SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS AT THE 500 BLOCK
OF OLD SIERRA MADRE ROAD
BACKGROUND:
Over the past year, the Azusa Police Department has conducted an analysis of the current parking and
safety situation at the 500 block Old Sierra Madre Road and the impact on the community. The purpose
of this analysis was to identify solutions to numerous complaints related to illegal activity in the area.
The Azusa Municipal Code allows for the Chief of Police to prohibit parking during certain hours
through City Council resolution.
Azusa Municipal Code 74-453 – Time Restrictions, indicates that:
(a)The Chief of Police is authorized to prohibit parking at any time or during certain hours or to
limit parking during certain hours on any streets in the city and on any off street parking
facility which the city owns or operates.
(b)When authorized signs are in place giving notice of this section, no person shall stop, stand
or park any vehicle in violation of such sign.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Adopt Resolution No. 2021-C21 establishing parking restrictions at the 500 block of Old Sierra
Madre Road and authorize the City Manager or his designee to execute all contracts, reports, and
other documents related to associated enforcement of this resolution.

Since the opening of Sierra Madre Park, 579 Old Sierra Madre Road, this location has become an
increasingly popular attraction due to the views of the entire valley and quality of the park amenities &
landscape. Due to this increased popularity, there are many visitors who utilize the park and follow all
laws and ordinances during the hours the park is open (5:00 AM to 10:00 PM). There are also many
visitors that do not follow applicable laws and local ordinances. Police Department personnel have been
responding to a significant amount of complaints from residents at the 500 blk. of Old Sierra Madre
Road. Police Officers have had to increase enforcement and patrols in this area due to illegal activity
after the park is closed (10:00 PM – 5:00 AM).
The analysis of this area was undertaken by the Police Department from April 2020 to April 2021.
During this period Police Officers have responded to 295 calls for service. They have encountered the
following: one (1) 5150 WIC; one (1) 9-1-1 hang up call; two (2) 9-1-1 open line calls; Six (6)
abandoned vehicles; two (2) Burglary Alarms, twenty one (21) various Azusa Municipal Code
violations; one (1) animal problem; one (1) Attempted Assault with a Deadly Weapon; one (1)
carjacking; five (5) special enforcement details; thirteen (13) music/noise disturbance calls; seven (7)
subjects creating a disturbance; seven (7) drug activity incidents; one hundred sixty three (163) extra
patrols, four (4) fireworks incidents, two (2) graffiti in addition to numerous graffiti removals by city
staff; one (1) Grand Theft Auto, three (3) medical assists; six (6) parking problems; five (5) subject
checks, twenty two (22) occupied suspicious vehicles; four (4) unoccupied suspicious vehicles; three (3)
suspicious subjects; three (3) traffic offenses; and eleven (11) traffic stops.
There are only six residential lots at the 500 block Old Sierra Madre Road. The amount of police related
incidents to this area is disproportionate and the inconvenience of reducing the availability of overnight
street parking to that immediate area is reasonable considering the amount of city resources spent to deal
with illegal activity. Officers and residents have discovered acts of vandalism, loud music from cars, and
litter in this area consisting of empty beer bottles/cans, needles, drug paraphernalia, fast food waste,
used condoms, and other types of trash. The current situation presents a safety hazard to residents of this
area and law abiding families who wish to enjoy the park during hours of operation.
This collective set of circumstances has led to the Chief of Police recommend prohibited parking on
both sides of the street at the 500 block Old Sierra Madre Road from the hours of 10:00 PM to 5:00 AM.
In addition to establishing No Parking Zones. This will allow for residents to lawfully park on this
roadway during park hours and will discourage illegal activity during overnight hours when the park is
closed.
FISCAL IMPACT:
The City will experience minimal fiscal impact other than the time and staff necessary to issue and
process parking citations with the current fine being set at $51.00 per citation. The fines for citations
issued will offset the costs of enforcement to the city.

RESOLUTION NO. 2021-C21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, CALIFORNIA, ESTABLISHING PARKING
RESTRICTIONS AT THE 500 BLOCK OF OLD SIERRA
MADRE ROAD
WHEREAS, California Vehicle Code Section 22507 provides that local authorities may
prohibit or restrict the stopping, parking, or standing of vehicles on certain streets or highways,
or portions thereof, during all or certain hours of the day; and
WHEREAS, the Azusa Municipal Code Section 74-453 authorizes the Chief of Police to
prohibit parking at any time or during certain hours or to limit parking during certain hours on
any streets in the city and on any off street parking facility which the city owns or operates; and
WHEREAS, the Azusa Municipal Code Section 74-436(c) provides that when any
vehicle is parked or left standing when such parking is prohibited by this article or by any
resolution adopted pursuant thereto and when signs are posted giving notice of removal pursuant
to Vehicle Code § 22652, any officer mentioned in Vehicle Code § 22651 may remove the
vehicle in the manner and subject to the requirements of the Vehicle Code.
WHEREAS, when authorized signs are in place giving notice of this section, no person
shall stop, stand or park any vehicle in violation of such sign; and
WHEREAS, over the past year, the Azusa Police Department has conducted an analysis
of the current parking and safety situation at the 500 block of Old Sierra Madre Road and the
impact of the community; and
WHEREAS, during the analysis period conducted from April 2020 to April 2021 there
were 295 calls from service at the 500 block of Old Sierra Madre Road, which is
disproportionate for a street with only six residential lots and a park; and
WHEREAS, officers and residents have discovered acts of vandalism, loud music from
cars, and litter in this area consisting of empty beer bottles/cans, needles, drug paraphernalia, fast
food waste, used condoms, and other types of trash. The current situation presents a safety
hazard to residents of this area and law abiding families who wish to enjoy the park during hours
of operation; and
WHEREAS, as a result of the analysis and numerous complaints related to illegal activity
in the area the Chief of Police is requesting the City Council to adopt this resolution to prohibit
parking on both sides of the street at the 500 block of Old Sierra Madre Road from the hours of
10:00pm to 5:00am, in addition to designating certain portions as No Parking Zones identified by
signs and red curbs; and
WHEREAS, the City Council desires to establish the recommended parking prohibition
on the 500 block of Old Sierra Madre Road in order to address the current situation of illegal
activity after normal park operations.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Parking Restrictions at 500 block of Old Sierra Madre Road
A. The 500 block of Old Sierra Madre Road (“Designated Area”) is hereby
designated a No Parking Zone from the hours of 10:00pm to 5:00am. There shall be no parking
at any time in the designated area within these times.
B. Certain portions of Designated Area will provide for No Stopping Any Time
restrictions, designated with signs and installation of red curbs.
C. The above parking restrictions shall become effective once the City has posted
signage giving the notice of the parking restriction in the Designated Area, and the Azusa Police
Department is hereby directed to enforce them thereafter.
D. As provided under the Azusa Municipal Code Section 74-436(c) any vehicle is
parked or left standing in violation of this resolution shall be removal pursuant to Vehicle Code §
22652, and any officer mentioned in Vehicle Code § 22651 may remove the vehicle in the
manner and subject to the requirements of the Vehicle Code.
E. Signage shall be placed in accordance with Old Sierra Madre Avenue Sing
Exhibit.
SECTION 2. If any section, subsection, sentence, clause or phrase of this Resolution is
for any reason held to be invalid or unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall not affect the validity of the remaining portions of this
Resolution. The City Council hereby declares that it would have passed this Resolution, and each
and every section, subsection, clause and phrase thereof not declared invalid or unconstitutional
without regard to whether any portion of the Resolution would be subsequently declared invalid
or unconstitutional.
SECTION 3. This Resolution shall take effect immediately.
