HomeMy WebLinkAboutAgenda Packet - April 1, 2002 11 :AZUSA CONSENT CALENDER TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DONNA PARKER, HUMAN RELATIONS COMMISSION STAFF COORDINATOR VIA: RICK COLE, CITY MANAGER,. iebr DATE: APRIL 1, 2002 SUBJECT: ADOPTION OF A RESOLUTION IN SUPPORT OF CALIFORNIA HEALTHY CITIES AND COMMUNITIES (CHCC); RECOGNITION OF $7,500 GRANT FOR PLANNING PURPOSES AND AMENDMENT TO THE CITY MANAGER'S DEPARTMENT FY2002 OPERATING BUDGET. RECOMMENDATION It is recommended that the City Council: 1. Adopt a resolution in support of California Healthy Cities and Communities; and 2. Recognize revenue and authorize the expenditure of a $7,500 grant from California Healthy Cities and Communities for planning purposes and amend the City Manager's Department FY2002 Operating budget. BACKGROUND California Healthy Cities and Communities is an important partnership in assisting communities in creating the physical, social and economic conditions in which people can be healthy by providing technical assistance, educational programs, publications, funding resources and opportunities and consultation. CHCC has agreed to grant the City of Azusa $7,500 for the purpose of establishing and training to the Human Relations Commission as part of its goal to enhance the quality of life in Azusa. California Healthy Cities and Communities will provide funding a;?I‘i/‘ 5 to make the Human Relations Commission a collaborative campaign encouraging and engaging in local community participation. The following describes the workplan associated with the expenditure of the planning grant: GUIDELINES FOR WORKPLAN A. Goal To strengthen human relations to enhance the quality of life for the citizens of Azusa. B. Objective By October 31, 2002, the Azusa Human Relations Commission (Azusa HRC) will have: • Reviewed, edited, and prioritized the Hate Crimes Task Force strategic plan that was transferred to Azusa HRC; • Completed a community assessment which will include identification of leaders at all levels and segments of the community, identification of internal and external resources to the City, identification of needed areas of focus and resources; and identification of shared interests; • Completed a minimum of three (3) educational and/or skills-building sessions for the Azusa HRC (e.g., team building, diversity awareness, gang violence intervention and prevention, defining and reporting community and school- based hate crimes, communication skills, collaborative partnerships) • Attended the CHCC annual conference Key Activities Activities will include: • Facilitation of strategic planning session(s) for the Azusa HRC • Design and implementation of community assessment; • Support of and participation in existing human relations collaborations and networks; • Facilitation of new collaborations and networks in support of Azusa's HRC vision and goals; • Facilitation of community-based meetings/forums that include a representative range of all citizens for the purpose of informing, receiving feedback and ideas, creating participation and learning opportunities, and promoting understanding—and ultimately respect—for diversity; • Keeping government, community, and other partners in the information loop regarding developmental stages of HRC plans and activities; FISCAL IMPACT This action recognizes $7,500 in revenue from the California Health Cities and Communities Program and allocates it to the City Manager's Office 2002 Operating Budget for planning and training activities associated with the support of the Human Relations Commission.
