HomeMy WebLinkAboutAgenda - May 3, 2021 5/3/2021 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meetings scheduled for Monday, May 3, 2021 at 6:30 & 7:30 p.m. are Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 935 1068 5625 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council meeting agenda at 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 967 3352 3581 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. Presentation of Proclamation proclaiming the week of May 2-8, 2021 as the 52nd Annual Municipal Clerks Week in the City of Azusa. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. MINUTES OF THE REGULAR MEETING OF APRIL 19, 2021, ADJOURNED REGULAR MEETING AND SPECIAL CITY COUNCIL MEETING OF APRIL 26, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED APRIL 15, 2021 THROUGH APRIL 28, 2021. RECOMMENDED ACTION: Adopt Resolution No. 2021-C19 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. APPROVAL OF THIRD AMENDMENT TO AGREEMENT FOR MAINTENANCE SERVICES BETWEEN THE CITY OF AZUSA AND CONTROL AIR ENTERPRISES, LLC. RECOMMENDED ACTION: Approve the Third Amendment to Maintenance Services Agreement between the City of Azusa and Control Air Enterprises, LLC for HVAC system services per Section 2-539 of the Azusa Municipal Code Waiving of Purchasing Procedures; and Authorize the City Manager to execute the contract amendment, in a form acceptable to the City Attorney, on behalf of the City. 4. REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER FOR BLACK & WHITE EMERGENCY VEHICLES. RECOMMENDED ACTION: Approve an increase to the Black & White Emergency Vehicles Blanket Purchase Order for Fiscal Year 2020/21 to a not-to-exceed amount of $160,300. 5. CONSIDERATION OF A RESOLUTION SETTING THE NUMBER OF TRANSITIONAL FIREWORKS SALES PERMITS FOR 2021. RECOMMENDED ACTION: Approve Resolution No. 2021-C20 setting the number of transitional fireworks sales permits available for 2021 at three (3). 6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS AT THE 500 BLOCK OF OLD SIERRA MADRE ROAD. RECOMMENDED ACTION: Adopt Resolution No. 2021-C21 establishing parking restrictions at the 500 block of Old Sierra Madre Road and authorize the City Manager or his designee to execute all contracts, reports, and other documents related to associated enforcement of this resolution. 5/3/2021 - 5 - 7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19). RECOMMENDED ACTION: Adopt Resolution No. 2021-C22: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) F. SECOND READING ORDINANCES 1. SECOND READING OF AN ORDINANCE FOR REPEALING SECTION 78-40 OF THE AZUSA MUNICIPAL CODE RELATING TO A RESERVE FOR STRANDED INVESTMENT WITHIN THE ELECTRIC FUND. RECOMMENDED ACTION: 1) Read by title only, second reading and adoption, Ordinance No. 2021-02: Ordinance No. 2021-02: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REPEALING SECTION 78-40 OF THE AZUSA MUNICIPAL CODE RELATING TO A RESERVE FOR STRANDED INVESTMENT WITHIN THE ELECTRIC FUND. G. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED APRIL 1, 2021 THROUGH APRIL 28, 2021. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-R06 allowing certain claims and demands to be paid out of Successor Agency Funds. H. ADJOURNMENT The meeting will be adjourned in memory of Carmen Alvarez Zamora, Elsa Nares and Victor Martinez, Lifelong Azusa Residents. We also adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
