SUBJ: SISTER CITY IN NORTHERN AFRICA
RECOMMENDATION
Commissioner Paulina Velasco has recommended that the Human Relations Commission (HRC)
adopt a"sister city"in Northern Africa. Staff recommends that the HRC discuss this issue and vote
to determine whether or not to accept this recommendation and if accepted, form an ad hoc sister
city ad hoc committee.
BACKGROUND
The City of Azusa currently has a sister city, which is Zacatecas, Mexico, and has since 1966 The
Azusa Sister City Committee is a non-profit organization that manages this program, which
includes a Youth Exchange Program for students between the two cities.
At the HRC Meeting held on Thursday, February 6, 2014, Commissioner Velasco made a
presentation to the Commission, suggesting that the Commission consider adopting a second sister
city. She recommends that this new sister city be one in Northern Africa. She reported that she has
been in contact with the Ministers of Culture for Morocco, Egypt and Algeria. The goal would be
to foster a global sense of community and to educate Azusans on the commonalities across
continents (see attached memorandum drafted by Commissioner Velasco.

RECOMMENDATION
Staff recommends that the Commission recommend, to Azusa City Council, a recognition ceremony
that honors volunteer and participants in Hands Across Azusa, Lead in Harmony, the first African
American Commissioner and the Azusa Needs Assessment.
BACKGROUND
In previous years, Azusa City Council has recognized those who have supported Hand Across
Azusa and Lead in Harmony. At the February 6, 2014 HRC meeting (during open discussion) it
was suggested that the APU students and staff responsible for creating the Azusa Needs Assessment
document (presented at the February 6, 2014 HRC meeting) also be recognized for their work.
Commissioner Morgan also suggested that the first African American Human Relations
Commissioner, Rev. Logan H. Westbrooks also be recognized.
