Mayor Cooney called the meetingto order and led in the salute Call to order to the flag. Invocation was given by Rev. Burl W. McAlister of First Invocation Assembly of God Church. Present at Roll Call: Councilmen: Rubio, Calvert, Solem, Roll Call McLees, Cooney Also Present: City Administrator Foxworthy, City Attorney Terzian, Director of Public Works Sandwick. Superintendent of Light and Water Smith, Planning Director Smith, City Clerk Miller. Approval of Council Actions of 3-4-68 meeting were presented Appvl. Council for Council consideration. Action 3-4-68 mtg. There being no corrections, the Actions stand approved as written. Service Award pin for 5 years of service was to be presented 5 yr pin to to Lyle Moritz, Police Officer. Mr. Moritz not present, Lyle Moritz City Administrator to deliver pin to Police Chief for (not present) presentation to Mr. Moritz. The hour of 7:30 p.m. being the time set for Public Hearing Pub.Hrg. rec. on recommended amendment to the Zoning Chapter of the amend. to Zon. Municipal Code (Section 9230.70, subsections c and d, and Sec.9230-70(c) Section 9206) re: Sign regulations and definitions in C-2 and (d) AMC & and C-3 zones (Planning Commission initiated).,the Mayor Sec. 9206 declared the hearing open. After discussion, it was, Moved by Councilman McLees, seconded by Councilman Calvert and unanimously carried that hearing be closed. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carriedto continue decision to April 1st meeting and refer matter to City Attorney, Planning Director and City Administrator for rewording and corrections. I Moved by Councilman McLees, seconded by Councilman Rubio that Personnel Board to hold promotional or closed exam for Chief of Police, unanimously carried. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried to table matter of filling position of Superintendent of Light and Water until April 1, 1968 meeting. 1 1 1 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 18, 1968 The City Clerk presented a communication from Azusa Committee on Aging, submitting its formal notice of dis- banding , with reasons cited as lack of concern , unable to reach people, etc., and also requesting that expenses of $15.00 for postage and stationery be refund care of Sister Jacquelyn. Moved by Councilman McLees, seconded by Councilman Calvert that to accept letter of resignation with regrets and to refer to Parks and Recreation Department for study and review and report this to Sister Jacquelyn. Motion unanimously carried. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried by roll call to approve reimbursement of $15.00 for expenditures by the Committee on Aging. Page 2 Comm. frm Az. Comm. on Aging, disbanding Notice was given from Alcoholic Beverage Control of original ABC Notice application for on sale beer (f00d) license by A.P. & Frank 70-7 N. Azusa James (premises 708 N. Azusa Ave. - The Shack). The Shack Moved by Councilman McLees, seconded by Councilman Solem $nd unanimously carried to receive and file. Notice was given that appeal from Condtion #6 (relative to minimum area requirements) of Conditional Use Permit granted by Planning Commission Resolution No. 714 (Case Phillips Petroleum Co.) to allow operation of a service station at the northwest corner of Gladstone Street and Azusa Ave., Hearing before Council det for 4-1-68. No action taken by Council. PC Res. #714 appeal - Hrg. C-77, set for 4-1-68 Request to authorize advertisement for gasoline bids for Gas bids for ensuing year (beginning 4-15-68) was presented for Council next fiscal yea consieration. City Administrator presented request that City join with Los Angeles County in the purchase of required gasoline at a savings to the City. After discussion, it was, Moved by Councilman Solem, seconded by Councilman Calvert and unanimously carried that City Administrator be authorized to enter into agreement with County for the purchase of gasoline. Treasurer submitted Financial Statement showing a balance of 1,341,808.38 as of February 29, 1968. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried to receive and file. Invitation was received from Parks and Recreation Commission for City Council and City officials to attend dedication ceremonies for activity buildings at Gladstone and Northside Parks, Saturday, March 23rd, 1:00 p.m. Moved by Councilman Rubio, seconded by Councilman Calvert and unanimously carried to receive and file. 'City Attorney presented an Ordinance for second reading and adoption regarding streets designated for angle parking. Councilman McLees offered for adoption the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA REPEALING CERTAIN PROVISIONS OF THE AZUSA MUNICIPAL CODE RELATING TO STREETS DESIGNATED FOR ANGLE PARKING. Moved by Councilman McLees, seconded by Councilman Rubio and unanimously carried by roll call to waive further reading. Moved by Councilman McLees, seconded by Councilman Rubio that ordinance be adopted. CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 185 1968 Request by Police Chief for Juvenile Officer J. R. Albert to attend State Juvenile Officers Association Conference at Resno, March 19th through the 22nd, with reimbursement for accountable expenses not to exceed $100. Conf. at Fresno 3/9-22/68 Recommendation by Director of Public Works for execution Recomm. exec. of Agreement between City and Fred Running, for dedication Agreement/Fred of certain property on Azusa and San Gabriel Canyon Rd., Running and construction of curb, gutter and driveway approach, with performance bond of $1,000 for such improvements. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that agreement be executed and that improvement bond be accepted. Request and authorization for execution of Notice of Completion of Project 456, Reservoir #1 roof. Moved by Councilman Calvert, seconded by Councilman Rubio and unanimously carried that project be accepted and that Notice of Completion be exeucted and City Clerk directed to record same. Notice of Comp. Project 456 Recommendation by Director of Public Works (re: Project 444 Recomm .Proje. Freeway Water Line Relocation) to authorize and approve 444 freeway change orders and credits totalling $5,171.79, and water line authorize execution of Notice of Completion. Notice of Comp. Moved by Councilman Rubio, seconded by Councilman McLees and unanimously carried to authorize change order in amount of $5,171.79 as itemized. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to accept project, authorize execution of Notice of Completion and direct the City C]ak to record same. Communication was received from Superintendent of Light Comm. re: st. and Water on request by Nathan Krems of Azusa Square lighting on Shopping Center, for street lighting on continuation of 8th 8th St. Street, from termination of dedicated portion, east of Pasadena Avenue to easterly boundary of shopping center. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried that no recommendation be made at this time until it has been reviewad:-by City"Administrator for report back to Council. Request was received from Planning Director to attend California Chapter of American Institute of Planners Conference in Riverside, March 28, 29, 30, with payment of salary only - no expenses requested. Moved by,Councilman McLees, seconded by Councilman Rubio and unanimously carried by roll call to grant request with 'payment of salary for March 28th and 29th, 1968. Recommendation was received from City Administrator re: Tel -Plan Inc., report regarding telephone facilities in the City. It was the concensus of all department heads that no action be taken in regard to the Tel -Plan report, in light of the fact that new police facilities were in the offing, as well as change overs of other departments to be housed in the old police facilities. At that time it was suggested that General Telephone Co. be requested to evaluate services needed at that time. Req. by Ping. City Administrator presented a progress report re: Cable TV franchise services in other cities and its status in Azusa. Moved by Councilman Rubio, seconded by Councilman McLees and unanimously carried to receive and file. Page 6 Progress Report Cable TV Recommendation was received from City Administrator that Recomm. to present Xerox machine should be replaced by a newer model, replace XeroX 720, showing a savings to the City with speedier copy time machine w/newer as well as better performance over-all. model (720) Moved by Councilman Calvert, seconded by Councilman Solem and unanimously carried by roll call to approve recommen- dation of City Administrator and that Mayor be authorized to execute new agreement with XeroX. Moved by Councilman Rubio, seconded by Councilman Calvert and unanimously carried by roll call to authorize attendance to this meeting by Councilman Solem.
