CITY HALL AZUSA, CALIFORNIA TUESDAY, SEPTEMBER 5, 1967 7:30 p.m.
The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Cooney called the meeting to order and led in Call to Order
the salute to the flag.
Invocation was given by Reverend Dean F. Klarr, Jr., of Invocation
the First Presbyterian Church.

There being no corrections or additions, the Minutes of
7/27/67 (Special Meeting) and Council Actions of 8/21/67
stand approved as written.

Mayor Cooney stated he had not appointed Committees to
City Departments, because our form of government eliminates
such appointees as it provides the necessary liaison
between Departments and Council. The Mayor also said he
hoped appointees to Boards and Commissions would attend
the meetings of their respective Boards or Commissions,
and that Board and Commission members would attend
Council meetings, in order to have a better understanding
between them and Council.

A request was received from the San Gabriel Academy of Req.to solicit
Seventh-Day Adventists, in San Gabriel, for solicitation door-to-door
permit to sell peanuts and candy house-to-house for a by Seventh-Day
fund raising project, from November 1 through November 30, Adventist

Moved by Councilman Rubio, seconded by Councilman Calvert
and unanimously carried to deny the request.
An exempt permit was requested for food sales by Dorcas
Society of the Azusa Seventh-Day Adventist Church, at
Thrifty Drug Store, Edgewood Shopping Center, September
22, 1967.
Moved by Councilman Solem, seconded by Councilman Mc Lees
and unanimously carried that permission be granted.
A letter of complaint was received from Paul C. Ruher, Jr
of 346 E. Montello Drive on the keeping of chickens and
a rooster in the area of Montello Drive.
Moved by Councilman Solem, seconded by Councilman Calvert
and unanimously carried to refer back to the Planning
Commission to initiate change in Ordinance and to hold
Public Hearings on the matter.

and unanimously carried to approve the request of Yellow
Cab Co. of San Gabriel Valley for an increase of rates as
submitted in their letter of 8/31/67, addressed to Council.
A report was received from the Director of Public Works on
tax delinquent properties (Proposed Sale #91-A).
' Moved by Councilman Solem, seconded by Councilman Mc Lees
and unanimously carried that Agreement be executed and
filed with Board of Supervisors to acquire Parcel #1601
for street purposes (west half of San Gabriel Avenue for
50' immediately north of R.R. crossing, commencing at
southeast corner of Lot 25, Block 22, Map of Azusa).
The City Council determined that County Building Laws,
adopted by City, are equal to or greater than those
prescribed in State Health and Safety Code.

and approves issuance of motion to State Department of
Housing and Community Development.
Notice was received from the Alcoholic Beverage Control
of Person -to -Person and Premises -to -Premises Transfer of
On -Sale General (Public Premises) License from Hy -Land
House, Inc., to Azusa Club House, Inc. (The Club House
at 281-285 Newburgh Street).
Moved by Councilman Mc Lees, seconded by Councilman Solem
and carried with Councilman Cooney dissenting that the
Police Chief write to the ABC, stating not as an official
protest nor request for hearing, but that Council wants
ABC to be aware of facts and use their own judgement re:
license; that if the Ordinance goes into effect, applicant
would have to obtain a Conditional Use Permit, as recom-
mended by Planning Commission Resolution No. 683; also,
explaining the distance from location to nearby residences.
A request was received for the number of advance registra-
tions for the League Conference, $20. each official, and
authorization for advance expenses as budgeted.

and unanimously carried to authorize the City Clerk to
prepare warrant for advance registrations and warrants
for advance expenses, after being contacted by 9/8 by
those officials planning to attend the conference.

An Appeal was received from the denial of Variance

and no precise plan approved; that the proposed additional
wall to minimize the objectionable noise will also require
a building permit and must be shown on the precise plan,
and that the wells should be metered; that the City of
Glendora is respectfully requested to comply with our
regulations and that the City will be pleased to assist
them in doing so, but if they fail to comply, the City
will, within a reasonable time, be compelled to treat
' them in violation.

and unanimously carried to receive and file report.
A recommendation was received from the Director of Public
Works to re3,inquish bond in the amount of $1,700, posted
by Dwight M. Kendall (Caravan Mobile Home Park on Glad-
stone Street) for certain -off-site improvements for the
south side of Gladstone Street. Due to the drainage
problems involved, it was impossible for him to perform
these improvements at that time. The County is proceed-
ing with the construction of Gladstone Street, which
includes the portion in front of the mobile home park.
An estimate was made of the amount of work required in
this location and it was found that $1200 would cover that
work. Mr. Kendall has forwarded to the City a check in
the amount of $1200 to cover this work.

Moved by Councilman Solem, seconded by Councilman Calvert
and unanimously carried to grant permission for City
Administrator to attend meeting of LCC on Undergrounding
of Utilities.
An invitation was received from I.B.M. for City's
representatives to participate in two seminars:
September 11 thru 13 (Executive Seminar on Model 1130
equipment); September 21 and 22 (Municipal Government
Management Information Seminar).
Moved by Councilman Mc Lees, seconded by Councilman Solem
and unanimously carried to authorize Mrs. Eastman and/or
Accounting Director to attend the 1130 Executive Seminar
either on 9/11 or 9/13, and Municipal Government Manage-
ment Information Seminar on 9/22 and 923, if they feel
it would be to the City's advantage, with report to
Council.
A report was received from the City Administrator that
the location for the new Police Facilities Building and
d+ E.O. C. would be acceptable insofar as Federal Aid is
M concerned, provided it is constructed within approxima-
tely within one block of the City Hall. With this infor-
mation it becomes obvious that any one of the three
Ca suggested sites would be acceptable to the government.

It is Mr. Varners recommendation that the top priority
be the one originally considered as located in the
northwest area of the Civic Center site. His second
priority would be the Dalton location as the property
is greater in depth and provides, as does the Civic
Center site, for a better free flow of vehicles through
the site. It would be necessary for the Director of
Public Works to submit his affidavit that either the
Dalton or Alameda site would meet the requirement of
the Federal Government:as to adequacy of water, sewer,
power and lack of flooding conditions.
The City Administrator states he has been unable to
ascertain what the acquisition price might be for
either the Dalton or Alameda sites.

and unanimously carried to refer to the City Adminis-
trator for report of financial cost of properties at
9/18/67 meeting.
A request was received from the Planning Director for
confirmation of appointment of Marie Henderson as
Secretary -Steno, probationary, Step 1, in Planning
Department, effective 9/6/67, subject to passing
physical exam.
Moved by Councilman Solem, seconded by Councilman Calvert
and unanimously carried to confirm the appointment of
Marie Henderson as Secretary -Steno upon the successful
passing of the physical exam.
' A communication was received from the Superintendent
of Light and Water re: the comparison of water pumped
and purchased for August 1966 and 1967; also increase in
Electric Demand at sub -station; also mentioning the need
for construction before next summer.
The Mayor requested that Superintendent Smith give Council
an outline of work to be done. No other action taken by
Council.
An oral report was given by Superintendent of Light and
Water and Director of Public Works regarding storm damage
Of 9/1. Councilman Mc Lees commended Superintendent Smith
on the job done during storm, having received comments from
residents.
