Award PSA to ETAPCONSENT ITEM TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: APRIL 26, 2021 SUBJECT: AWARD A PROFESSIONAL SERVICE CONTRACT TO ETAP INC. TO PERFORM THE IMPLEMENTATION OF A SCADA SYSTEM FOR THE AZUSA AND KIRKWALL SUBSTATIONS. BACKGROUND The Electric Division operates and maintains Azusa Substation and the Kirkwall Substation to serve electric utility customers residing within the City’s limits. The Supervisory Control and Data Acquisition (“SCADA”) System facilitates the remote monitoring and control of electric equipment at the substations; however, the current SCADA System is ten years old and is no longer supported by the manufacturer without major software and hardware upgrades. The proposed actions approve a Professional Service Agreement (“PSA”) with Etap, Inc. (“ETAP”), for its SCADA System implementation. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1)Award a PSA Contract to Etap Inc. in the amount not-to-exceed $49,950 for full implementation Supervisory Control and Data Acquisition system for Kirwall and Azusa Substations under Azusa Municipal Code Section 2-517(a)(22) specialized computer software and hardware; and 2)Authorize the Mayor to execute the Contract in a form acceptable to the City Attorney. E-2Approved Utility Board 4/26/21 Award PSA to Etap April 26, 2021 Page 2 ANALYSIS: Currently, the Electric Division is using a SCADA System by Survalent to monitor the circuits at the Azusa and Kirkwall substations remotely or via work stations in the office. The SCADA System notifies authorized personnel when there are disturbances or power outages on the electric systems. The current SCADA system is ten years old and is no longer supported by its original vendor, Survalent, without major software and hardware upgrades. Also, customer service with Survalent has been challenging because their staff is located in Canada, and they must fly in for on-site support. For these reasons, Staff investigated a full replacement of the SCADA system rather than upgrading the current Survalent system. ALW currently uses Etap software for electrical load flow analysis of the distribution system, and this would seamlessly integrate with the proposed ETAP SCADA system. Also, ETAP is located in the City of Irvine, where technical support and training facilities are conveniently accessible to Azusa, which is crucial in maintening the SCADA system going forward. Etap offers not just the upgrade for the SCADA System, but also the flexibilities for future integration with other grid-related applications. In preparation for this recommendation, Staff tested the ETAP system on one feeder circuit at the Kirwall Substaion, and the system performed very well and proved that it would be a reliable replacement for the current Survalent system. The proposed action would implement ETAP for the remaining 19 feeder circuits at both substation. FISCAL IMPACT: Funding for this project is budgeted for under the Utility’s Capital Improvement Budget Account # 33-80-000-730-7120. Prepared by: Reviewed and Approved: Hien K.
