NOTICE AND CALL OF A SPECIAL MEETING OF THE HUMAN RELATIONS COMMISSION OF THE CITY OF AZUSA TO THE MEMBERS OF THE HUMAN RELATIONS COMMISSION OF THE CITY OF AZUSA: NOTICE IS HEREBY GIVEN that a Special Meeting is hereby called to be held Tuesday, December 30, 2014 4:00 p.m. at 213 E. Foothill Boulevard, Azusa, CA 91702 Said Special Meeting shall be for discussing, hearing and taking action on the items listed below: AGENDA A. PRELIMINARY BUSINESS * Call to Order * Roll Call B. PUBLIC COMMENT Please note that public comments are welcomed by recognition of the Mayor, and are limited to items listed on this special meeting agenda. A Person/Group shall be allowed to speak without interruption for up to three (3) minutes maximum time, only on items appearing on this agenda, and only if a vote is taken, in accordance with the Special Meeting Provisions of the Brown Act. Public Comment will be limited to thirty (30) minutes time C. SCHEDULED ITEMS 1. STATEMENT OF STUPPORT OF AZUSA'S POLICE DEPARTMENT, FOR THEIR WORK IN PROTECTING THE CIVILS RIGHTS OF AZUSA CITIZENS, DURING HANDS ACROSS AZUSA. RECOMMENDED ACTION: Include, during the proceedings at the Hands Across Azusa event to be held on Sunday, January 18, 2015, a statement of support for the Azusa Police Department, highlighting their work on protecting the civil rights of Azusa Citizens. Any proposed statement or show of support should be vetted by the Azusa Police Chief and City Manager prior to being given publically. D. REPORTS 1. Notification three (3) working days prior to the meeting when special services are needed will assist staff in assuring that reasonable arrangements can be made to provide access to the meeting. ; Of,q � - Cti a tr iAzus TO: HONORABLE MEMBERS OF THE HUMAN RELATIONS COMMISSION FROM: CLAUDIA SHIELDS, HUMAN RELATIONS COORDINATOR DATE: December 23, 2014 SUBJECT: STATEMENT OF SUPPORT TO AZUSA POLICE DEPARTMENT RECOMMENDATION In an effort to remind Azusans of the work of the Azusa Police Department's successful efforts in protecting the civil rights of its citizens, staff recommends that the Human Relations Commission include, during the proceedings at the Hands Across Azusa event to be held on Sunday, January 18, 2015, a statement of support for the Azusa Police Department, highlighting this work in protecting the civil rights of Azusa Citizens. Any proposed statement or show of support should be vetted by the Azusa Police Chief and City Manager prior to being given publically. BACKGROUND There is a current climate of civil unrest across the nation. As part of this, there is mounting tension between some police departments and some civilians. The Azusa Police Department has a history of protecting Azusans who have been unfairly targeted due to skin color. In 2012 members of the Azusa Police Department was recognized for their work in protecting the civil rights of Azusa residents who were being targeted due to skin color. In 2013, then U.S. Attorney Andre Birotte also presented commendations to the Azusa Police Department for this work. FISCAL IMPACT None —1— riz— of,� 41410- .5;41171-117: Lt.:Lou)13. • - Z US TO: MEMBERS OF THE HUMAN RELATIONS COMMISSION FROM: CLAUDIA SHIELDS, HUMAN RELATIONS COMMISSION COORDINATOR DATE: DECEMBER 30, 2013 SUBJ: INTERVIEW AND SELECT HRC COMMISSIONER-AT-LARGE RECOMMENDATION Staff recommends that the Human Relations Commission (HRC) interview candidates for the HRC Commissioner-at-Large position. BACKGROUND The Human Relations Commission selects one Commission member who serves as Commissioner- at-Large. Historically this position has been held by an employee of the Azusa Pacific University. When this seat became vacant in December 2012, Commissioners decided that once an APU faculty/staff person had come forward,that they would like to interview this individual prior to making the appointment. When no one from APU came forward, the HRC decided to open it to other concerned Azusa citizens. At the Commission's November 2013 meeting, the Coordinator suggested that the Commissioners stay consistent with their previous decision to interview candidates for this position. HRC Chairperson recommended one candidate who will be present for interview. She subsequently invited all Commissioners to recommend candidates for interview, it not know at this time whether others will be present for interview. FISACAL IMPACT: None.
