SUBJECT: APPROVE A PURCHASE ORDER TO RAIDER PAINTING FOR
RESTORATIVE PAINTING SERVICES AT THE JOSEPH F. HSU WATER
FILTRATION PLANT
BACKGROUND:
Azusa Light & Water (“ALW”) operates and maintains the 12 million gallon per day (“MGD”)
Joseph F. Hsu Water Filtration Plant (“Filtration Plant”). After being subjected to degradation by
natural elements over the last 12 years, the piping, motors, and other exposed facilities have
begun to lose their protective coating. To ensure the treatment facilities maintain their longevity,
Staff solicited an informal request for bids to restore the protective ultraviolet epoxy coating on
critical facilities. The recommended action would approve a purchase order for painting services
to the lowest, responsible bidder, Raider Painting, in an amount not-to-exceed $45,000.
RECOMMENDATION:
Staff recommends the Utility Board take the following actions:
1)Approve a Purchase Order to Raider Painting, in an amount not-to-exceed $45,000,
for painting services at the Joseph F. Hsu Water Filtration Plant; and
2)Authorize the City Manager to execute a Letter of Agreement with Raider Painting, in
a form acceptable to the City Attorney.
ANALYSIS:
ALW operates and maintains the 12 MGD Joseph F. Hsu Water Filtration Plant. The Filtration
Plant underwent major reconstruction in 2009, with the addition of advanced membrane

treatment units and a new operations and maintenance building. After being subject to the
elements over the last 12 years, the piping, motors, and other exposed facilities have begun to
lose their protective ultraviolet epoxy coating. Maintaining a proper coating on the piping
equipment helps to prevent corrosion, which can lead to premature material failure. Recoating
also improves the aesthetics of the facilities and provides pipeline identification using color
coded paint and stenciling.
The proposed work involves recoating 14 different facilities within the treatment plant property,
including piping ranging from 6 inches to 24 inches, electric motors, and valves/fittings of
various sizes.
After completing an informal request for bids, ALW has acquired the following bids for painting
services:
1 Raider Painting $45,000
2 Windco Painting, Inc. $50,450
3 GDL Best Contractors, Inc. $50,510
After a thorough review of the scope of work and pricing of each proposal, Staff recommends
approving a purchase order to the lowest, responsible bidder, Raider Painting, in an amount not-
to-exceed $45,000, for painting services at the Joseph F. Hsu Water Filtration Plant. Raider
Painting has successfully completed projects for Azusa Light & Water in the past.
FISCAL IMPACT:
Funding for this project is available in the Water Division’s Operation and Maintenance
Budget, Account No. 32-40-722-701-6493 Outside Services & Repairs.
