A. PUBLIC PARTICIPATION
Persons who wish to speak during the Public Participation portion of the Agenda, will be
acknowledged by the chair. When called, each person may address any item on or off the agenda
during the public participation. The commission cannot directly answer any question from the
speaker.
(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time,
subject to compliance with applicable meeting rules. Public Participation will be limited to sixty(60)
minutes time.)

SUBJECT: CONTINUATION OF CAFÉ CON LECHE
RECOMMENDATION
Commissioner Diana Williams recommends that the Human Relations Commission (HRC)
determine whether or not to post pone or cancel Café con Leche given recent changes in the
Human Relations Commission Staff
BACKGROUND
Each year the HRC cosponsors an event known as Café con Leche. Originally created in 2010 by
a Master of Social Work student at Azusa Pacific University(who was working as an intern for
HRC and who was employed by Citrus College) Café con Leche began as a joint effort of the
HRC and Citrus College. This student created this event to fulfill a graduation requirement,
known as a macro project. Café con Leche was funded primarily by a grant from Latina
Leadership Network (LLN) and donations from other interested organizations/citizens.
The event was initiated to benefit"at risk" young women. Although originally it was created as a
Mother-Daughter event, in 2014 it included boys, girls and their parents. The event serves to
empower both students and parents in achieving brighter futures by attaining a college education.
Cafe con Leche initially required no use of City of Azusa funds. It was only after learning that no
private funds would be available that the HRC began to allocate funds to this event 2013
In 2014 Citrus College received a grant from Canyon City Foundation that funded Café con
Leche. As such, Citrus College held fiscal responsibility for the event so no city funds,beyond
staff costs, were used for this event in 2014.
This year grant funds are not available to Citrus College so the Human Relations Commission
has allocated $500 to Café con Leche. Commissioner Williams is concerned that recent changes
to staff may make it difficult to plan and host this event, which is typically held in May. For this
reason, the HRC must determine whether or not they want to host this event in 2015.
If the event is canceled, City of Azusa would save $500.
