A memo war, subm,Ltted by the Direl—t or of Public Works, stating
that the Seal Coating Program l -as been completed by Gilsabind
Corporation; satisfacLori.ly according to the specifications,and
recommending the execution and recording of the notice of
Completion. The or.igi.nal proposal indicated an estimated
quantity of 83,D0 gallons; however, a total of 8'(25 gallons
were applied, requiring an additional 425 gallons at $.6824
per gallon. Authorization was requested for a change -order
r- of $290.02 for this additional material.

Moved by Councilman Calvert, seconded by Councilman Rubio and
unanimously carried to approve Change Order in the amount of
=$290.02 to Gilsabind Corporation.
Moved by Councilman Rubio, seconded by Councilman Solem and
unanimously carried to accept the Street Seal Coating
Project and authorize execution of Notice of Completion.
Discussion was continued from: the October 2, 1967, meeting
re: 72'-p salary increase for safety members, requested by
the Police and Fire Association and recommended by the
'Personnel Board.
City Administrator Foxworthy submitted a memo showing the
effect of the cigarette tax on City revenues. The City could
anticipate receiving throughaut the remainder of the fiscal
year 1967-68, the amount of $57,810. "The amount required
for a 7-�-% across the board increase for safety members
would amount to approximately $51,251.
Moved by Councilman Calvert, seconded by Councilman Solem
and unanimously carried to grant 7 -2 -% salary increase to
the Police and Fire safety members, effective October 1,
1967, and City.Attorney to prepare necessary Resolution.
Council also discussed the subject of revised classifications
for Police Clerk (with recommended salary adjustment) and
Senior Police Clerk, continued from the adjourned meeting of
October 23, 1967.
Moved by Councilman Rubio, seconded by Councilman Calvert
and unanimously carried to accept the recommendations of
the Personnel Board, with salary increase to Range 8 for
Police Clerk; and City Attorney to prepare necessary
Resolution.
The City Administrator submitted Appraisal Report from
Ricriard V. Speck, real es+tate'appraiser, on two alternate
sites for Police Facilities Building and Emergency Operating
Center. Tare property on 700 block of Alameda Avenue,
starting at rear of garage building and extending Northerly
to include the Civil Defense Office on City property, con-
sisting of 6 lots, is appraised at $75,000; the property
on the 700 block of Dalton Avenue, with 300 ft. frontage
and 150 ft. depth, is appraised at $42,000; making a
difference of $33,000 in appraisals of the sites.

Moved by Councilman Solem, seconded by Councilman Rubio and
unanimously carried to accept the Appraisal Report and
authorize payment of appraiser's fee.
Moved by Councilman Rubio, seconded by Councilman Calvert, Alameda site
that the Alameda site be selected for the Police Facility selected
and E.O.C. building. Motion passed by the following vote
of Council:

In answer to Councilman Calvert's question, the City Admin-
istrator reported that the Police Chief, Police Captain and.

The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Cooney requested one moment of silence in memory of
City Attorney Harry C. Williams.
Mayor Cooney called the meeting to order and led in salute Call to Order
to the flag.
Invocation was given by Mr. Gilbert Allan of the Church of
Christ.
Present at Roll Call: Councilmen: Rubio, Calvert, Solem,
McLees, Cooney
Also Present: Acting City Attorney Terzian, City Administra-
tor Foxworthy, Director of Public Works Sandwick,
Superintendent of Light & Water Smith, Planning
Director Smith, City Clerk Miller
Approval of Council actions of adjourned meeting 10/23/67,
and adjourned meeting of 10/24/67, approved as submitted.
Councilman Rubio presented Distinguished Service Award to
Mrs. Frances Measom, in recognition of United Nations Day
observance.
City Clerk announced that bids were opened in his office
for the completion and erection of a recreation building
in Northside Park (Project #461-A).
Moved by Councilman Solem, seconded by Councilman Calvert
and unanimously carried to accept recommendation of Director
of Public Works to award bid on Alternate #1 to Robert J.
Hassett, low bidder ($13,923) and to return bid securities
to unsuccessful bidders after contract has been signed.
Moved by Councilman Rubio, seconded by Councilman Calvert and
unanimously carried to authorize City Administrator and
Accounting Director to arrange transfer of funds ($3,245).

Request by Wayside Inn -Wigwam for permission to have "Go -Go

unanimously carried to refer to City Attorney and City
Administrator for thorough investigation and establishment
of set of rules as a basis for Council action on such
requests, with report to Council.
Request by Seventh Day Adventist Church for permission to
use caroling music and song in residential areas, from
11/26 through 12/24, 67, 6:00 p.m. to 8:30 p.m. ( 5 nights
a week).
