The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Cooney called the meeting to order and led in Call to Order
salute to the flag.
Invocation was given by Rev. W. C. Schnute of Invocation
Concordia Lutheran Church.

actions of 8/7/67 meeting.
Public hearing on recommended amendment to Section Amend to M.C.
9212.10 (b) of Zoning Chapter of the Municipal Code
re: use of Public Dance Hall in C-2 zone after a
public hearing in each case under Conditional Use
Permit (Planning Commission Resolution #676 -
Planning Commission initiated).
Moved by Councilman Solem, seconded by Councilman
McLees and unanimously carried to close hearing.
Moved by Councilman Solem, seconded by Councilman
Mc Lees and unanimously carried to accept recommend-
ation of Planning Commission and direct City Attorney
to prepare necessary Ordinance.
Public hearing on Weed Abatement Program. Weed Abatement

Rubio and unanimously carried to instruct Superintend- proceed with

Deeision on Appeal from denial, by Planning Commission CUP - Case C-72
Resolution #675, of Conditional Use Permit to allow Harold Fry
construction of gasoline service station at 101 N.
Azusa Avenue (Case C-72 - Harold Fry) - (Hearing
closed 8/7/67).
Moved by Councilman Rubio, seconded by Councilman Grant CUP
Solem and unanimously carried to grant Conditional C. Atty. to
Use Permit with conditions submitted and amended prepare document
by Council, and City Attorney to prepare necessary
document. Conditions #9 and #10 amended, and

Report of Questionnaire Study (tabled from 6/5/67).
Moved by Councilman Mc Lees, seconded by Councilman
Solem and unanimously carried to raise item from
the table.
Moved by Councilman Mc Lees, seconded by Councilman Questionnaire
Rubio and unanimously carried that any questionnaires Study
relating to personnel be submitted to and approved
by Council before being circulated among City employees.

Communication from Librarian re: participation in San
Gabriel Valley System (continued from 8/7/67).
Resolution No. 5283 was unanimously adopted, authorizing
Librarian of Azusa Public Library, on behalf of City and
' Azusa Public Library, to make application to California
State Librarian and to San Gabriel Valley Library System
to permit Azusa Public Library to become a part of such
system; and approving and adopting the plan of service
of said San Gabriel Valley Library System.

A Resolution was presented providing for recognition
of certain signatures and facsimile signatures on
warrants.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
PROVIDING FOR THE RECOGNITION OF CERTAIN SIGNATURES
AND FACSIMILE SIGNATURES ON WARRANTS.
Resolution was unanimously adopted by the following
vote -of Council:

Consideration of appointment of new Council member.
Moved by Councilman Mc Lees, seconded by Councilman
Solem and unanimously carried (with Councilman Rubio
dissenting) that Council appoint Ira Calvert as
Council member for unexpired term of Louis G. Memmes-
heimer, until April 1970.
A Resolution was presented appointing Ira R. Calvert
as member of Council. Mr. Calvert orally resigned
from Park and Recreation and stated he would resign
from School Board.

District #22.
A Resolution was presented appointing Mayor Cooney as

Mayor Cooney informed Council he will continue appoint-
ments to Department Committees and Ex -Officio members
to Commissions, etc., at the 9/5/67 meeting.
Yellow Cab Company request taxicab fare increase.
Moved by Councilman Rubio, seconded by Councilman
McLees and unanimously carried to direct City Administrator
and City Clerk to check with other cities and other
taxicab companies re: rates, and report to Council.
Treasurer's Financial Statement ($15138,447.01 as of
7/31/67.
Moved by Councilman Rubio, seconded by Councilman
Solem and unanimously carried to file statement.
Recommended site location for Police Facility and
E.O.C. Building.
Moved by Councilman Rubio, seconded by Councilman
Solem and unanimously carried that City Administrator
check as to effect of change of location on EOC applicat-
ion; also on market values of sites, considering sites
of Public Works Building and W.S. Alameda Avenue,
with report to Council.
Planning Commission Resolution No. 681 (Case V-205 -
Leumi Financial Corp.) - denying a Variance to allow
reduced floor area for 30 apartment units, reduced
parking and to exceed minimun lot area requirement
on property located at 385 Rockvale Avenue.

Case V-204), permitting excavation of rock, sand and
gravel within 25' of Todd Avenue R/W:

Mc Lees and unanimously carried to rescind motion
made on 8/7/67, appealing Variance (Case 204)
granted by Planning Commission Resolution No. 678,
and that the Appeal by Council be dismissed.

Calvert and unanimously carried to authorize Mayor
to sign, on behalf of City, the Stipulation for

An Ordinance was presented for second reading and
adoption amending portion of Section 9230.52 of the
Municipal Code re: improvements of off-street park-
ing areas in commercial and industrial zones, by
adding new Subsection (g).

Engineer re: complaint of parking problem on Alameda
Avenue between 9th and 10th Streets. (Miss R. Hoag)
Moved by Councilman Mc Lees, seconded by Councilman
Rubio and unanimously carried to accept recommendations
of Police Chief and City Engineer that no action be
taken by Council re: temporary parking restrictions
and that, if loitering people are creating a nuisance
in the future, she file report with Police Department,
and to direct letter to Miss Hoag advising her of
these recommendations.

County re: seminar at San Diego, 9/15-17. Diego

Councilman Rubio reported noise emanating from Glen- Noise -Glendora

Mc Lees and unanimously carried to write Mrs. Gray
that Council members have received copies of her
communication and a copy sent to the Secretary of
the Downtown Study Committee.
City Attorney received letter from Martin Whelan, Jr., Subdivision in
City Attorney of Brea, calling attention to decision water district
in certain case he is handling for his city, which which partly
decided that a condition imposed by the city in approv- overlapped city
ing a subdivision requiring connection to city water boundary line
system was invalid where the subdivision was also in
a water district which partly overlapped the city
boundary line. The District Court of Appeals has
' decided against City of Brea and the city intends to
petition the Supreme Court for a hearing, and would
like to have other cities join as amicus curiae with-
out cost to them.
Moved by Councilman Solem, seconded by Councilman
Rubio and unanimously carried to authorize City of
Azusa and its City Attorney to join in applying for
permission to file an amicus curiae brief for hear-
ing before the Supreme Court and to join in any brief
before the Supreme Court in said case.
Councilman Solem stated he had information re: State State acquiring
acquiring additional width along 1st Street @ Azusa width along 1st
Avenue. (N.E. corner & VFW property) Street

Solem and unanimously carried to adjourn.
