.B.M. salesman, he
could see a limited application for E.D.P. in his department,
mainly in the areas of compiling data for monthly reports and
bicycle licensing.
Planning Director Jack Smith remarked that the experience with
E.D.P. while he was with L. A. Planning Service was not too
successful, and stated that a possible application could be in
�onjunction with Building Department such as data on structures
s to age, cost, living area, etc.
Superintendent of Light and Water Smith stated he had little
to add to his previous remarks; however, if the City was to go to
E.D.P., tie would be more in favor of the City owning the equipment,
and mentioned the possibility of costs being greater than under
present arrangements.
Mr. A. PI. Broussard, Finance Director, City of Colton, stated
that his City has plans to go to E.D.P. and has order for
equipment expected in several months. Mr. Broussard said that
Colton does not expect immediate savings of current costs but
expansion of future costs might be expected.

He further stated that he could not positively say that
E.D.P. would do a better job than machines presently used.
Mr. Broussard said that in Colton. he expects tt.e data
processi.n- system to reduce the time Necessary foi. a
particular job., e.g., utility billin, payroll. At
present Colton uses an N.C.R. Model 2000 bookkeeping
machine and Model 3100 for payroll.
Ir. Tom Decker of Lindi Corputor Services addressed
Council and stated he had submitted a presentation of costs
if the City wanted to use his company's machine. At
present, they use a Iloneywell 200 series (tape system).
Mr. Decker stated, also, that costs would vary with the
complexity of the prograimninO but his company could make
rental time on the equipment available to do the City's
operating job. Replying to a question of record handling,
Mr. Decker stated that record material picked up in the
evening wools he processed at night and delivered in the
t crning. As more ?hases are added, the costs would increase
also. Specialized reports could not be guaranteed on a
Tshort time basis.
CZXhe Administrator stated that he was informed of Aerojet's
02interest in providing service for shared time on their
equipment; further contact with firm's representatives
is expected.
Mr. Broussard said that Colton's first application would
probably be payroll, tentatively set for 1/1/68 start.
Itis suggestion to any one going to E.D.P. was to have a
good System Analyst.
tie Administrator suggested that further consideration of
his subject be taken up at Council meeting on 8/21/67.
It was pointed out that due to some aspects of our
electric billing procedure, this city is more unique than
those without electric utility problems.
Mayor Pro Tempore Cooney read a telegram of sympathy sent Telegram
to the City from the City of Zacatecas, signed by Mayor from City
Cortez, re: death of Mayor Louis G. Memmesheimer. of
Zacatecas
City Administrator suggested that a copy be sent to the
Sister City Committee and to Mrs. Memmesheimer.
Councilmen discussed the appointment of a member to fill Re: appt.
Council vacancy. Mayor Pro Tempore Cooney told Council he of new
had received three suggestions: Anthony Ortuno, Robert Council
Snyder and Richard Wilkinson. He requested that an item Member
be placed on 8/7/67 agenda re: suggestion of names, with
action on appointment to be taker, at the 8/21/67 meeting.
He also requested that other members of Council submit
names for consideration.
Councilman McLees suggested Ira Calvert be considered for
appointment as new Council member.

transfer of Mrs. Antoinette Skinner, Secretary -Steno in the Transfer of
Planning Department,to Secretary -Dispatcher in the Fire Mrs. A.Skinner
Department, approved by both Department Heads to become to Fire "-^*
effective after new employee has been employpl to fill a.s Sec�-
vacancy that will be created in the Planning Department. Dispatcher

and unanimously carried to approve transfer as requested.

Councilman Solem offered the following Ordinance for second
reading, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY
COUNCIL AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA
STATE EMPLOYEES' RETIREMENT SYSTEM.
'Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried that further reading be waived.
Moved by Councilman Solem, seconded by Councilman Rubio
that the Ordinance be adopted. Ordinance passed and adopted
by the following vote of Council:
AYES: Councilmen: Rubio, Solem, McLees, Cooney
NOES: Councilmen: None
ABSENT:Councilmen: None and numbered Ordinance 900.
C- An invitation was received from the Mayor of Glendora to the
?)retirement dinner for Edward T. Telford, District Engineer
.-,for the Division of Highways, at the Biltmore Hotel on
=Wednesday, August 9, 19673 @ $7.50 each.
Moved by Councilman McLees, seconded by Councilman Solem
and unanimously carried that authorization be granted for
any available Council member to attend the retirement
dinner.
The City Clerk informed Council that at the next Council
meeting, an elibility list for Accounting Director will be
submitted. He requested approval for extension of employment
'of temporary Account Clerk SueAnn Meskan; the time presently
authorized expires -7/31/67.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to extend time of employment of
temporary Account Clerk, Mrs. Meskan, to 8/31/67:
City Administrator stated that many expressions of condolence
to the family of the late Mayor were received.

Moved by Mayor Pro Tempore Cooney, seconded by Councilman Adjourn
Rubio and unanimously carried that this meeting be adjourned
in memory of Louis G. Memmesheimer, Mayor of the City of Azusa.
